Forces Personnel who retire voluntarily / or seek discharge on request are not eligible for any award on account of disability.  Provided that Armed Forces Personnel who are due for retirement / discharge on completion of tenure, or on completion of service limits, or on completion of the terms of engagement or on attaining the prescribed age of retirement, and who seeks pre-mature retirement / discharge on request for the purpose of getting higher commutation value of pension will remain eligible for disability element.

Further, Armed Forces personnel who are retained in service despite disability, which is accepted as attributable to or aggravated by Military Service and have forgone lump sum compensation in lieu of that disability, may be given disability element / war injury element at the time of their retirement / discharge whether voluntary or otherwise in addition to Retiring / Service Pension or Retiring / Service Gratuity.  These provisions are effective from 1.1.2006

Defence Pension Adalat to be held at Aundh Military Station, Pune

A Defence Pension Adalat was conducted at Aundh Military Station, Pune, Maharashtra from 09.00 am to 05.00 pm on 24 October 2018 by the Shivneri Brigade on behalf of Dakshin Maharashtra Sub Area for the Veterans of Pune and adjoining areas.

The aim of the event was to connect with the Veterans of Maharashtra State, identify their problems and resolve them.  A platform was provided to the Veterans to meet up with the right agencies to resolve their pension related problems and other issues affecting them.  Representatives from Principal Controller of Defence Account (PCDA), Allahabad and Record Offices had set up their counters to resolve the pension anomalies.  The Record offices of Armoured Corps, Mechanised Infantry, The Brigade of the Guards, The MAHAR Regiment, The MARATHA Light Infantry, Artillery, Bombay Engineering Group, Intelligence Corps and Army Physical Training College had set up their stalls to resolve issues of the Veterans. Around 400 Veterans graced the occasion and took benefit of the Defence Pension Adalat.

Government of India has given to JCOs & ORs  higher pension w.e.f. Jul 2009 to 23 Sep 2012 vide Circular 430 and again pension was enhanced from 24 Sep 2012 to Jun 2014 vide Circular 501. Since pension fixed in Circular 568 was highest, all pre – 2006 JCOs and OR who did not put in 33 years with rank weightage got arrears few in Dec 2016 however few banks are yet to pay due to their negligence.
Post – 2006 JCOs and OR are NOT eligible for this arrear as they do not have the restriction of 33 years with rank weightage.

OROP. The Pension of all pre – 2012 pensioners got enhanced by OROP vide Circular 555 w.e.f. Jul 2014. The arrears are paid in four equal six monthly instalments. Family pensioners and gallantry award winners were paid in one go. The first OROP instalment was paid in Mar 2016, second one in Sep 2016 and third one in Mar 2017. Last instalment will be paid in Sep 2017.

7thCPC Pension Arrears. All pre – 2016 pensioners were paid arrears once the new pensions in 7th CPC were approved w.e.f Jan 2016. The pension paid was OROP pension with DR while the 7th CPC pension was hiked to 2.57 x OROP with NO DR from Jan to Jun 2016 and with 2% DR from Jul to Nov 2016.
 
Your banks paid these four arrears in two financial years i.e. 2015 – 16 and 2016-17. Your bank deducted Income Tax (IT) known as TDS. This is because banks assume arrears is your additional income in the fin years 2015 – 16 and 2016-17 where as the arrears belong to period from Jan 2006 to Nov 2016. You have to split the arrears financial year wise and get  benefit of lower or NIL income tax during financial  year 2015-16 and 2016-17.

Now, Aadhaar is mandatory to for retired defence personnel to get pension

New Delhi, Mar 8: All defence pensioners and dependent family members of deceased personnel will be required to enroll for Aadhaar card by June 30 to receive pension. The Defence Ministry has issued a notification making Aadhaar mandatory for receiving pension by the beneficiaries numbering around 25 lakh.

The government has been steadily making Aadhaar mandatory for a series of financial benefits and other services, saying it is doing so to ensure transparency. 'Any eligible beneficiary entitled to receive pension benefits, who does not possess the Aadhaar number or, not yet enrolled for Aadhaar, but desirous of availing pension benefits is hereby required to make application for Aadhaar enrolment by June 30,' the notification said.

It said Defence Ministry through pension disbursement agencies or other means which requires an individual to furnish Aadhaar is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for it.

The order further said the Ministry of Defence through pension disbursement agencies will be required to provide Aadhaar enrolment facilities in places where such facilities are not available. It said till the Aadhaar is assigned, the beneficiaries shall be given pension subject to production ex-servicemen card issued by the concerned authorities and his or her Aadhaar Enrolment ID slip (if she or he has enrolled).

