The 14th India-Vietnam Defence Policy Dialogue took place in New Delhi on August 01, 2024. It was co-chaired by Defence Secretary Shri Giridhar Aramane and Deputy Minister of National Defence of Vietnam Senior Lieutenant General Hoang Xuan Chien.

During the meeting, the two sides reviewed the range of bilateral defence cooperation issues and noted the transformative progress in the ties after the signing of ‘Joint Vision Statement on India-Vietnam Defence Partnership towards 2030’ in June 2022 during the visit of Raksha Mantri Shri Rajnath Singh to Vietnam.

Vietnam proposed five focus areas for cooperation which included delegation exchanges and dialogue, staff-talks; Service-to-Service cooperation; Education and training; and Defence Industry cooperation. The Defence Secretary welcomed the five point proposal and proposed cooperation in emerging areas of concern for both countries like Cyber Security, Information Security, Military Medicine, Submarine Search & Rescue.

The Defence Secretary highlighted the potential of domestic defence industry to fulfill capacity and capability enhancement of Friendly Foreign Countries, and looked forward to fruitful partnership with Vietnam People’s Armed Forces, and their industries. After the meeting, the Defence Secretary and the Deputy Minister of National Defence of Vietnam signed a Letter of Intent to strengthen cooperation in the field of training including exchange of instructors and experts.

Defence cooperation is one of the strong pillars of Comprehensive Strategic Partnership between India and Vietnam. Vietnam is an important partner in India’s Act East Policy and in the Indo-Pacific Region.

INDIAN NAVAL SHIP TABAR CONDUCTS MARITIME PARTNERSHIP EXERCISE (MPX) WITH RUSSIAN NAVAL SHIP SOOBRAZITELNY

 Indian Navy’s frontline frigate, INS Tabar arrived St. Petersburg, Russia on 25 Jul 24 for a four day visit to participate in 328th Russian Navy Day Parade celebrations. India and Russia share warm bilateral relations and maritime co-operation that span diverse fields. The visit by INS Tabar aimed to strengthen this longstanding friendship and also explore newer avenues of bolstering the relationship between the two countries.

INS Tabar, on departure from St. Petersburg, Russia successfully conducted Maritime Partnership Exercise (MPX) with the Russian Navy Ship Soobrazitelny on 30 Jul 2024. Participation of Indian Navy Ship Tabar in the 328th Russian Navy Day Parade and conduct of MPX marks a significant milestone in the maritime cooperation between India and Russia, reinforcing the commitment of both nations to maintain peace, stability and security in the region. The MPX involved a series of complex naval manoeuvers, including communication drills, Search & Rescue tactics and Replenishment at Sea serials. Ships from both navies demonstrated high levels of professionalism and interoperability.

The Indian Navy remains committed to fostering partnerships with navies across the world. The MPX with the Russian Navy reinforces the strong bilateral naval ties, further strengthening our resolve and commitment towards ensuring enhanced cooperation in the maritime domain.

Modernisation of infrastructure for airfields of Air Force, Navy, Coast Guard and other services

Ministry of Defence signed contract for Modernisation of Air Field Infrastructure (MAFI) of 37 airfields for Indian Air Force(IAF), Indian Navy (IN) and Indian Coast Guard (ICG) with M/s Tata Power SED (TPSED) at a cost of nearly Rs 1,200 crore here today. The proposal has been duly approved by Raksha Mantri Shri Rajnath Singh.

The MAFI Phase-II is a follow-on programme based on MAFI Phase-I that included upgradation of 30 airfields of IAF. The airfields modernised under MAFI Phase-I have been of immense benefit to both military and civil users.

The project is a turnkey project that includes installation and commissioning of modern airfield equipment like Cat-II Instrument Landing System (ILS) and Cat II Air Field Lightning System (AFLS), etc. The modern equipment around the airfield will also be directly connected to Air Traffic Control (ATC), thereby providing excellent control of the airfield systems to the air traffic controllers. The upgradation of navigational aids and infrastructure under this project would enhance the operational capability by facilitating air operations of military and civil aircrafts even in poor visibility and adverse weather condition while enhancing aerospace safety.

The contract will provide impetus to the domestic industry in the prevailing situation. The project will give a boost to over 250 Micro, Small and Medium Enterprises which will be directly benefited from being involved in execution of various activities of this project. This contract would aid in infusing the much needed capital in the market and boost employment generation in such fields as communications, avionics, information technology, apart from civil and electrical equipment and construction.

Raksha Mantri Shri Rajnath Singh approves abolition of 9,304 posts in Military Engineering Service

Raksha Mantri Shri Rajnath Singh has approved the proposal of Engineer-in-Chief of Military Engineering Services (MES) for optimisation of more than 9,300 posts in the basic and industrial workforce. It is in line with the recommendations of the Committee of Experts, headed by Lt General Shekatkar, which had recommended measures to enhance combat capability and rebalance defence expenditure of the Armed Forces.

One of the recommendations made by the Committee was to restructure the civilian workforce in a manner that the work of MES could be partly done by departmentally employed staff and other works could be outsourced.

In line with the recommendations made by the Committee, based on the proposal of E-in-C, MES, the proposal of abolition of 9,304 posts in MES out of the total 13,157 vacancies of the Basic and Industrial staff has been approved by Raksha Mantri.

The recommendation was aimed at making MES an effective organisation with a leaner workforce, well equipped to handle complex issues in the emerging scenario in an efficient and cost effective manner.

Appeal to generously donate to ‘Prime Minister’s Citizen Assistance and Relief in Emergency Situations Fund (PM CARES Fund)’

The pandemic of COVID-19 has engulfed the entire world and has posed serious challenges for the health and economic security of millions of people worldwide. In India too, the spread of coronavirus has been alarming and is posing severe health and economic ramifications for our country. The Prime Minister’s office has been receiving spontaneous and innumerable requests for making generous donations to support the government in the wake of this emergency.

Distress situations, whether natural or otherwise, demand expeditious and collective action for alleviating the suffering of those affected, mitigation/control of damage to infrastructure and capacities etc. Therefore, building capacities for quick emergency response and effective community resilience has to be done in tandem with infrastructure and institutional capacity reconstruction/enhancement.  Use of new technology and advance research findings also become an inseparable element of such concerted action.

Keeping in mind the need for having a dedicated national fund with the primary objective of dealing with any kind of emergency or distress situation, like posed by the COVID-19 pandemic, and to provide relief to the affected, a public charitable trust under the name of ‘Prime Minister’s Citizen Assistance and Relief in Emergency Situations Fund’ (PM CARES Fund)’ has been set up. Prime Minister is the Chairman of this trust and its Members include Defence Minister, Home Minister and Finance Minister.

