2. The President welcomed all the members and thanked them for sparing their valuable time to attend the Core Committee Meeting. He said the First Raising Day function on 14 Jun 2016 went off like clock thanks to painstaking efforts made by all. He mentioned much of the credit goes to Smt Shahnaz Sheriff and Smt Pinky Anand, two dynamic MCs. The meticulous planning, discussion over last six weeks, assignment of responsibilities of all events, sincere discharge of responsibilities executed by all Core Committee members is all praiseworthy. He expressed the confidence that we shall be able to organise Annual General Body (AGM) meeting even better in Nov 2016.
 
3. He then requested Lt Col G Parvathesam, Treaurer, to give his points followed by Lt Col Dr D Sampath Kumar & Vijai Salins on gist of discussions held with Shri P Subramaniam, CMD, IQM Soft on 17 Jun 2016.
 
4. Points from Treasurer. He mentioned expenditure incurred on the First Raising Day on 14 Jun 2016. It stands at Rs 98,000 out of which bulk was to caterer Rs 40,000 for lunch, mineral water, tea, coffee, snacks and Rs 10,000 dinner hosted to outstation guests, Rs 10,000 for hiring taxis for conveyance of outstation guests and for those assigned responsibilities. This includes hiring charges venue, banners, gifts, shawls, video, photography, and miscellaneous expenditure on 13 Jun 2016.
 
5. Points from Lt Col Dr D Sampath Kumar. A meeting was organised in IQM Soft in which Shri P Subramaniam, Shri Antony, Shri Madhava Rao from IQM side and Brig CS Vidyasagar, Lt Col Dr D Sampath Kumar and Lt Col Vijai Salins from TSEWA side participated on 17 Jun 2016 from 1115 to 1315 hrs. Salient points of discussion are given below:-
  
(a) Additional Features. As per request made by TSEWA, there has to be limit on the number of times a user can use our software. IQM Soft reps informed that a counter is placed which permit a user to use the software there times a month. When the member clicks fourth time, his software account is blocked. He is required to re-register to make use of the software. This is to ensure someone inimical to TSEWA does not misuse this facility. CMD IQM Soft assured all these will be completed by 24 Jun 2016 and the software can be used w.e.f. 25 Jun 2016
 
(b) Registration. All (members of TSEWA and non-members) who are interested to use TSEWA software are required to register by clicking on menu REGISTRATION. They have to fill personal particulars like first name including rank, last name, e-mail id, mobile no, user id  and password, membership no (not mandatory). Again to ensure user does not distribute user id and password to any unauthorised person one has to enter his user id password only. This will ensure the user will not part away with his own user id and password and will use it only for his personal use of software. The moment button Log In is clicked, the Administrator gets the details. If he is a member as per our data base, Administrator will activate the software account. The user can use the software three times a month and when he tries to use it fourth time, his account will be de-activated. He is required to re-register for next month. By clicking PDF button at the bottom he can get a print out of worksheet of arrears and know his correct pension. He can take that printout and go to his or her bank if he finds there is difference in arrears or in pension.
 
(c) Registration for Non-Members.  Members of TSEWA can only use this software. Any veteran or family pensioner who is interested to use the software is most welcome to become a member of TSEWA. When they register their particulars are sent to the Administrator who checks them with our data base and finds that he or she is not a member of TSEWA. The Administrator will send a membership form by e-mail at the given e-mail id. The membership form is required to be downloaded, taken a print, filled with all details, single self-photo and a joint photo with spouse to be affixed and cheque multicity at par cheque to be enclosed for membership fee and the same be sent to Lt Col G Parvathesam, Treasurer, TSEWA, 203 Acropolis Orchids, Rukminipuri, Near Sarada Theatre, Dr AS Rao Nagar, ECIL (PO), Secunderabad – 500062. On receipt of membership document, Treasurer will give membership number to the user. The same shall be communicated to Administrator who will active the software account. When the account is activated an e-mail goes to the user stating that his software account is activated. The new member can use the software for three times in a month.
 
(d) Counter for Number of Times Usage of Software and Website. Two counters will be provided to indicate the number of times the software and web site have been used.
 
(e) Forums. The menu Articles will be rechristened as Forums. All useful information such as any new orders by Govt of India, Ministry of Defence or Ministry of Personnel, Pensions & Public Grievances, Circulars from PCDA (Pensions) Allahabad, News items authenticated about pensions, arrears of pensions, any new benefit given to pensioners, actions to be taken by pensioners like seeding Aadhaar Number with pension account in bank, ECHS, CSD, activities of TSEWA etc shall be placed in the menu Forums. Any doubts on the articles or anyone seeking clarification or even any grievance of user can be places in the space provided under title Comments. The Administrator shall send such comments /grievances to the concerned person / expert of the subject in TSEWA to reply.
 