A copy of his or her request made for Aadhaar enrolment can also be submitted along with a copy of Voter ID card or PAN Card or Passport etc. The notification said Defence Ministry through pension disbursement agencies will make adequate arrangements to provide convenient and hassle free pension benefits to the beneficiaries.

'Wide publicity through media and individual notices shall be given to beneficiaries of pension benefits to make them aware of the requirement of Aadhaar under the scheme and they may be advised to get themselves enrolled at the nearest Aadhaar enrolment centres available in their areas by June 30 2017,' it said.

Govt employees, Pensioners to get 12% DA

Thiruvananthapuram: Kerala Government Employees, Teachers and Pensioners will get an enhanced Dearness Allowance of 12 per cent from this month.

The decision to enhance the DA by three per cent was taken by the government today, a release from the Finance minister's office said.

The new DA will be given in the January salary and will have retrospective effect from July 2016, the release added.

For the employees the arrears will be merged with Provident Fund, while pensioners will get the arrears in cash.

The enhanced DA will cause a monthly burden of Rs 86.07 crore and yearly burden of Rs 1032.84 crore to the state exchequer.

IAF PENSIONERS :FOR CORR PPO - APPLY TO DIRECTORATE OF AIR VETERANS

At a meeting on 20-12-16, the CGDA representative stated that as per the records received from CPPCs of various Banks, there is a total of 109000 living IAF pensioners out of which 48245 are of pre-2006 vintage. These figures were contested by the AFA because as per our knowledge the IAF pensioners are close to 2.2 Lakhs with 1.6 lakhs belonging to the pre-2006 vintage.

The Secretary Pensions, who was chairing this meeting, then advised CGDA to reconcile the correct figures of the IAF pensioners by comparing the records as held with the DAV and the CPPCs. Corrigendum PPOs:-

The CDA should have issued 2368 Corrigendum PPOs by the 31st December 2016 and additionally, should also have resolved the discrepancies in the records of 15000 other IAF pensioners. The last date of resolving the discrepancies was set as 28 Feb 17. The CGDA was also advised to share the details of 45877 IAF pensioners in respect of whom it has issued the corrigendum PPOs.

The Corrigendum PPOs are necessitated because of changes in Pension entitlement following the pay commissions upto 2006 and now in 2016. Other changes were brought in on 01/07/2009 and 24/09/2014.

Further, changes in the Pensions were also brought about by granting the OROP on 01/07/2014. Thus almost everyone needs to know their correct entitlement factoring in all these changes. The DAV was, thereafter, advised to liaise with the CDAs to ensure that each IAF pensioner receives his corrigendum PPO wherein these changes are duly reflected. People who had sent their requests to the AFA for getting corrigendum PPOs are hereby intimated that their cases have been forwarded to the JCDA(AF) and the DAV.

Kindly check your own PPOs and if all these changes are not reflected in your PPO then please send an email directly to the DAV giving complete particulars with latest address and mobile number, the Bank account details and the personal details about the spouse and his/her date of birth and request the DAV to get your corrigendum PPO issued by the JCDA(AF) and forward it to your address once received by them.

Pensioners can withdraw more than Rs 10000: RBI

Bhubaneswar: The Reserve Bank of India (RBI) today said that the pensioners can withdraw more than Rs 10000 from their bank accounts while uncertainties prevail whether 34 lakh beneficiaries under different social security measures will get their due at appropriate time.

Bhubaneswar RBI General Manager S P Mohanty today said that the pensioners can withdraw more than Rs 10000 from their bank accounts.

Claiming that the banks have enough currency notes to meet the customers' demands, RBI, Bhubaneswar, General Manager S P Mohanty said that the banks are directed to allow the pensioners to withdraw more than Rs 10,000 cash on a single day.

"The apex bank has ensured availability of currency notes of Rs 2000, Rs 100 denomination in Maoist prone areas also," Mohanty said assuring the people, including those living in rural areas.

"Efforts are on to provide mobile bank facilities in the areas where banking services are not available," he said.

However, the distressed people covered under different social securiy schemes like old age pension, widow pension and disability person are apprehensive on the payment.

"As these people get only Rs 300 a month as pension, we are not sure where the state government can arrange Rs 100 denomination currency notes worth Rs 135 crore for payment this month," said a senior official at the department of social security and empowerment of persons with disabilities.

Meanwhile, ATMs at many places including the state capital here did not churn out cashes compounding miseries of people while long queues were witnessed at bank branches for the third consecutive day across the state.

Tourists and foreign nationals also faced the burnt of the Centre's demonetisation exercise.