PM Narendra Modi has always believed and shown in actions that public participation is the most effective way to mitigate any issue and this is yet another example. This fund will enable micro-donations as a result of which a large number of people will be able to contribute with smallest of denominations.

17 स्क्वाड्रन ‘गोल्डन एरोज' के लिए पुनरुत्थान समारोह

भारतीय वायुसेना के 17 स्क्वाड्रन के लिए आज वायु सेना स्टेशन अंबाला में पुनरुत्थान समारोह आयोजित किया गया। वायु सेना प्रमुख बीरेंद्र सिंह धनोआ पीवीएसएम एवीएसएम वाईएसएम वीएम एडीसी ने इस अवसर पर ग्रुप कैप्टन हरकीरत सिंह को स्मृति चिन्ह भेंट किया। इस समारोह में भारतीय वायु सेना और भारतीय सेना के वरिष्ठ अधिकारियों ने भाग लिया।

17 स्क्वाड्रन का गठन फ्लाइट लेफ्टिनेंट डी.एल. स्प्रिंगगेट की कमान में 01 अक्टूबर, 1951 को अंबाला में हुआ था। स्क्वाड्रन के पास उस समय हारवर्ड-II बी एयरक्राफ्ट था। 1957 में गोल्डन एरोज ने हाउकर हंटर एयरक्राफ्ट उड़ाए। स्क्वाड्रन को 1975 में मिग-21एम प्राप्त हुआ।

स्क्वाड्रन ने दिसंबर, 1961 और 1965 में गोवा मुक्ति अभियान में सक्रिय भूमिका निभाई थी। विंग कमांडर एन.चत्रथ की कमान में 17 स्क्वाड्रन ने 1971 के भारत-पाकिस्तान युद्ध में भाग लिया था। इसके लिए स्क्वाड्रन को कई वीरता पुरस्कार मिले थे।

तत्कालीन राष्ट्रपति श्री आर.वेंकटरमन ने नवंबर, 1988 में स्क्वाड्रन को ‘कलर्स’ प्रदान किया था। विंग कमांडर धनोआ की कमान में गोल्डन एरोज ने 1999 में ऑपरेशन सफेद सागर में सक्रिय भूमिका निभाई थी।

निकट भविष्य में 17 स्क्वाड्रन पहला स्क्वाड्रन होगा जिसे आधुनिक राफेल एयरक्राफ्ट दिया जाएगा, जो अत्यधिक सक्षम चौथी पीढ़ी का बहुभूमिका निभाने वाला एयरक्राफ्ट है और इसमें कई आधुनिक हथियार भी लगे हुए हैं।

अनुच्छेद 370 के निरस्तीकरण से जम्मू-कश्मीर के विकास में तेजी आएगीः उपराष्ट्रपति

जम्मू-कश्मीर के सरपंचों (ग्राम प्रधानों) और पंचों (पंचायत सदस्यों) के एक प्रतिनिधि मंडल के साथ आज नई दिल्ली में बातचीत करते हुए, उपराष्ट्रपति श्री एम. वेंकैया नायडू ने कहा कि संविधान के अनुच्छेद 370 के निरस्तीकरण से जम्मू-कश्मीर और लद्दाख के केन्द्र शासित प्रदेशों में विकास की प्रक्रिया में तेजी आएगी। उपराष्ट्रपति ने कहा कि इसके तहत स्थानीय निकायों के लिए धन और कार्याधिकारों की मजबूती को लेकर संविधान के 73वें और 74वें संशोधनों सहित विभिन्न योजनाओं और विधानों के विस्तार का मार्ग प्रशस्त किया गया है। उन्होंने कहा कि अनुच्छेद 370 हमारे संविधान का एक अस्थायी प्रावधान था।

काफी समय के बाद जम्मू-कश्मीर में राज्यपाल शासन के तहत पंचायत चुनावों के बारे में चर्चा करते हुए, श्री नायडू ने इस बात पर प्रसन्नता व्यक्त की कि 74 प्रतिशत मतदाताओं ने मत डाले और 4483 पंचायतों में से लगभग 3500 को गठित किया गया।

उपराष्ट्रपति ने कहा कि अनुच्छेद 370 के निरस्तीकरण से पंचायतें अब अधिक सशक्त होंगी, क्योंकि पंचायतों में धन, कार्याधिकार और कर्मचारियों को हस्तांतरित किया जाएगा। उन्होंने कहा कि पंचायतों के वित्तीय अधिकार को भी दस गुणा बढ़ाकर एक लाख रुपये तक किया गया है।

इसके अलावा, उपराष्ट्रपति ने कहा कि करों में वृद्धि करके अपने संसाधनों से धन जुटाने की शक्ति पंचायतों को प्रदान की गई थी। उन्होंने कहा कि वितरण की गुणवत्ता में सुधार के लिए अब पंचायतों को समेकित बाल विकास योजना (आईसीडीएस) और प्रधानमंत्री आवास योजना (पीएमएवाई) जैसी योजनाओं की लेखा परीक्षा करने का अधिकार भी सौंपा गया है।

धन, कार्याधिकार और कर्मचारियों के बेहतर हस्तांतरण से क्रियाकलाप के और भी अधिक प्रभावी होने से तीन-स्तरीय प्राशसनिक प्रणाली की मजबूती के बारे में चर्चा करते हुए, उन्होंने कहा कि 14वें वित्त आयोग द्वारा निर्धारित मानदंडों के अनुसार पंचायत चुनाव नहीं होने के कारण पंचायतें लगभग 4000 करोड़ रुपये का नुकसान झेल रही थीं। उन्होंने कहा कि अब चुनाव हो चुके है और वित्त आयोग के सुझावों के अनुसार धन मिलना शुरू हो जाएगा। उन्होंने प्रसन्नता व्यक्त करते हुए कहा कि 500 करोड़ रुपये जारी किए गए हैं और शीघ्र ही अन्य 3000 करोड़ रुपये जारी किए जाएंगे, जो पंचायत प्रणाली के लिए अत्यधिक महत्वपूर्ण होगा।

उपराष्ट्रपति ने सुझाव दिया कि प्रत्येक पांच वर्ष में स्थानीय निकायों के चुनाव को अनिवार्य किया जाना चाहिए। उन्होंने कहा कि राज्यों के पास इन चुनावों को स्थगित करने अग्रिम तौर पर कराने का कोई विवेकाधिकार अथवा संभावना नहीं हो। 