(f) Arrears of 7th CPC. Brig CS Vidyasagar requested to make arrears of all ranks and family pensioners as and when Govt of India approves new pensions and other benefits to pensioners if any in 7th CPC. These are likely to be approved and pensioners are likely to get arrears by Diwali 30 Oct 2016. Since data of OROP pension is available which becomes previous pension, the new pension as per 7th CPC given in Circular of PCDA (P) Allahabad, it should not take much time to make arrears tables of 7th CPC. TSEWA should be the first organisation which should help veterans to known their latest pension and arrears of 7th CPC.  CMD IQM Soft informed that it takes time to make such tables for arrears and his charges are US$16
per hour (Rs 1,000 per hour). Considering TSEWA is a non-profit and welfare oriented organisation he reduced his charges to Rs 250 per hour. This was agreed to be paid.
 
(g) Advertisements. CMD IQM Soft informed that he himself will place an advertisement in TSEWA website. He recommended advertisement charges can be decided by TSEWA on yearly or half yearly or quarterly or monthly basis. IQM Soft will maintain such advertisements and 30% of rentals earned be given to IQM Soft.
 
(h) ISO-9000 Certification. CMD IQM Software informed that his company is an authorised ISO Certificate issuing authority. If accepted, his auditors will come and check all documents maintained by TSEWA and procedures followed by TSEWA. IQM Software will advise good practices to be followed if any. By October 2016, TSEWA can get ISO – 9000 certificate which will enhance their brand value. The charges for others is Rs 70,000 but he will give concession to TSEWA and will only charge Rs 50000. He informed that Rs 40,000 is to be paid to ISO organisation. Rs 10,000 he gets is for payment of travel, food, documentation of auditors. He said he would not earn even one rupee in this. He was informed that Core Committee will be informed of this and decision taken is communicated to IQM Soft.
 
(j) Articles. Any member can put up his article in the menu Forums. But this needs permission of Administrator to put his article in the Forums. CMD, IQM Soft informed that any article criticising /abusing/ showing Govt of India in poor light may be discouraged. However one can always suggest better methods to help Ex-Servicemen. Once administrator approved the article can be published in web site in menu Forums.
 
6. Decisions by Core Committee. Unanimously, Core Committee approved the following:-
 
(a) Method of restriction of three times a month for use of software.
 
(b) Payment for additional features in TSEWA website @ Rs 250 per hour.
 
(c) ISO-9000 certification to be obtained on payment of Rs 50,000 which will make TSEWA as the first ESM Association to get it.
 
(d) Approved expenditure incurred on 1st Raising Day on 14 Jun 2016

7. Legal cases.  He informed that many litigants have suggested to him that present numbering system being adopted such as AFT – 2(a), AFT – 2(b), AFT – 2(c) etc is quite confusing. They are not aware whether they are litigants of AFT -2(a) or (b) or (c). They suggested the numbering system adopted by TSEWA be a continuous one.
 
8. Decision of Core Committee.This point was discussed and Core Committee approved that we need to change the numbering system in a serial order such as AFT -1, AFT – 2, AFT-3 to AFT-22. There should be no sub division within one number as is being done presently. Accordingly the numbering of our AFT cases will be as under:-
 
(a)  AFT – 1: Enhancement of pension of pre – 2006 Capts to Maj Gens on the basis of number of increment earned in their last rank.
 
(b) AFT – 2: Broad banding benefit to all disabled soldiers who are in receipt of disability element (erstwhile AFT – 2(a))
 
(c)  AFT – 3: Broad banding benefit to all disabled soldier who got PMR but disability element mentioned in medical board proceedings (erstwhile AFT – 2(b)).
 
(d)  AFT 4: Broad banding benefit to disabled soldiers whose disability declared as NA-NA but disability percentage given by medical board at the time of discharge(erstwhile AFT – 2©).
 
(e)  AFT 5: Broad banding benefit to disabled soldiers who are not given any disability element as their disability is NA – NA (erstwhile AFT 0- 2(d).
 
(f) AFT 6: Getting pension of Col (TS) to all pre – 16 Dec 2004 Lt Cols who put in 26 years commissioned service (erstwhile AFT – 3).
 
(g) AFT 7: Getting Special Family Pension to Single ladies who husbands died in service and are drawing Ordinary Family pension as death of soldier in service is not attributed to military service. (Erstwhile AFT – 2(e)) Single ladies of soldiers who held rank of Sepoy to Lt Gen are eligible to apply.
 
(h)  AFT 8: Getting pension of Nb Sub to pre – 2006 Hony Nb Subs (erstwhile AFT – 5(a)). Wives deceased Hony Nb Subs are also eligible to join as litigant.
 