The Department of Post, has decided to keep post offices in all states including Odisha open on Sunday.

Basic pension of ex-servicemen increased 2.57 times: Prez

Pokhara (Nepal): The basic pension of ex-servicemen of the Indian Army has increased by 2.57 times as compared to pension of December 31, 2015, President Pranab Mukherjee today said here while addressing ex-servicemen of the Gurkha regiments in the Indian Army.

Mukherjee, who is also the supreme commander of the armed forces, lauded the valour and discipline of the Gurkha soldiers in guarding the borders of India.

Mukherjee, who is on a three-day state visit to Nepal, visited the Pension Office for Gurkha ex-servicemen here in the last segment as large number of these soldiers live here after retirement.

The scenic Pokhara Valley, nestled in the shadow of towering snowcapped peaks of Dhaulgiri, Machapuchare, and Annapurna is home to a large number of soldiers of the famed Gurkha regiments in the Indian Army.

The President received a warm welcome here with people dressed in traditional clothes carrying flags of India and Nepal had lined up the roads from airport to hotel where he stayed briefly and then from hotel to pension office of the Gurkha regiments ex-servicemen.

People stood there throughout the stay of the President who was in the city for nearly an hour playing drums, dancing and waving as his convoy passed through the streets of Pokhara city.

"According to the seventh Pay Commission the basic pension has increased 2.57 times under the One Rank One Pension scheme as compared to basic pension on December 31, 2015," Mukherjee said.

He said being the supreme commander of the Indian defence forces, it was a matter of great satisfaction and pride that all the welfare schemes of ex-servicemen are being implemented in Nepal on time.

The President said there are 32,000 Gurkha soldiers in Indian Army besides 1.26 lakh ex-servicemen from the community. Mukherjee said India will never hesitate to take all possible steps for the welfare of ex-servicemen.

"Every year about Nepalese Rs (NPR) 3,100 crore of pensions is being distributed in Nepal. In the current financial year, the target is to distribute about NPR 4,000 crore of pension as per One Rank One Pension and Seventh Pay Commission," he said.

Govt notifies new disability pensions rule for armed forces

New Delhi: The government has notified a new set of rules for disability pensions for the armed forces, a move that came in for criticism from the opposition parties and the security establishment.

The new rules replaces the decade-old system governed by the Sixth Central Pay Commission (6th CPC) instituted in 2006 under which disability pensions arising from battle injuries, or disabilities attributable to/aggravated by military service, were calculated on a "percentage basis", related to the last pay drawn.

However, under the new scheme, disability pensions will be calculated according to a "slab system" that existed earlier.

What the military personnel are upset about is that civilians will continue to be paid pensions according to the earlier "percentage system", which means that a civilian employee will have higher disability pension than his military counterpart.

"This is very wrong. Our soldiers deserve better. I urge centre to increase disability pension n not decrease it," Delhi Chief Minister Arvind Kejriwal tweeted.

Congress spokesperson Randeep Surjewala also attacked the Modi government for what it termed as "downgrading" the armed forces.

"On one hand, the government carries out a surgical strike and on the other it reduces the disability pension, thereby downgrading their morale. Why have you thrown into dustbin the recommendations of the three service chiefs," Surjewala said.

Sources said that until the September 30 notification, officers and soldiers who had suffered 100 per cent disability in battle were entitled disability pension that matched their last pay drawn.

In addition, they would draw a "service component" of pension, which amounted to 50 per cent of their last pay drawn.

Under the new rules, which come into effect retrospectively from January 1, 2016, the "service component" remains unchanged, but a "slab system" has been introduced for disability pension, which is lower than the percentage system - Rs 27,000 a month for officers, 17,000 for junior commissioned officers (JCOs), and Rs 12,000 for all other ranks (ORs).

Senior officers from the services also expressed their disappointment with the new pension rules.

Pension Disbursing Agencies (PDAS) are aware that as per this Office Circular NO. 555 dt. 04.02.2016, pension of Armed Forces Personnel iS to be revised w.e.f. 01.07.2014 by the PDAS as per tables attached with this Circular. PDAS have reported some difficulties on certain points while implementing the scheme Of ‘OROP’. Clarification in the matter is as under:- (i) Revision of pension in respect of Post-2006 Havildars granted ACP-l who later on promoted to the Rank of Hony Nb Sub :- It is Clarified that pension of Post-2006 Havildars granted ACP-l, who got pensionary benefits of Nb-Sub rank but later on promoted to the rank of Hony. Central pensioners can track status via SMS, online

New Delhi: Over 11.61 lakh Central government pensioners can now track the status of their pension and grievance redressal through SMS as well as monitor receipts online -- steps that aim to "lessen harassment" for senior citizens.