बेहतर विकास और कल्याणकारी पहलों के साथ-साथ बेहतर सेवा के लिए प्रभावकारी स्थानीय शासन की भूमिका को महत्वपूर्ण बताते हुए, उन्होंने कहा कि स्थानीय निकायों को आवंटित निधियों को पंचायतों, नगर-पालिकाओं और नगर-निगम के खातों में जमा कराया जाना चाहिए और संबंधित निकायों के प्रस्तावों के अनुसार खर्च किया जाना चाहिए।

उपराष्ट्रपति ने कहा कि केवल पाकिस्तान अधिकृत कश्मीर के बारे में पाकिस्तान के साथ बातचीत हो सकेगी, साथ ही उन्होंने कहा कि राष्ट्र की सुरक्षा, संरक्षा और एकता प्रत्येक नागरिक के लिए अत्यधिक महत्वपूर्ण है।

सेना द्वारा जम्‍मू-कश्‍मीर के किश्‍तवाड़ जिले के छात्रों के लिए भारतीय सैन्‍य अकादमी- देहरादून और दिल्‍ली की यात्रा का आयोजन

भारतीय सेना द्वारा जम्‍मू-कश्‍मीर के किश्‍तवाड़ जिले के 22 छात्रों और तीन शिक्षकों के लिए नई दिल्‍ली और भारतीय सैन्‍य अकादमी की 10 दिनों की एक क्षमता विकास यात्रा आयोजित की गई। यात्रा पूरी कर लौटने पर छात्रों और शिक्षकों का 11 सितंबर, को बटोट में भव्‍य रस्‍मी स्‍वागत किया किया गया।  

दस दिनों की इस यात्रा में 2 सितंबर से 11 सितंबर के बीच किश्‍तवाड़ के युवाओं को देहरादून के प्रतिष्ठित भारतीय सैन्‍य अकादमी और वन अनुसंधान संस्‍थान तथा दिल्‍ली में राष्‍ट्रपति भवन, इंडिया गेट और राष्‍ट्रीय युद्ध स्‍मारक जैसी ऐतिहासिक धरोहरों के अलावा विज्ञान संग्रहालय और नेहरू तारामंडल भी देखने का अवसर प्राप्‍त हुआ।

देहरादून का भारतीय सैन्‍य अकादमी इस यात्रा का मुख्‍य आकर्षण रहा। अकादमी में छात्रों और शिक्षकों को कैडेटों की प्रशिक्षण गतिविधियों के साथ ही वहां उपलब्‍ध विश्‍वस्‍तरीय अवसंरचनाओं को देखने का अवसर भी मिला। यात्रा में शामिल छात्रों को अकादमी के खेत्रपाल आडिटोरियम भी ले जाया गया जहां उन्‍हें मेकिंग ऑफ वारियर नाम की एक फिल्‍म दिखाई गई जिसका उद्देश्‍य युवाओं को देश की सशस्‍त्र सेना में शामिल होने के लिए प्रेरित करना था। यात्रा टीम को भारतीय सेना के बड़े अधिकारियों से मिलने का अवसर भी दिया गया ताकि उनमें एक तरह का आत्‍मविश्‍वास पैदा हो सके।

यात्रा का उद्देश्‍य छात्रों को भारतीय सेना तथा सरकारी क्षेत्र में उपलब्‍ध रोजगार के अवसरों की जानकारी देना भी था। इस दौरान उन्‍हें ख्‍याति प्राप्‍त बालनोई अकादमी भी दिखाने ले जाया गया जहां छात्रों को सेना में शुरूआती स्‍तर पर अधिकारिक सेवाओं के लिए आयोजित प्रतियोगी परीक्षाओं के लिए तैयार किया जाता है।

छात्रों को 10 दिन की यात्रा के दौरान मेट्रो ट्रेन की सवारी, सेलेक्‍ट सिटी मॉल, मसूरी शहर तथा सिनेमा हॉल भी देखने का मौका मिला जो उनके लिए एक रोमांचकारी अनुभव रहा, क्‍योंकि किश्‍तवाड़ जैसे छोटे जगह से आए इन छात्रों को पहली बार यह सब देखने का अवसर मिला था। छात्र ‘मिशन मंगल’  फिल्‍म देखकर भी काफी रोमांचित हुए।  

यात्रा से वापस आने के बाद छात्र और शिक्षक अपने स्‍कूल के लोगों और गांववासियों के साथ काफी उत्‍सकुता के साथ यात्रा अनुभव बांटते देखे गए। उन्‍होंने ऐसी शिक्षाप्रद यात्रा आयोजित करने के लिए सेना को धन्‍यवाद दिया।

भारतीय सेना जम्‍मू-कश्‍मीर के दूर-दराज के क्षेत्रों के छात्रों के लिए नियमित रूप से ऐसी यात्राओं का आयोजन करती रही है।

भारत के सबसे ऊंचे हवाई यातायात नियंत्रण टॉवर का उद्घाटन

नागरिक उड्डयन मंत्रालय ने किफायती उड़ान और स्वस्थ विमानन क्षेत्र के विकास की दिशा में पिछले 100 दिनों में कई पहल शुरू की हैं। इस संबंध में हुई कुछ प्रमुख पहल हैं -

इंदिरा गांधी अंतरराष्ट्रीय हवाईअड्डे पर इस महीने की शुरुआत में भारत के सबसे ऊंचे हवाई यातायात नियंत्रण टॉवर का उद्घाटन किया गया है, जो कुशल, सुचारू और निर्बाध हवाई यातायात प्रबंधन के लिए ऊंचे दर्जे की सेवाएं एवं प्रणालियां सुनिश्चित करेगा।

अहमदाबाद, लखनऊ और मेंगलुरू हवाईअड्डों को सार्वजनिक क्षेत्र में आवश्यक निवेश का दोहन करने के अलावा डिलीवरी, कार्यक्षेत्र, उपक्रम और व्यावसायिकता में दक्षता लाने के लिए सार्वजनिक निजी भागीदारी (पीपीपी) के तहत निजी रियायत हासिल करने वालों को सौंपा गया है।

नागरिक उड्डयन मंत्रालय ने 29 अगस्त, 2019 को एक अनोखा वेब आधारित पोर्टल ‘एविएशन जॉब्स’ शुरू किया है। यह भारत के नागरिक उड्डयन क्षेत्र के संभावित नियोक्ताओं और रोजगार चाहने वालों को एक साथ लाएगा। यह विभिन्न उप-क्षेत्रों में अपनी रुचि की नौकरियों में पंजीकरण के लिए उम्मीदवारों को सक्षम बनाने वाला एक संयुक्त मंच है। इसके साथ ही यह संभावित नियोक्ताओं को नागरिक उड्डयन पारिस्थितिकी तंत्र में रोजगार या फिर से रोजगार की संभावनाओं में सुधार करने की दृष्टि से बाजार में उपलब्ध उम्मीदवारों के बारे में जानकारी के स्रोत की सुविधा प्रदान करता है।

