INDIAN NAVY CONDUCTS ENRICHMENT PROGRAMME FOR SENIOR OFFICERS OF EDUCATION BRANCH

Indian Navy conducted its Annual Education Officers Enrichment Programme 2023 on 05 & 06 Oct 23 at New Delhi. The programme was attended by R Adm Rajvir Singh, Principal Indian Naval Academy, Commodore G Rambabu, Commodore (Naval Education) and other senior officers of Education Branch of IN. The main objective of this programme was to discuss various policy initiatives and contemporary issues related to the branch and further improve its functional effectiveness towards growth and development of IN.

As part of this programme, guest speakers from National Institute of Educational Planning and Administration (NIEPA) and Indira Gandhi National Open University (IGNOU) were invited to deliver lectures on latest developments in the field of education including Higher Education. In addition, speakers from sister services, other educational bodies and other Directorates at Naval Headquarters delivered lectures on relevant and contemporary topics. In his closing address, VAdm K Swaminathan, Chief of Personnel & Controller Personnel Services complimented recent initiatives by the Directorate of Naval Education and branch’s role in the field of education, training and welfare of Naval personnel. He exhorted the delegates to continue providing effective leadership towards moulding the branch in line with ever evolving role of the IN.

NEET: Centre open to conducting exam in Urdu from next academic year

The Centre on Friday told the Supreme Court that it was open to the suggestion of conducting NEET, a single window entrance test for admissions for MBBS and BDS courses, in Urdu medium also from next academic year.

The central government, represented by Solicitor General Ranjit Kumar, however, told the bench comprising Justices Kurian Joseph and R Banumathi that it was not feasible to introduce Urdu as one of the mediums for the National Eligibility-cum-Entrance Test (NEET) from the current academic year.

The bench granted time till March 22 to the Centre and others including Medical Council of India (MCI), Dental Council of India (DCI) and Central Board of Secondary Education (CBSE) for filing their responses in the case.

The bench has now fixed the plea of Student Islamic Organisation (SIO) seeking that Urdu be also made a medium for NEET 2017 for further hearing on March 26.

Currently, NEET is being conducted in ten languages - Hindi, English, Gujarati, Marathi, Oriya, Bengali, Assamese, Telegu, Tamil and Kannada languages.

Earlier, on March 3, the apex court had sought replies from the Centre, MCI, DCI and CBSE on the plea suggesting making Urdu as a medium for NEET 2017.

The MCI had submitted before the apex court that that it was open to include any language as a medium of NEET if a request was made to it by states concerned.

The counsel for SIO had informed the court that states of Maharashtra and Telangana have already apprised the MCI that Urdu be included as one of the mediums for conducting NEET.

Earlier, the Supreme Court had refused to give urgent hearing to the petition which alleged that exclusion of Urdu as one of the languages in NEET exam to be held on May 7 was "arbitrary and violative of Article 14 and 21 of the Constitution".

"The decision to exclude Urdu which is the sixth most spoken language of India, while including seventh most spoken language Gujarati, and twelfth most spoken language Assamese is completely without any rationale," it said.

IGNOU to offer courses in RTI soon by Ila Choudhary

New Delhi: In order to encourage people to understand societal relevance of the Right to Information Act and its nuances, the Indira Gandhi National Open University (IGNOU) has decided to introduce certificate and diploma courses in the subject.

The Central Information Commission (CIC) has extended its support to the university to work out the courses, which will form compulsory part of the training module for all Central Government employees.

"We gauged that though people understand the importance of RTI, it is not widely known how to go about it, what are the technicalities, how to frame the questions, how and where to make further appeals and much more," a senior university official said.

"That is why we decided to introduced the course and approached CIC for their support in content generation and other similar issues," he added.

The Faculty of Public Administration at IGNOU's School of Social Sciences is brainstorming with experts from CIC on the content and curriculum of the course.

Sub: Clarification about educational qualification of Ex-servicemen candidates – reg.

 

References have been received from various Railway establishments seeking clarification regarding acceptance or otherwise of certificates pertaining to qualification submitted by Ex-servicemen for post of Senior Section Engineer which contained following endorsement:-

1. “Diploma in Engineering in appropriate discipline plus total 10 years of technical experience in the appropriate field is recognized as equivalent to Degree in Engineering. It is considered valid for the purpose of selection to Gazetted posts and services under the Central or State Government.”

2. This endorsement in Diploma certificates of Ex-servicemen candidates have been made on the basis of certain notification of Ministry of Education and Social Welfare (Department of Education Technical) contained in letter No. F-18-19/75/T-2 dated 26/5/1977.

3. The matter has been examined in consultation with Air Headquarter/New Delhi, Ministry of Defence and Ministry of Human Resource Development. It has now been informed by M/o HRD that notification dated 26/5/1977 has been declared fictitious by Hon’ble Central Administrative Tribunal, Chandigarh in OA No. 343/PB/2013 in their order dated 15/12/2015 in the matter of Shri Om Prakash Kangotra and others Vs Union of India & others.

4. In above light, it has been decided that aforesaid certificates need not be accepted, wherein, Degree in Engineering has been notified as prescribed qualification for recruitment on the Railways.

1,68,541 students score perfect 10 CGPA in CBSE Class X exam

A whopping 1,68,541 students across the country - 85,316 boys and 83,225 girls scored a perfect 10 Cumulative Grade Point Average or CGPA score in the CBSE Class X exam results of which were announced today.

This year a total of 1,68,541 students scored a perfect 10 CGPA, of them 85,316  are boys and 83,225 girls in CBSE results.

Last year a total of 94,474 students scored a perfect 10 CGPA, of them 49,392 were boys and 45,082 girls in CBSE results.