Launching the portal, Finance Minister Arun Jaitley said it is an extremely important initiative which will lessen harassment.

The web portal launched by Finance Minister Arun Jaitley today will enable central civil pensioners, family pensioners and freedom fighter pensioners to view their complete pension profile digitally by logging into www.Cpao.Nic.In.

They will also be provided with SMS facility for tracking status of pension process and their grievance registration as well as disposal.

The website, which will serve as a one-stop destination for providing information and speedy redressal of grievances, can also be accessed through mobile devices and it would also provide an option to pensioners to give their feedback.

Launching the portal, Jaitley said it is an extremely important initiative which will lessen harassment.

"Nobody should be harassed, least of all pensioners because they are mostly senior citizens. And they need that resource and their life depends on that resource. So any delay or red tapism can actually cause a lot of harassment if not destitution," he said.

He said the facility of tracking pension status on mobile phone is a giant step taken by the Central Pension Accounting Office (CPAO).

The website will provide one-stop solution for pensioners to access information relating to status of pension cases, and pension payments processed by central ministries and banks.

CPAO disburses the pensions through authorised banks to central government pensioners and in the current fiscal it is managing the pension budget of Rs 32,070 crore. In 2015-16, the CPAO handled 60,211 pensioners' grievances.

Speaking on the occasion, Controller General of Accounts M J Joseph said the portal will bring in transparency and accountability and ensure more responsive way of handling pensioners grievances.

Pensioners to supervise government jobs recruitment exams

New Delhi: In a first, the Centre has decided to rope in pensioners to supervise government jobs recruitment exams conducted by Staff Selection Commission(SSC).

The SSC, which conducts examinations to select hundreds of candidates for various mid-level central government jobs, has written to Personnel Ministry in this regard.

The retired central government employees will be engaged as Inspecting Officers and members of the flying squad for conducting and supervising of examinations at various places, according to a note by the ministry.

The SSC has also sought a list of pensioners from the ministry to choose appropriate candidates, it said.

The Commission is one of the largest recruiting agencies in the country mandated to conduct eight exams.

There are about 58 lakh central government pensioners.

The Personnel Ministry already maintains a repository of pensioners in an online initiative called Sankalp, which provides a platform for the pensioners to access opportunities available for useful interventions in the society.

It also facilitates the organisations working in these areas to select appropriate skill and expertise from the available pool of volunteers.

There are 1,815 pensioners registered with the Sankalp. The ministry wants all pensioners to get themselves registered on this platform.

Panel on OROP not hearing individuals: ex-serviceman tells HC

New Delhi: Delhi High Court was today told that the one-member judicial commission, set up to deal with grievances of ex-servicemen on One Rank One Pension (OROP), was not hearing issues raised by an individual but dealing only with contentions raised by organisations.

The Centre refuted the claims before a bench of justices B D Ahmed and Ashutosh Kumar saying the commission was hearing the grievances raised before it not only by organisations but by individuals also.

The bench was hearing a plea seeking directions to Ministry of Defence and the commission, headed by Justice (Retd) L Narasimha Reddy, "to give an effective public hearing to those affected or aggrieved by implementation of OROP".

When the matter came up for hearing, petitioner S P Singh told the bench he had approached the commission with his grievances but was not heard and told that the panel was only hearing the contentions of organisations.

The petitioner also claimed that armed forces officers were sitting with the panel despite the fact that it was a one-member judicial commission.

Central government standing counsel Anurag Ahluwalia refuted the claims of the petitioner saying the commission was also hearing the grievances of individuals and the officers were present to assist the panel.

He also said the petitioner was heard by the panel.

The bench then asked the petitioner to file an affidavit stating that he was not given an opportunity by the commission to put forth his grievances and posted the matter for further hearing on September 28.

The Centre had earlier told the court it has extended by six months the term of the one-member panel on OROP.

The petitioner, who is an ex-serviceman, has said that as per a Ministry letter dated April 13, "Defence Forces pensioners/family pensioners, Defence Pensioners' Associations can submit their suggestions/views on the revised pension as notified, to the MoD, through post or by email within 15 days i.E. By April 29, 2016".

The petitioner had contended that this information was not published in the newspapers and, therefore, people were not informed about it. He had said that the time given to forward the representations was "very short".

The Centre had told the court that date for forwarding suggestions and representations was later extended to May 15.