पहले, दूसरे और तीसरे दौर अथवा पर्यटन क्षेत्रीय संपर्क योजना (आरसीएस) के तहत दिए गए 34 मार्गों पर संचालन शुरू हो गया है। इस योजना के तहत ये 34 आरसीएस मार्ग चार गैर-सेवारत (झारसुगड़ा, मैसूर, कोल्हापुर और जलगांव) और चार कम-सेवारत (ग्वालियर, बेलगाम, दुर्गापुर और शिलांग) हवाईअड्डों  को 10 सेवारत (रायपुर, भुवनेश्वर, कोलकाता, बेंगलुरू, मुंबई, हैदराबाद, गोवा, कोच्चि, राजामुंदरी और वाइजैग यानी विशाखापट्टनम) हवाईअड्डों को संपर्क उपलब्ध कराएंगे।

डिजिटल पहल के तहत मंत्रालय की ओर से उठाए गए कदम

·         ईडीजीसीए परियोजना डीजीसीए और इसके संघटक निदेशालयों की प्रक्रियाओं और कार्यों को पूरी तरह से स्वचालित करने के साथ-साथ आईटी ढांचे और सेवा वितरण तंत्र को एक मजबूत आधार प्रदान करने के लिए संकल्पित है। पायलटों के लाइसेंस सहित विभिन्न मॉड्यूल के विकास पर भी काम चल रहा है।

·         डिजीस्काई – यह दूर से संचालित विमान प्रणाली (आरपीएएस)/ मानव रहित विमान वाहन (यूएवी)/ड्रोन के संचालन और इससे संबंधित संपूर्ण गतिविधियों को नियमन के लिए एक ऑनलाइन पोर्टल है। इसे शुरू कर दिया गया है। ड्रोन संचालन के दौरान बचाव एवं सुरक्षा सुनिश्चित करने के साथ ही यह ड्रोन तकनीक को बढ़ावा देने में भी मदद देता है।

·         ईसहज – नागरिक उड्डयन मंत्रालय द्वारा शुरू किए गए ईसहज ऑनलाइन पोर्टल पर मंत्रालय से संबंधित सुरक्षा मंजूरी को 100% ऑनलाइन किया गया है। यह पोर्टल 24 श्रेणियों में सुरक्षा मंजूरी देने का काम करता है। 

·         डिजीयात्रा – डिजीयात्रा पहल को शुरू करने के लिए बेंगलौर और हैदराबाद एयरपोर्ट पर परीक्षण चल रहा है।  यात्रा अनुभव में सुधार, कतार प्रतीक्षा समय घटाने के लिए इस पहल में बायोमेट्रिक तकनीकों का उपयोग करते हुए सहज और परेशानी मुक्त यात्रा की परिकल्पना की गई है। इसमें उन्नत सुरक्षा समाधानों का उपयोग करके यात्री ई-गेट से जा सकते हैं। यह जांच बिंदुओं पर अतिरेक को दूर करेगा और संसाधनों का उपयोग बढ़ाएगा।

यात्री सेवा शुल्क (पीएसएफ) को अब विमानन सुरक्षा शुल्क (एएसएफ) कहा जाएगा। इसे यात्री किराए के हिस्से को तौर पर एयरलाइनों की ओर से वसूला जाएगा। इसे संबंधित जेवी या एएआई खाते के एस्क्रो (निलंब संपत्ति) खाते में जमा किया जाता है। इसे युक्तिसंगत बनाया गया है। हवाईअड्डों के सभी एएसएफ संग्रह को एक साथ लाने के लिए नेशनल ट्रस्ट बनाया गया है। इस ट्रस्ट का प्रबंधन भारतीय हवाईअड्डा प्राधिकरण द्वारा किया जाएगा। पीएसएफ (एससी)/एएसएफ का एकल पूल खाते में संग्रह से कम पीएसएफ (एससी)/एएसएफ संग्रह वाले एएआई के छोटे हवाई अड्डों को सब्सिडी देने का उद्देश्य पूरा हो सकेगा। इससे फंडिंग में अंतर को पाटा जा सकेगा।

अपनी सुरक्षा निगरानी की कमियों को दूर करने और प्रभावी कार्यान्वयन (ईआई) में सुधार के लिए भारत की प्रगति को मान्यता देते हुए अंतरराष्ट्रीय नागरिक उड्डयन संगठन (आईसीएओ) ने उसे काउंसिल प्रेसीडेंट सर्टिफिकेट देने की घोषणा की है। इसे मांट्रियल स्थित आईसीएओ मुख्यालय में सभा के 40वें सत्र के दौरान एक विशेष कार्यक्रम के दौरान प्रदान किया जाएगा।

PM reviews preparations for launch of Ayushman Bharat

The Prime Minister, Shri Narendra Modi, on Monday reviewed the progress of preparations towards the launch of Ayushman Bharat – the National Health Protection Scheme announced in the recent Union Budget.

At a high-level meeting over two hours, the Prime Minister was apprised of the work done so far, by top officials of PMO, Ministry of Health and Family Welfare, and NITI Aayog, for smooth roll-out of the scheme.

The scheme will provide a cover of Rs. 5 lakh per family. It will be targeted to cover over 10 crore poor and vulnerable families. The beneficiaries will be able to avail cashless benefits across India.

The Prime Minister also reviewed preparations for delivering comprehensive primary health care through health and wellness centres.

The Prime Minister urged officials to work towards a well-designed and targeted scheme, which delivers benefits to the poor and weaker sections of society.