(j)  AFT 9: Getting pension of Sub to pre – 2006 Hony Subs (erstwhile AFT – 5(b)). Wives deceased Hony Subs are also eligible to join as litigant.
 
(k)  AFT 10: Getting pension of Sub Maj to pre – 2006 Hony Sub Majs (erstwhile AFT – ©)). Wives deceased Hony Sub Majs are also eligible to join as litigant.
 
(l)  AFT 11: Getting pension of Lt and Capt to all those pre – 2006 Hony Lts & Capts who were given honorary ranks in retired list and are not given benefit of higher pension (erstwhile AFT – 5(d)). Wives deceased Hony Lts / Hony Capts are also eligible to join as litigant.
 
(m)  AFT – 12: Getting pension of Lt Col to all those pre – 16 Dec 2004 Majs (erstwhile AFT – 6(a)). Wives of deceased Majs are also eligible to apply.
  AFT – 13: Getting pension of Lt Cols to all those pre – 16 Dec 2004 Majs who put in 20 years qualifying service but should have put in 13 years commissioned service (erstwhile AFT – 6(b)). Wives of deceased Majs are also eligible to apply.
 
(o)  AFT – 14: Getting pension of Capt to all those pre – 16 Dec 2004 Capts who put in six years commissioned service (erstwhile AFT – 6©). Wives of deceased Capts are also eligible to apply.
 
(p)  AFT – 15: Getting benefit to all pre – 2006 Sepoys to Havildars of ACP available to post – 2006 NCOs & OR (erstwhile AFT – 7). Wives of deceased Sepoys to Havildars are also eligible to apply
 
(q)  AFT – 16: Getting pension of last rank even though it was not held for 10 months. Wives of deceased soldiers are also eligible to apply (erstwhile AFT -8).
 
(r)   AFT – 17: Pension of Sepoys to Reservists (erstwhile AFT – 9). TSEWA will bear entire expenditure. Wives of deceased reservists are also eligible to apply.
 
(s)  AFT – 18: Higher pension to Majs in OROP compared to Majs of EC/SS commission who draw higher pension with just 14 years commissioned service.
Henceforth all are requested to refer to the new numbering system for legal cases. All India Coordinators i.e Col MPS Bhatia, Col N Sitaramaiah, Maj Gen CD Sawant, Col Ashok Leekha, Wg Cdr Harshavardhan and Maj PM Goswami are requested to take note of new numbering system and intimate their litigants. AFT, Delhi gives OA number for each case TSEWA files. 
 
9. TSEWA Presidents.  To spread TSEWA to other districts and states it is necessary to have Presidents of TSEWA in States and Districts. The following have expressed their willingness to work for TSEWA and the same be appointed as Presidents of TSEWA:-
 
(a) Himachal Pradesh - Col KKS Dadwal (Rtd)
 
(b) Telangana - H Capt M Narasimha Reddy (Rtd)
 
(c) Tamil Nadu - Lt Col PN Krishnan (Rtd) expressed his inability to continue as President of TSEWA as he is appointed as CEO of a US based company in India and will not have time to devote to TSEWA. He suggested name of WO Thiru Chelvam of Karaikudi. WO Thiru Chelvam accepted the responsibility to be President of TSEWA, Tamil Nadu.
 
(d) Thrissur Dist, Kerala - Lt Col FM Antony (Rtd)
 
10. Decision of Core Committee. The Core Committee unanimously approved these new office bearers and welcomed them into TSEWA.
 
11. AGM Preparations. The President suggested that enlarged Core Committee in their meeting held on 14 Jun 2016 approved holding of AGM in Nov 2016. We need to plan and prepare for AGM as it is only just four months. Our accounts from Jul 2015 to Mar 2016 duly audited by Chartered Accountant are available. There is a need to appoint a Committee to be overall responsible for conduct of AGM like we did for our 1st Raising Day on 14 Jun 2016. The President suggested the Committee be headed by Col MJ Ganapathy with the following Core Committee members be formed and they be entrusted with all planning, preparation and execution of various tasks connected with AGM. This is being suggested because these veterans have put their heart and soul in carrying out their assigned responsibilities for our 1st Raising Day celebrations on 14 Jun 2016 :-

12. Decision of Core Committee. The Core Committee approved the formation of committee for conduct of AGM and empowered them to take any decision. The Core Committee further stated that any member of TSEWA can give their recommendations or suggestions or inputs on AGM to Col MJ Ganapathy or to any member of the committee.
 
13. Date for Holding AGM. The President suggested AGM should be held on Sunday in November 2016 to help many members to attend AGM.
 