While the number of boys, who have scored 10 CGPA is more, girls have done better in terms of pass percentage.

Girls have a pass percentage of 96.36 per cent which is better than boys who had a pass percentage of 96.11 per cent in the CBSE Class X exam.

Overall the pass percentage this year is 96.21 which has come down from 97.32 percent in the previous year.

Area-wise, the Thiruvananthapuram area was ahead of other regions with a pass percentage of 99.87 followed by Chennai region which closely followed with a pass percentage of 99.69 per cent.

A total of 14,91,293 candidates were registered for Class X examination which amounted to an increase of about 8.5 per cent candidates over the last year.

Differently abled candidates also did well in the exam with 95.18 per cent of them clearing it.

School category wise, the Central Government run Jawahar Navodyaya Vidyalayas (JNV) have scored a pass percentage of 98.87 per cent followed by Kendriya Vidyalayas (KV) who have a pass percentage of 98.85 per cent.

Independent schools have a pass percentage of 97.72 per cent while government schools have a pass percentage of 86.61 per cent.

According to data shared by CBSE, 85.62 percent students of Government aided schools have passed.

In terms of scoring a perfect 10 CGPA score, independent schools take the lion's share with 1,51,061 of their students falling in this category. 12,719 KV and 3209 JNV students also scored, a CGPA score of 10.

The figures of government schools in this regard are not as impressive with 1,242 students from government schools and 307 students from government aided schools scoring a perfect 10 CGPA.

Blood donation to give bonus marks for PG admissions in Rajasthan

JAIPUR: Blood donation to give one per cent bonus marks while applying for postgraduate courses admission in any government college in Rajasthan. "Students have to produce a certificate of donating blood in order to get the bonus per cent. This move has been taken to encourage students towards social service," said Rajasthan Higher Education Minister Kalicharan Saraf.  “Students have to produce a certificate of donating blood in order to get the bonus per cent,” said Rajasthan Higher Education Minister Kalicharan Saraf. The Rajasthan state education department has released a new admission policy, according to which candidates who want to apply for postgraduate courses in the state-based colleges for the commencing academic session 2016 to 2016, will obtain bonus marks if they have participated in donating blood, book bank and literacy campaigns. How this works? Students who produce a proof of donating blood thrice in three years in a row will now get one per cent bonus marks at the time of admission. “Students have to produce a certificate of donating blood from state government-affiliated blood donation centres in order to get the bonus per cent. This move has been taken to encourage students towards social service,” said Rajasthan Higher Education Minister Kalicharan Saraf. The new policy further says that students who have taught at least three illiterates in three consecutive years will get a bonus of 0.5 per cent.

Union Cabinet gives approval to five new IITs

New Delhi: Five new IITs will come up at Tirupati, Palakkad, Dharwar, Bhilai, Goa and Jammu while ISM Dhanbad will also be upgraded to an IIT.

The Union Cabinet which met today gave its ex post facto approval to amend The Institutes of Technology Act, 1961 for incorporation of new IITs at Tirupati (AP), Palakkad (Kerala), Dharwar (Karnataka), Bhilai (Chhattisgarh), Goa, Jammu (Jammu and Kashmir) and conversion of Indian School of Mines (ISM), Dhanbad to an IIT under the law.

“The approval will bring six new Indian Institutes of Technology within the ambit of The Institutes of Technology Act, 1961 and declaring them as the institutions of national importance,” an official statement said here.

The amendment will also help convert ISM, Dhanbad into an IIT by bringing it into the ambit of the Institutes of Technology Act, 1961.

The Cabinet also gave ex post facto approval to set up NIT, Andhra Pradesh which has been registered as a Society under the Andhra Pradesh Societies Registration Act, 2001.

The Cabinet also approved introduction of a bill — the National Institutes of Technology, Science Education and Research (Amendment) Bill, 2016 for inclusion of the NIT, Andhra Pradesh in its first schedule, another statement said.

“The proposed amendments to the NITSER Act, 2007 will ensure a high level of public accountability and increased participation of the stakeholders in the administration and academic activities of the Institute,” the statement said.

Fees in Sainik Schools

Sainik Schools are primarily self-sustaining institutions. The amount of fee varies from school to school and depends also on contributions from the State Governments. As per the guidelines issued by Sainik Schools Society in June 1999, the tuition fee was revised to Rs.20,000/- for the year 1999-2000 allowing an increase of 10% per year thereafter. In 2010 an order was issued enhancing tuition fee by 11% for the academic year 2010-11. Thereafter no order for further increase in tuition fee has been issued. No complaints regarding the higher rate of fees in Sainik Schools have been received. However, 2 references were received during the year 2015 viz. Letter dated 14th January 2015 from Shri Subramanian Swamy and letter dated 4th March 2015 from Shri Kalraj Mishra, Union Minister for Micro, Small and Medium Enterprises. Both these references enclosed the representation of Parents Association of Sainik School, Amaravathinagar (PASSAM), Tamil Nadu inter-alia requesting for waiver of tuition fee or reduction in the fee structure. Keeping in view the cost of living in general and the representations received, Government has taken the following steps to lessen the burden of fee on parents:-

• The rate of Defence Scholarship has been increased from Rs.5,250/- to 16,000/- for children of Junior Commissioned Officers (JCOs) and Rs.10,500/- to 32,000/- for children of Non-Commissioned Officers (NCOs) and Other Ranks (ORs) per annum per cadet.
• The Ministry of Defence provides 100% additionality of pay & allowances of the employees of Sainik Schools arising out of the implementation of 6th Central Pay Commission.
This information was given by Minister of Defence Shri Manohar Parrikar in a written reply to Shri Harishchandra Chavan in Lok Sabha today.