दूरसंचार विभाग ने मोबाइल नम्बर से आधार कार्ड को जोड़ने की प्रक्रिया को सरल किया

दूरसंचार सेवा प्रदाताओं द्वारा आधार कार्ड को मोबाइल नम्बर और मोबाइल उपभोक्ताओं की पुनः सत्यापन प्रक्रिया से जोड़ने संबंधी उच्चतम न्यायालय के 16 फरवरी के आदेश के अनुपालन में तेजी लाने के लिए दूरसंचार विभाग (डीओटी) ने बुधवार को व्यापक दिशा-निर्देश जारी किए।

नए नियमों के अनुसार दूरसंचार विभाग ने आधार कार्ड को पंजीकृत मोबाइल नम्बर से जोड़ने के तीन नए तरीके शुरू किए हैं। ये तरीके हैं - ओटीपी (वन टाइम पासवर्ड) आधारित, एप्प आधारित और आईवीआरएस सुविधा। इन नए तरीकों से उपभोक्ताओं को दूरसंचार कंपनियों के स्टोर्स पर जाए बगैर आधार कार्ड को अपने मोबाइल नम्बर से जोड़ने में मदद मिलेगी। दूरसंचार विभाग ने वरिष्ठ नागरिकों, दिव्यांग जनों और गंभीर बिमारी से पीड़ितों की सुविधा के लिए ऐसे उपभोक्ताओं के घर जाकर पुनः सत्यापन करने की भी सिफारिश की है। नए दिशा-निर्देशों के अनुसार दूरसंचार ऑपरेटरों को इन सेवाओं का अनुरोध करने वालों के लिए ऑनलाइन प्रक्रिया उपलब्ध करवानी चाहिए और उपलब्धता के आधार पर पुनः सत्यापन की प्रक्रिया पूरी करने के लिए उनके घर जाना चाहिए।

इस बारे में दूरसंचार राज्य मंत्री (स्वतंत्र प्रभार) श्री मनोज सिन्हा ने कहा, ‘महत्वपूर्ण सरकारी सेवाओं और सूचनाओं तक देश के सभी नागरिकों की पहुंच बनाने के लिए आधार नम्बर प्रणाली तैयार की गई थी, जिसकी समय-समय पर उन्हें आवश्यकता हो सकती है। देश में मोबाइल का प्रयोग तेजी से बढ़ रहा है और उपभोक्ताओं को मोबाइल नम्बर के साथ आधार नम्बर को जोड़ने की सुविधा प्रदान की जानी चाहिए। सरकार प्रयास कर रही है कि कम समय में सुविधा जनक तथा ऊर्जा गंवाए बिना उपभोक्ताओं तक सरकारी सूचनाएं और सेवाएं पहुंचाई जाए जो उनका अधिकार भी है।’

सीओएआई के प्रतिनिधि ने कहा, ‘दूरसंचार विभाग का नवीनतम स्पष्टीकरण उद्योग और उपभोक्ताओं के अनुरूप है जिसकी इस समय जरूरत है। हालांकि इन दिशा-निर्देशों को लागू करने में कुछ समय लगेगा लेकिन उपभोक्ताओं के मोबाइल नम्बर को ई-केवाईसी आधारित आधार से जोड़ना उपभोक्ताओं के लिए सुविधाजनक बनाने में हम सरकार के साथ मिलकर कार्य कर रहे हैं। हम सभी आवश्यक प्रक्रिया लागू कर रहे हैं ताकि ओटीपी, एप्प आधारित और आईवीआरएस सुविधा सहित दिए गए अतिरिक्त तरीकों का इस्तेमाल किया जा सके। हमें आशा है कि तेजी और आसानी से मोबाइल उपभोक्ता अपने आधार पंजीकृत मोबाइल नम्बर (एआरएमएन) का उपयोग कर ई-केवाईसी नियम को पूरा करेंगे।’ 

अगस्त महीने के एक परिपत्र में दूरसंचार विभाग ने दूरसंचार सेवा प्रदाताओं को आंख की पुतली (आईरिस) और अंगुलियों के निशान आधारित आधार का  सत्यापन कराने का निर्देश दिया था। नए नियमों में यह स्पष्ट निर्दिष्ट किया गया है कि दूरसंचार सेवा प्रदाताओं को इसके लिए उचित भौगोलिक क्षेत्र में आईरिस रीडर तैनात करना चाहिए।

निजता के नियमों को ध्यान में रखते हुए दूरसंचार विभाग ने यह अनिवार्य किया है कि दूरसंचार सेवा प्रदाताओं के एजेंट की पहुंच उपभोक्ताओं के ई-केवाईसी डाटा तक पहुंच न हो और ग्राहकों के नाम तथा पते ही नजर आने चाहिएं। ग्राहक देश के किसी भी स्थान से अपने मोबाइल नम्बरों का सत्यापन या पुनः सत्यापन कर सकते हैं फिर चाहे उनका मोबाइल कनेक्शन किसी भी सेवा क्षेत्र का क्यों न हो।

Visit of Raksha Mantri to HQ ANC & Carnicobar

            The Raksha Mantri Smt Nirmala Sitharaman, on the second day of her visit to the Andaman & Nicobar Command, went on a windshield tour of the defence facilities at Port Blair. She was accompanied by Commander-in-Chief, Andaman& Nicobar Command Vice Admiral Bimal Verma.

Subsequently, RM visited Carnicobar where she paid homage to the personnel and families who lost their lives during the Tsunami in 2004. Smt Nirmala Sitharaman visited the Japanese Wells and interacted with the troops prior departing.

जवानों को दिवाली का तोहफा

     विभिन्न सैन्य बलों और सीआरपीएफ, बीएसएफ, बीआरओ, आईटीबीपी जैसी विभिन्न अर्द्धसैनिक इकाइयों के जवान और अधिकारी देश की सीमाओं की सुरक्षा करने के लिए दूर-दराज तथा दुर्गम स्थानों पर तैनात हैं। ये जवान और अधिकारी कठिन मौसमी परिस्थितियों की परवाह किए बिना दिन-रात देश की सुरक्षा में लगे हैं। ये सभी अपने घरों और मुख्यालयों से दूर सेवा कर रहे हैं। अपने घरवालों और अपने मुख्यालयों के साथ बातचीत करने की उन्हें हमेशा आवश्यकता होती है। ये सभी बीएसएनएल द्वारा प्रदत्त डीएसपीटी सेवा के जरिए ही संपर्क करते हैं, क्योंकि इन इलाकों में संचार का कोई अन्य माध्यम उपलब्ध नहीं है।

     संचार मंत्री श्री मनोज सिंहा ने आज यहां मीडिया से बात करते हुए कहा कि डीएसपीटी सुविधा का इस्तेमाल करने के लिए जवानों और अधिकारियों को इस समय हर माह 500 रुपये का शुल्क देना पड़ता है। इस तरह उन्हें प्रति मिनट की बातचीत के लिए 5 रुपये देने पड़ते हैं। जवानों और अधिकारियों की आवश्यकताओं को देखते हुए और संचार में होने वाले भारी खर्च के मद्देनजर सरकार ने एक महत्वपूर्ण फैसला किया है ताकि परिवार वालों से बातचीत करने में जवानों और अधिकारियों को सुविधा हो। यह अहम फैसला दीपावली के शुभ अवसर पर लिया गया है। श्री सिन्हा ने कहा कि दीपावली के दिन यानी 19 अक्टूबर, 2017 से डीएसपीटी सुविधा के लिए कोई भी मासिक शुल्क नहीं लिया जाएगा। यानी कल से मौजूदा 500 रुपये का मासिक शुल्क ‘शून्य’ हो जाएगा। इसके अलावा मौजूदा 5 रुपये प्रति मिनट के लिए लिया जाने वाला टेलीफोन शुल्क भी एक रुपया प्रति मिनट हो जाएगा।