7th Pay Commission: No scope to change in minimum pay of Rs 18,000

New Delhi: Finance Ministry sources today said on condition of anonymity, there is no scope to change in minimum pay Rs 18,000, recommended by the 7th Pay Commission and approved by the cabinet.

After cabinet nod of 7th Pay Commission recommendations, Finance Minister Arun Jaitley said central government employees salaries have to be respectable in comparison to public or private sector.

The sources came up with the remark while talking to us about hiking of minimum pay Rs 18,000 by the pay related National Anomaly Committee more than the the cabinet approval of the minimum pay.

Those who will hope over this issue will gain nothing, there is no scope to change in minimum pay Rs 18,000, which was approved by the cabinet, they added.

Replying to a question, the sources said, “The demand of central government employees through National Joint Council of Action (NJAC) for hiking minimum pay Rs 18,000 to Rs 26,000 may be considered by the National Anomaly Committee but they can do nothing.

They said adding “Though government had promised hiking minimum pay after the central government employees unions had threatened to carry out an indefinite strike but now public sector workers demand minimum pay of Rs. 18,000, similar to the central government employees. They now get minimum pay less than Rs 18,000.”

They also told us, “Public Sector Undertaking (PSU), Coal India Limited (CIL) workers set to join the general strike on September 2 for hiking minimum pay of Rs 18,000 equivalent to central government employees.”

“Now, it is generally seen that Public Sector Undertaking employees get less pay than the central government employees and they will demand to hike pay equivalent to central government employees. So, the focus has now shifted to PSUs- whether they would implement a similar pay hike for their employees or not.”

“If they hike pay for their employees, the central government is likely to face difficulty in bearing this extra financial burden. Accordingly, central government employees demand for hiking minimum pay of Rs 18,000 will not be accepted,” they confirmed.

Form panels to remove pay related anomaly: Government to departments

New Delhi: All central government departments have been asked to set up committees to look into various pay related anomalies arising out of the implementation of the Seventh Central Pay Commission's recommendations.

There will be two levels of Anomaly Committees -- National and Departmental -- consisting of representatives of the official side and the staff side of the national council and the departmental council, respectively.

The Departmental Anomaly Committee may be chaired by the Additional Secretary or the Joint Secretary (Administration). If there is no such post, then Financial Adviser of the ministry or department shall be one of the member of the Departmental Anomaly Committee, an order issued by Personnel Ministry said.

"The National Anomaly Committee will deal with anomalies common to two or more departments and in respect of common categories of employees. The Departmental Anomaly Committee will deal with anomalies pertaining exclusively to the department concerned and having no repercussions on the employees of another ministry or department in the opinion of the Financial Adviser," it said.

The Anomaly Committee shall receive anomalies through Secretary, staff side of respective council up to six months from the date of its constitution and it will finally dispose of all the anomalies within a period of one year from the date of its constitution, the Ministry said.

Cases where there is a dispute about the definition of "anomaly" and those where there is a disagreement between the staff side and the official side on the anomaly will be referred to and "Arbitrator" to be appointed out of a panel of names proposed by the two sides, it said.

The Arbitrator will consider the disputed cases arising in the Anomaly Committees at the national as well as department level, the order issued to secretaries of all central government departments said.

"All ministries or departments are accordingly requested to take urgent action to set up the Anomaly Committees for settlement of anomalies arising out of implementation of the 7th Pay Commission's recommendations," it said.

The Centre has accepted most of the recommendations of the 7th Pay Commission, to be implemented from January 1, 2016.

PM Modi announces hike in freedom fighters pensions

New Delhi: Prime Minister Narendra Modi on Independence Day announced a 20 per cent hike in the pension of freedom fighters.

"Pension for our freedom fighters will be increased by 20 per cent. So those who are receiving Rs 25,000 will now get Rs 30,000," Modi said from the Red Fort.

"Pension for our freedom fighters will be increased by 20 per cent. So those who are receiving Rs 25,000 will now get Rs 30,000," Modi said in his third Independence Day address to the nation from the Red Fort here on the 70th Independence Day.

"Tribals played an important role in out freedom struggle. Our government is planning to open museums all over the country to glorify their role so that future generations can know about their sacrifices," Modi said in the Independence Day speech on Monday.

The government, last August, on the 73rd anniversary of the Quit India Day also increased the pension for freedom fighters by hiking dearness relief by 218 per cent.

The present rate of pension is Rs 23,309 per month for political prisoners jailed in the Andamans, Rs 20,1291 for freedom fighters/spouses, Rs 4,770 for unmarried/unemployed daughters and Rs 10,064 for two spouses.

The total number central freedom fighters pensioners as on January 1, 2015 is 35,900.
