Old Notes – हर कोई नहीं जमा करा पाएगा आज के बाद हजार अौर 5 सौ के पुराने नोट.

old notesआज के बाद देश में पांच सौ और एक हजार रुपये के पुराने नोट (Old notes) बैंकों में नहीं बदलवाए जा सकेंगे। इसके बाद भी 31 मार्च 2017 तक केवल विशेष परिस्थितिजन्य वजह का हलफलनामा देकर ही पुराने नोट रिजर्व बैंक में जमा हो सकेंगे। लेकिन यह भी तभी हो सकेगा जब रिजर्व बैंक इन तर्कों या वजहों से पूरी तरह संतुष्ट हो जाए।

पुराने नोट रखने पर जुर्माना

इनके अलावा जिसके पास भी पुराने नोट (Old notes) पाए जाएंगे उन्हें जुर्माना देना होगा।नोटबंदी पर लाए गए अध्यादेश में यह स्पष्ट कर दिया गया है कि 30 दिसंबर की आधी रात के बाद ऐसे नागरिक जो 9 नवंबर 2016 से 30 दिसंबर 2016 की अवधि में किन्हीं खास वजहों से देश से बाहर रहे हों, उन्हें ही पुराने नोट रिजर्व बैंक में जमा कराने की अनुमति होगी। ऐसे लोगों और उनके बाहर रहने की वजहों की जानकारी केंद्र सरकार अधिसूचना के लिए अलग से बताएगी।

रिजर्व बैंक में जमा कराना तभी संभव होगा जब रिजर्व बैंक इस बात को लेकर आश्वस्त हो कि नोट (Old notes) जमा कराने वाले व्यक्ति की देश से बाहर होने की वजह जायज है। अध्यादेश 31 दिसंबर से प्रभावी होगा। हालांकि अभी इसे राष्ट्रपति की मंजूरी नहीं मिली है।

जेल भेजे जाने के प्रावधान से मुक्ति

अध्यादेश में 30 दिसंबर के बाद पुराने नोट रखने पर जेल भेज जाने का प्रावधान नहीं रखा गया है। अलबत्ता यह तय कर दिया गया है कि कौन व्यक्ति कितनी संख्या में पुराने नोट रख पाएगा। सामान्य व्यक्तियों को पांच सौ या एक हजार रुपये के दस नोट ही अपने पास रखने की इजाजत होगी। इसके अलावा शोध अथवा मुद्रा शास्त्र का अध्ययन करने वालों को ऐसे 25 नोट रखने की अनुमति होगी। साथ ही अदालत की इजाजत से किसी मामले की सुनवाई के लिए आवश्यक होने पर पुराने नोट रखने की इजाजत होगी।

इस नियम का उल्लंघन करने पर दस हजार रुपये या फिर जब्त किए गए नोट की कीमत के पांच गुना के बराबर जुर्माना देना होगा। साथ ही रिजर्व बैंक को दिए गए हलफनामे में गलत जानकारी देने पर 50 हजार रुपये या फिर जमा कराए गए नोट के पांच गुना के बराबर, जो भी ज्यादा हो, जुर्माना देना होगा।

नोटबंदी के अध्यादेश से जुड़ी खास बातें
  • 31 दिसम्बर के बाद हर कोई रिजर्व बैंक में 500 और 1000 रुपये के पुराने नोट नहीं जमा करा सकेगा
  • वो व्यक्ति जो 9 नवंबर से 30 दिसम्बर तक देश से बाहर रहा हो, उसे रिजर्व बैंक में हलफनामा देकर पुराने नोट जमा कराने की सुविधा मिलेगी
  • सरकार कुछ और किस्म के व्यक्तियों के बारे में अधिसूचना जारी करेगी और वही रिजर्व बैंक में हलफनामा देकर पैसा जमा करा सकेंगे
  • हलफनामे में गलत जानकारी देने पर 50 हजार रुपये या फिर जमा कराए गए नोट के पांच गुना के बराबर, जो भी ज्यादा हो, जुर्माना देना होगा
  • 31 दिसम्बर से या उसके बाद आम लोग ज्यादा से ज्यादा 500 और 1000 रुपये के 10 पुराने नोट अपने पास रख सकेंगे
  • 30 दिसम्बर के बाद शोध करने वालों को 25 पुराने नोट रखने की इजाजत होगी
  • तय सीमा से ज्यादा नोट रखने की सूरत में 10 हजार रुपये या फिर जब्त किए नोट की कीमत के पांच गुना बराबर जुर्माना देना होगा
    -अध्यादेश में पुराने नोट रखने पर जेल भेजने का प्रावधान नहीं