     सरकार के इस विशेष दीपावली उपहार के आधार पर सुरक्षाकर्मी अब अपने घरों और मुख्यालय के साथ बिना किसी चिंता तथा अतिरिक्त खर्च किए बिना बात कर सकेंगे। मंत्री महोदय ने जवानों और अधिकारियों तथा उनके परिवार वालों को दीपावली की शुभकामनाएं भी दीं।

रक्षा मंत्री श्रीमती निर्मला सीतारमण ने आईएनएस क्लिटन को नौसेना में शामिल किया

     रक्षा मंत्री श्रीमती निर्मला सीतारमण ने आज 16 अक्टूबर 2017 को नौसेना डॉकयार्ड विशाखापट्नम में संपन्न एक भव्य समारोह में आईएनएस क्लिटन (पी 30), तीसरी एंटी-पनडुब्बी वारफेयर (एएसडब्लू), जिसे प्रोजेक्ट 28 (कमोर्टे क्लास) के तहत बनाया गया है, को राष्ट्र को समर्पित किया। इस अवसर पर नौसेना अध्यक्ष एडमिरल सुनील लांबा, वाइस एडमिरल एच सी एस बिष्ट, फ्लैग ऑफिसर कमांडिंग-इन-चीफ पूर्वी नौसेना कमांड रेयर एडमिरल वी के सक्सेना (सेवानिवृत), गार्डन रिच शिपबिल्डर्स एंड इंजीनियर्स, कोलकता (जीआरएसई), कोलकता के सीएमडी कॉमोडोर एन बी कुंते (सेवानिवृत), पूर्व क्लिटन के पहले कमांडिंग ऑफिसर तथा अन्य गणमान्य व्यक्ति उपस्थित थे। इस समारोह को औपचारिक रूप से भारतीय नौसेना के इन-हाउस संगठन नौसैनिक डिजाइन निदेशालय तथा गार्डन रिच शिपबिल्डर्स एंड इंजीनियर्स, कोलकता द्वारा तैयार किए गए चार एएसडब्ल्यू कार्वेट्स के तीसरे नौसेना में शामिल होने के लिए चिह्नित किया गया है।

     नौसेना जेटी में माननीय रक्षा मंत्री श्रीमती निर्मला सीतारमण की आगवानी नौसेना अध्यक्ष एडमिरल सुनील लांबा ने की। इस समारोह के शुरू होने से पहले माननीय रश्रा मंत्री श्रीमती निर्मला सीतारमण को गार्ड ऑफ ऑनर पेश किया गया और उपस्थित गणमान्य व्यक्तियों से मुलाकात कराया गया।

     सभा का स्वागत करते हुए एडमिरल सुनील लंबा ने कहा कि यह भारतीय युद्धपोत की यात्रा में एक और मील का पत्थर है। भारतीय नौसेना स्वदेशीकरण के सिद्धांत तथा सरकार ने ‘मेक इन इंडिया’ के प्रति प्रतिबद्ध है। पिछले साल जो चार युद्धपोत भारतीय नौसना में शामिल किए गये थे वे सभी भारत में ही निर्मित हैं जो हमारे ‘मेक इन इंडिया’ संकल्प का बेहतर प्रमाण हैं। स्वदेशीकरण के प्रति हमारी प्रतिबद्धता के कारण ही हमने अपने इस दायरे को आगे बढ़ाया है और साथ ही युद्धपोत बनाने में भी हम आगे बढ़ रहे हैं। हमने स्वदेशी सोनार जैसे अभय, हमसा-एनजी के साथ शस्त्र वरूणास्क्षत्र एवं ब्रह्मोस में भी काफी सफलता हासिल की है। एडमिरल ने कहा कि ये उपलब्धियां आत्मनिर्भरता प्राप्त करने के भारतीय नौसेना के सक्रिय और एकीकृत दृष्टिकोण का एक सफल परिणाम है। इसके बाद कमांडिंग ऑफिसर कमांडर नौशाद अली खान ने युद्धपोत के कमीशनिंग वारंट को पढ़ा। इसके बाद पहली बार इस नौसेना एनसाइन युद्धपोत पर राष्ट्रीय गान के साथ समारोह का समापन किया गया।

     आईएनएस क्लिटन को भारतीय नौसेना में शामिल करने के अवसर पर माननीय रक्षा मंत्री श्रीमती निर्मला सीतारमण ने भारतीय नौसेना, जीआरएसई, अन्य भारतीय पीएसयू तथा छोटे एवं मध्यम उद्योगों जिसने भी इस युद्धपोत के निर्माण में सहयोग दिया, सबका आभार व्यक्त किया।उन्होंने जोर देते हुए कहा कि स्वदेशीकरण के माध्यम से नौसेना की आत्मनिर्भरता के प्रति यह कदम बेहद ही सराहनीय है और इसने भारतीय नौसेना को खरीदार से एक निर्माता के रूप में बदल दिया है। उन्होंने इस बात पर प्रकाश डाला कि नौसेना के बेड़े में आईएनएस क्लिटन को शामिल करना इस परिवर्तन की पुन: पुष्टि करता है। उन्होंने आगे कहा कि हमें अपने युद्धपोत निर्माण कार्यों को अंतर्राष्ट्रीय स्तर पर स्थापित कर तथा कम समय सीमा में और प्रतिस्पर्धी बना गुणवत्ता वाले युद्धपोतों के उत्पादन करने की आवश्यकता है। उन्होंने आगे कहा कि सरकार सशस्त्र बलों और रक्षा उद्योग के लिए राष्ट्र की रक्षा आवश्यकताओं और अपेक्षित वित्तपोषण की सराहना करती है तथा जो नौसेना के आधुनिकीकरण और विकास योजनाओं के लिए बेहद आवश्यक है। बाद में रक्षा मंत्री ने कमिशनिंग प्लेक का अनावरण किया और युद्धपोत को देश को समर्पित किया।

