Why pay NPA to pensioners. Col Lamba

Why pay NPA to pensioners & persons working in Multi Speciality Hospital/ Private Clinics .& Retirees.

With due respect to all

1) “The government gives non-practicing allowance to the doctors to ensure their availability to the patients in their respective wards at the hospitals in evening and night shifts.


However, the financial incentive has not kept the doctors away from private medical practice,”

 
2) As Qualification / Technical Allowance is withdrawn on retirement
Then why NPA is not withdrawn.


3) Retired doctors are free to do practice & most of them are doing it. Then NPAis automatically not applicable .This aspect can be ascertained with their PAN number on IT web.


4) Moreover retired doctors do not treat patients in govt hospitals. Thus they are not entitled NPA.


5) There is need to stop this loot & save soul of honest taxpayers .


6) The NPA should be stopped after retirement with immediate effect.


7) This should not become aNPA scam.

Non practising allowance.
This allowance means that you are being paid by the goverent for not practising anywhere except your own hospital where you are posted,  even after or during your duty timings .
And the govt. strictly means it if it says that you can't practice anywhere else.
The official duty timings for any doctor in any hospital are only six hours. So technically speaking you still have 18 hours for moonlighting and earning some extra money. But since you are getting NPA, you can't do that.
The NPA is not a choice. It is given by the govt and you have to keep it.
Now you might think that for a mere sum of some six thousand rupees you are losing out to a big sum of money. There comes the next question:
What if I do my own practise even then?
There have been many before you , who have thought and done the same. But once they find out about you, you should know what all might happen to you
You will be immediately suspended from duty.An enquiry will be set up against you.There will be a bad entry in your annual appraisal report or APR, which will definitely affect your further promotions and service records.You will be immediately suspended from duty where you will have to come to duty and will not be paid until the enquiry committee gives you a clean chit.The punishment can vary from suspension, bad postings, demotions, deduction in your increments depending upon your crying, pleading, making excuses, shoe licking, palm greasing capabilities and the contacts with a minister.TheNPA will obviously be deducted and recovered and you may never be entitled for it again. But that would obviously be the last thing on your mind during the punishments.Though you are on duty for six hours but healthcare services come under essential services just like police, so you are officially on duty for 24 hours. Given this fact you will be charged with negligence of your duties.
Now this is the scenario of central govt. and that too in Delhi. The states follow the same set of rules as the central govt. but only those who don't know how to pull strings seem to obey them.