जन धन खात्यांवर सरकारची नजर

नवी दिल्ली &  जन धन योजनेअंतर्गत उघडलेल्या बॅंक खात्यांत असलेल्या शून्य शिल्लकीत अचानक मोठी वाढ होऊ लागली आहे- याची सरकारने दखल घेतली असून- यावर करडी नजर सरकारी यंत्रणांनी ठेवली आहे- पाचशे व हजारच्या नोटा बंद झाल्यानंतर फक्त दोन दिवसांत बॅंकिंग व्यवस्थेत सुमारे दोन लाख कोटी रुपये जमा झाले आहेत-

याबाबत केंद्रीय अर्थमंत्री अरुण जेटली म्हणाले] पैसा बदलून देणाऱ्या दलालांवर सरकारी यंत्रणांचे लक्ष आहे- बेहिशेबी संपत्ती घेऊन हे दलाल सोने आणि जडजवाहिरांमध्ये गुंतवणूक करीत आहेत- यावर महसूल विभाग आणि सक्त वसुली संचालनालय नजर ठेवून आहे- जन धन योजनेअंतर्गत देशात बॅंक खाती नसलेल्या नागरिकांची बॅंकांमध्ये खाती उघडण्यात आली- ही खाती बहुतांश निष्क्रिय होती- यातील शिल्लक ही शून्य होती- आता या खात्यांमध्ये मोठ्या प्रमाणात पैसा जमा होऊ लागला आहे- अचानक जमा होऊ लागलेल्या मोठ्या रकमेची सरकारने दखल घेतली आहे- सरकारी यंत्रणा यावरल लक्ष ठेवून आहे-
बंद केलेल्या पाचशे व हजारच्या जुन्या नोटांचा बेकायदा वापर करणाऱ्यांवर कारवाई करण्यास सरकारी यंत्रणा मागेपुढे पाहणार नाही-

Ban on cash transactions above Rs 3 lakh to curb black money: SIT

New Delhi: The Special Investigation Team on black money has recommended a ban on cash transactions of above Rs 3 lakh and restricting cash holding with individuals to not more than Rs 15 lakh to curb illegal wealth in the economy.

The panel in its report said it felt that large amount of unaccounted wealth is stored and used in form of cash.

"Having considered the provisions which exist in this regard in various countries and also having considered various reports and observations of courts regarding cash transactions the SIT felt that there is a need to put an upper limit to cash transactions," an official statement said.

The SIT recommended a total ban on cash transactions above Rs. 3 lakh and "an Act be framed to declare such transactions as illegal and punishable under law."

It also said it felt that, given the fact of unaccounted wealth being held in cash which are further confirmed by huge cash recoveries in numerous enforcement actions by law enforcement agencies from time to time, the cash transaction limit can only succeed if there is a limitation on cash holding.

"SIT has suggested an upper limit of Rs 15 lakh on cash holding," the statement said.

In case any person or industry required holding more cash, it may obtain necessary permission from the Commissioner of Income Tax of the area, the panel opined.

Black money window: I-T department creates special tab on website

New Delhi: The Income Tax department has created a special zone on its official website to showcase country-wide activities being done by it to popularise the one-time black money compliance window that will complete its first month in operation soon.

A 'dashboard' has been hosted on the official web portal of the department --www.Incometaxindia.Gov.In-- and it chronicles all activities initiated by the department, the Central Board of Direct Taxes and the Finance Ministry to make the Income Declaration Scheme (IDS) successful.

The four-month IDS got operational on June 1 and will be in force till September 30. The declarant will have to pay a total of 45 per cent in tax and penalty by November this year and the government has ensured that such entities will have immunity from prosecution.

Under the new tab on the website, the department has also put messages and speeches made by Prime Minister Narendra Modi, Finance Minister Arun Jaitley and other senior officials in connection with the IDS, even as it goes on to chronicle news stories and tally of sessions being held by taxmen across the country to popularise the scheme.