     इसे एक बेहद प्रतिष्ठित अधिग्रहण मानते हुए, आईएनएस क्लिटन को भारत में निर्मित सबसे शक्तिशाली युद्धपोतों में से एक माना गया है। इस युद्धपोत की अवधारणा 10 अगस्त 2010 को रखी गई थी और 26 मार्च 2013 को इसकी शुरूआत की गई थी। इसके पहले समुद्री परीक्षण की शुरुआत 6 मई 2017 को हुई थी तथा आखिरकार 14 नवंबर 2017 को जीआरएसई द्वारा इसे भारतीय नौसेना को सौंप दिया गया था। यह युद्धपोत डीजल एंड डीजल (सीओडीएडी) के प्रणोदन प्रणाली द्वारा संचालित है जिसमें 25 समुद्री मील से अधिक गति हासिल करने के लिए चार डीजल इंजन की व्यवस्था होती है और लगभग 3500 नौटिकल मील की सहनशक्ति क्षमता है।

     परमाणु, जैविक और रासायनिक (एनबीसी) युद्ध की स्थितियों में लड़ने में सक्षम इस युद्धपोत में 80 फीसदी से अधिक उपकरण और प्रणाली स्वदेशी निर्मित है। इसके साथ ही, पी -28 हथियार और संवेदी क्षमता मुख्य रूप से स्वदेशी है और यह इस क्षेत्र में देश की बढ़ती क्षमता को प्रदर्शित करता है। आईएनएस क्लिटन पूरी तरह से मिश्रित सामग्री के अधोसंरचना के साथ पहला प्रमुख युद्धपोत है।

     इस प्रमुख युद्धपोत पर पहली बार समग्र अधिरचना पर आधारित हथियार और सेंसर स्थापित किए गए हैं। आईएनएस क्लिटन पर लगाए गए समग्र अधिरचना ने भारतीय नौसेना के युद्धपोतों पर उन्नत इंजीनियरिंग सामग्रियों के उपयोग को वजन और स्थिरता मानकों में महत्वपूर्ण सुधार के साथ उपयोग किया है।

     एएसडब्लू सक्षम हेलिकॉप्टर के अलावा हथियारों में भारी वजन टारपीडो, एएसडब्ल्यू रॉकेट, 76 एमएम कैलिबर मिडियम रेंज बंदूक और दो बहु-बैरल 30 एमएम बंदूकें शामिल हैं जो जिसमें क्लोज-इन-वेपन सिस्टम (सीआईडब्ल्यूएस) के रूप में समर्पित अग्नि नियंत्रण प्रणाली है।

     युद्धपोत का नाम पुराने आईएनएस क्लिटन (पी 79) एक पेट्या क्लास एएसडब्ल्यू युद्धपोत से लिया गया है जिसे 18 वर्ष की सेवा के बाद जून 1987 को बंद कर दिया गया था। लक्षद्वीप समूह के द्वीपों से संबंधित कोरल द्वीप के नाम पर इस युद्धपोत का नाम रखा गया जिसमें 15 अधिकारियों और 180 नाविकों की क्षमता है। 109 मीटर लंबा, 14 मीटर चौड़ा तथा 3300 टन के विस्थापन क्षमता के साथ भारत में निर्मित सबसे शक्तिशाली एंटी पनडुब्बी युद्धपोतों में से इसे एक माना जा सकता है।

     आईएनएस क्लिटन के शामिल होने से भारतीय नौसेना के पूर्वी बेड़े के एएसडब्ल्यू क्षमता में एक नया आयाम जोड़ देगा। यह युद्धपोत भारतीय नौसेना की बढ़ी हुई बहुआयामी क्षमता को प्रतिबिंबित करती है।

PM dedicates All India Institute of Ayurveda to the nation

The Prime Minister, Shri Narendra Modi, today dedicated the All India Institute of  Ayurveda, in New Delhi, to the nation.

Speaking on this occasion, the Prime Minister congratulated the gathering on the celebration of Dhanvantari Jayanti as Ayurveda Divas. He complimented the Ministry of AYUSH for the establishment of the All India Institute of Ayurveda.

The Prime Minister asserted that nations cannot progress unless they value and cherish their history and heritage. Those nations who leave their heritage behind, are destined to lose their identity, he added.

The Prime Minister said that when India was not independent, its knowledge, and its traditions such as Yoga and Ayurveda were belittled. Attempts were even made to reduce the faith that Indians had on them, he added. He said that in the last three years, this situation has changed to quite an extent; and the faith of the people is being restored in the best of our heritage. The pride in our heritage is reflected in the way people gather for Ayurveda Day or Yoga Day, he added.

The Prime Minister said that Ayurveda is not just a medical practice, but encompasses public health and environment health as well. That is why the Government has laid stress on integrating Ayurveda, Yoga and other AYUSH systems into the public healthcare system.

The Prime Minister said that the Government is working towards establishing an Ayurveda hospital in every district of the country. He said that more than 65 AYUSH hospitals have been developed in the last three years.

The Prime Minister said that herbal and medicinal plants can be a significant source of income, globally, and India should leverage its capabilities in this regard. He said the Union Government has approved 100 percent FDI in healthcare systems.

The Prime Minister said that the Government is focused on providing affordable healthcare for the poor. He said the stress has been on preventive healthcare, and improving affordability and access to treatment. He said Swachhata – or cleanliness – is a simple mechanism of preventive healthcare. He said the Union Government has got 5 crore toilets built in three years.

The Prime Minister said that new AIIMS are being established to help the people get better access to healthcare. He mentioned measures such as capping prices of stents and knee implants; and establishment of Jan Aushadhi Kendras for providing medicines at affordable prices.

Stents under CGHS

CGHS does not procure and provide any stents to its beneficiaries directly and reimburses the cost of procedures at rates prescribed by CGHS to empanelled hospitals. The stents and other products, if any, are supplied by hospital concerned to the patient. Further, no complaint about inferior quality stents having been provided has been received from any CGHS beneficiary.

National Pharmaceutical Pricing Authority (NPPA) has informed the views expressed by some stakeholders during consultations with NPPA that stents supplied to CGHS stream are very basic. The Ministry is vigilant about all the services being provided to CGHS beneficiaries including stents.

The Minister of State (Health and Family Welfare), ShFaggan Singh Kulaste stated this in a written reply in the Lok Sabha here today.

Social-Media Video Released by Sepoy SJ Lakhubahi

1.         With reference to the recent video uploaded by an individual of the Army Medical Corps (AMC), played on few TV channels, the matter has been investigated. The individual concerned is Sepoy Sindhav Jogidas Lakhubahi employed in AMC in the trade of ‘Housekeeper’. He has rendered nearly three years of service in the Army.

2.         Investigations have revealed the following facts:-

(a)        While on his initial posting at Military Hospital (MH) Ranikhet, Sepoy Sindhav was late in rejoining duties after availing the leave for 2015.  He was awarded Pay Fine for unauthorized absence from duty.

(b)        The Sepoy applied for premature release from the Army for which his application was duly processed. The AMC Records, considering his limited service, advised counseling of the individual before taking the final decision. After the counseling, the individual changed his mind and decided to continue in service. He however, sought posting to a ‘field’ location.

(c)        Subsequently, while still at MH Ranikhet, he, while on duty at the ICU, refused to obey instructions of Duty Nursing Officer to clean ‘bed pan’ of a bed-ridden patient at the hospital. It is to be noted that the task which he refused to perform, was a mandated task of his trade of Housekeeper. For this act of indiscipline, the Sepoy was awarded Seven Days Imprisonment within the Unit.

(d)       Subsequent to his release from confinement, while on leave in January 2016, the individual submitted written complaints to the PM, RM and Director General of Medical Services, Army (DGMS-Army) against CO MH Ranikhet and OIC Section Hospital Haldwani. The complaints were independently investigated through a ‘One-Man Inquiry (OMI)’ and were found to be baseless. A Staff Court of Inquiry by the Formation HQ also found him blameworthy for having violated the established Chain of Command and laid down Chain of Correspondence. He was tried summarily for this act of indiscipline and awarded 14 Days Pay Fine.

(e)        As per his request, the individual was posted to a MH in ‘field’ (Leh) and dispatched on posting on 27 February 2017. The individual is currently in transit to his place of posting.

3.         It must be noted that the individual has never been employed as ‘Buddy’ of any officer or JCO nor has he ever been asked to perform such a duty. His allegations related to this and ill-treatment of jawans by superiors, are false and baseless.

4.         It may also be noted that even in an earlier instance of a jawan putting allegations through a video uploaded on Social Media, of ill-treatment of ‘Buddies’, the said jawan also had never ever been employed as ‘Buddy’ of any officer or JCO in his 15 years service. The media must, therefore, verify the factual information from Army before going public on such issues that cast defamatory allegations on the institution of Indian Army.

5.         The operational and professional effectiveness Indian Army which rests on bedrocks of discipline, trust and spirit de corps cannot be diluted based upon false and non-existent perceived grievances and misdemeanors of a few.

Mos Defence, Dr. Subhash Bhamre attends international Women’s Day workshop at research centre Imarat

International Women’s Day for the year 2017 was celebrated at Research Centre Imarat, Dr APJ Abdul Kalam Missile Complex, in Hyderabad today. ASL, the nodal laboratory for the event organized a National workshop on Mahila Unleashing Dynamism in Research Areas “MUDRA”, which showcased women as “Dynamic Leaders” in decision making in DRDO for the achievement of R&D in all spheres.

The Minister of State for Defence, Dr Subhash Bhamre, and the Telangana Minister of IT Shri K.T. Rama Rao were the Chief Guest and Guest of Honour respectively. The event was also attended by Secretary DD R&D and Chairman DRDO, Dr S. Christopher, Scientific Advisor to the Defence Minister and DG (Missiles and Strategic Systems), Dr G. Satheesh Reddy, Chief of Integrated Defence Staff, Lt. Gen Satish Dua. Invited Talks were organized on issues related to Women’s Empowerment and Challenges faced by women in day to day life. A panel discussion on “Challenges faced by women in Research areas” was also conducted.

Dr. Bhamre in his address complimented the efforts of women scientists of DRDO and said “Due to significant national contributions from our women scientists, we have come a long way since our independence, from mere buyers of technology to those of who have made science and technology as an important contributor for national development. Sustained efforts of our women scientists have made the country a reckonable power in many areas and have propelled us to the elite club of Nations.”

“Government of India has taken many initiatives to promote female child development and women empowerment like Beti Bachao and Beti Padhao, Mahila e-Haat, Rashtriya Mahila Kosh, Women of India Exhibitions and other important programmes. In recent years, there has been a paradigm shift in effective women participation in all walks of life but still there is a strong need to orient more and more women towards Science and Technology.”

The Minister of State for Defence said, “I urge upon the young women scientists present here to take the lead and promote science and technology among female students at various schools, colleges, universities and other academic institutions. You have to be the much needed catalyst for raising scientific temper among students. The future of this great nation, India is equally in your hands; mould it the way you dream and keep inspiring all of us.”

The Telangana Minister of IT and Industries & Commerce stressed on breaking stereotypes and lauded efforts of women in national development.
In his message, Dr S. Christopher said, “the women across the globe have set a benchmark not only in the areas of science and technology but in all spheres of work. The dynamic contribution of women professionals has enabled our organisation to scale greater heights.” He also said, “women should not think they are nothing but also should not imagine that they are everything. But should always think that they are something and capable of doing everything.”

Dr. G. Satheesh Reddy said, “I have always been inspired by the women employee’s commitment, achievements and innovations. The women of DRDO have played an important role in the successful missions and have contributed immensely in strengthening the path of self-reliance in defence technologies.

INS Tillanchang commissioned at Karwar

INS Tillanchang, a Water Jet Fast Attack Craft (WJFAC) was commissioned into the Indian Navy by Vice Admiral Girish Luthra, the Flag Officer Commanding-in-Chief Western Naval Command, at Karwar today.

INS Tillanchang is the third ship of four follow-on WJFAC built by the Garden Reach Shipbuilders and Engineers (GRSE) Kolkata. The first two ships of the class, IN ships Tarmugli and Tihayu were commissioned in 2016 and are based at Visakhapatnam. The ship has been indigenously designed and built and is an upgrade from the Chetlat class of Fast Attack Craft that the Indian Navy possesses.

Speaking on the occasion Vice Admiral Girish Luthra said that these ships play a vital role in light of security environment in the country and are designed to take on both conventional and asymmetric threats.  He apprised the gathering that Tillanchang was able to achieve the fastest speeds among all WJ FACs during the speed trials. 

INS Tillanchang is about 50 m long and powered by three waterjet propulsion system, which give it speeds of over 35 knots. The ship is armed with a 30 mm main gun and a number of light, medium and heavy machine guns to undertake operations at sea. It is manned by 50 personnel. Tillanchang, commanded by Commander Adit Patnaik, is an ideal platform for a number of missions like Coastal and Off-shore Surveillance, EEZ Control, Law Enforcement as well as non-military missions such as Search and Rescue, Humanitarian Assistance and Disaster Relief.

INS Tillanchang will be based at Karwar under the operational control of the Flag Officer Commanding, Karnataka Naval Area.