IDS was announced by the government with an aim to flush out black money from the domestic economy.

The IDS will apply to undisclosed income whether in the form of investment in assets or otherwise, pertaining to financial year 2015-16 or earlier.

Declarations under IDS can either be made online on the official e-filing website of the tax department or before various regional Principal Commissioners of I-T department.

Finance Ministry to review domestic black money window

New Delhi: With the first month nearing completion, the Finance Ministry will hold a high-level meeting to review the ambitious one-time compliance window that has been announced by the government to declare domestic black money.

The review meeting, scheduled later this week, will be chaired by Revenue Secretary Hasmukh Adhia with CBDT members and they will be talking to all the nodal Principal Commissioners of Income Tax department of the scheme in the country, and officials said the "strategies" and action points for the successful implementation of the window called the Income Declaration Scheme (IDS) will be discussed.

They said some other issues related to human resource management of the department will also be discussed in the same meeting.

The IDS was opened by the government on June 1 and will be in force till September 30.

Due taxes have to be paid by November 30 by the declarants.

Under the compliance window, income as declared by the eligible persons, would be taxed at the rate of 45 per cent which is 30 per cent plus a 'Krishi Kalyan Cess' of 25 per cent on the taxes payable and a penalty at the rate of 25 per cent of the taxes payable on the income declared.

The scheme was announced by the government with an aim to squeeze out black money from the domestic economy.

The government had come out with a similar scheme for Indians holding undisclosed income abroad last year.

The current scheme will apply to undisclosed income, in the form of investment in assets or otherwise, pertaining to Financial Year 2015-16 or earlier.

The declarations under the IDS can either be made online on the official e-filing website of the IT department or before the various regional principal commissioners.

Nearly two-thirds of people give a thumbs up to Modi govt: Survey

New Delhi: Two years into its term, the Narendra Modi government has been rated by 62 per cent of metropolitan Indians as having done a good or very good job in a survey done exclusively for The Times of India. That's a touch lower than the 67 per cent who voiced the same opinion a year ago. PM Narendra Modi himself was perceived by nearly half the respondents to the survey as a strong leader. Meanwhile, the proportion of those saying it has done a poor or very poor job has risen from 9 per cent to 16 per cent. Modi himself was perceived by nearly half the respondents to the survey (47 per cent) as a strong leader with intent who was being handicapped in delivering on that intent by those around him, a perception that could explain the slightly lower ratings. This also fits in with the finding that just over half (51%) felt that the strength of Brand Modi had eroded since 2014, though about one in five felt it had actually become stronger. As was the case a year ago, the Swachh Bharat programme remains the most popular of the various initiatives launched by this gover nment, with 42 per cent picking it as the best. Make In India came in a distant second at 13 per cent. The failure to create enough jobs was seen as the government's biggest failing with 43 per cent choosing this. Interestingly , the next biggest failing was seen as an overly confrontationist attitude towards the opposition.
Responses to the government's performance on two related areas - black money and corruption - were interestingly different.
The government was perceived by just over a quarter of the respondents as having reduced corruption. About 40 per cent said it had made no difference and 23% felt corruption had in fact worsened. On black money, however, there is a less sceptical view that came across. While 40 per cent said the government had not kept its promise on black money, a little over a third felt a good beginning had been made and 15 per cent suggested that the promise had been fully kept. More than two-thirds of those polled approved of the government's foreign policy initiatives and over three-fourths felt the Pakistan policy was either courageous or realistic. Barely one in five expressed the opinion that it was blinkered by ideology. The China policy had similar approval ratings. Less than half of the respondents were willing to give the government any or all of the credit for inflation coming down. About 24 per cent said government efforts had kept prices in check and another 22% said both international factors and government efforts had played a part. About 35 per cent said it was entirely due to international factors and one in five insisted that inflation hadn't come down at all. The expectations from the government in its third year not surprisingly mirror these perceptions with job creation emerging as the top priority , followed by tackling farmers' woes, curbing inflation and boosting the economy . The survey was conducted by IPSOS, a global market research company in India's eight biggest cities - Delhi, Mumbai, Kolkata, Chennai, Bangalore, Hyderabad, Pune and Ahmedabad. The 1,348 people polled were aged 18 to 45 and from socio-economic categories (SEC) A and B. There were as many men as women in the sample.