14. Decision of Core Committee. The Core Committee decided 27 Nov 2016 being Sunday is the ideal date for holding AGM.
 
15. Various Activities involved in AGM. The President suggested that a number of activities to be included in AGM be discussed deliberately in every Core Committee meeting to fine tune it. It should also be conducted in clockwork precision as was done on our 1st Raising Day on 14 Jun 2016. The Committee of AGM should be empowered to task any member of Core Committee including President to assign any responsibility. He added that print & electronic media has vast reach in the present day digital age. He suggested Col MK Veeramani be appointed as our PR in charge.
 
16. Decisions of Core Committee. The Core committee approved Col MK Veeramani as the PR in charge.
 
17. TSEWA Pension Adalats.  The President suggested that Tamil Nadu and Kerala combined have 4 lakh ESMs and family pensioners. We can easily get 10% of them as members of TSEWA. This can be done only by rendering service to them. Most of them have problems with pensions and banks. He suggested that four districts in Tamil Nadu and Kerala each be selected in consultation with Presidents of these two states and hold TSEWA pension adalats. The duration should be minimum two days in each district. Travel time be included from one district to another and it is estimated these four districts when covered could take anytime between 10 to 12 days depending upon distance.  Only one hour be used for addressing the audience (by Cmde Sudheer Parakala, District President & State President) and thereafter the each TSEWA team member should have a table and chair with Laptop & printer(locally hired) to give out print out of action to be taken i.e. work sheet for arrears of 6th CPC, OROP, 7th CPC, any grievance to be referred to Record Office (like qualifying service not recorded in PPO, date of birth of spouse not endorsed in PPO etc) or Service HQ or PCDA (Pensions) Allahabd or PCDA (Navy) Mumbai, or Joint CDA (AF) Delhi or Directorate of veterans in each Service or Chairman of Banks or CPPCs of banks etc.
The State Presidents can liaise with districts in charges and select four districts where in we can hold TSEWA Pension adalats in the States of Tamil Nadu in August 2016 and in Kerala in September 2016. If Presidents of the States can get representatives of banks to attend our pension adalat in that district HQ it will make things easier for us. The itinerary of movement of team TSEWA from one place to another can be worked out by Presidents of TSEWA, Tamil Nadu and Kerala. He invited any Core Committee member to join in this tour. Col MJ Ganapathy & H Capt B Joseph volunteered to accompany President and Cmde Sudheer Parakala, President South Zone.
Every pensioner should be satisfied with the action taken by team TSEWA. All members of team TSEWA to carry their own Laptops loaded with various circulars like Circular 397, 430, 500, 501 to 503, 547, 555, 557, 560 and software for issue of worksheet of arrears of 6th CPC, OROP and 7th CPC and latest pension. Presidents TSEWA of Tamil Nadu and Kerala can request in-charge in the four districts to hire printer for two days. Even a token system can be introduced to enable the pensioners to do their jobs and then only come to the venue as per token number to get their problem resolved. We should be able to give the pensioners our letters to various authorities or worksheet of arrears and pensioner need only to post his grievance addressed to appropriate authority.
 
16. Decision of Core Committee. The Core Committee applauded the suggestion and approved entire expenditure on holding such pension adalats. They advised Presidents of other states in south i.e. Telengana, Andhra Pradesh and Karnataka to have such TSEWA Pension adalats in other months i.e. Oct to Dec 2016.
 
17. Publicity for TSEWA. The President informed that a meeting took place in residence of Lt Col ML Narasimha Rao, General Manager, Eenadu Group of publications & TV on 17 Jun 2016. The meeting was attended by President, Col N Sitaramaiah, Vice – President and the host Lt Col ML Narasimha Rao. Lt Col ML Narasimha Rao informed that he attended our 1st Raising Day on 14 Jun 2016 and was thoroughly impressed with progress made by TSEWA in just one year.  He said that he was not aware the large canvas covered by TSEWA. The spirit of service exhibited on ground by resolving problems & grievances of so many pensioners has touched him immensely. He told us that he intends to take TSEWA to every nook & corner of India courtesy Eenadu TV and publications. He already discussed with Core Group of Eenadu who take decisions in Eenadu TV group and Eenadu print media. They all agreed to publicise activities of TSEWA. The mode of publicity has to be decided by Eenadu group. Therefore in next seven to ten days there shall be meeting between representatives of Eenadu group and TSEWA.
 
18. Decision of Core Committee. Core Committee appreciated support given by Lt Col ML Narasimha Rao and approved publicity mode to be decided by Eenadu group.
 
19. Monthy Fixed Donations form Members to TSEWA. The President informed that there is a method of account holder giving standing instructions to his bank to remit monthly a fixed sum to any beneficiary. Every member of TSEWA is quite capable of remitting Rs 10 per month as donation to TSEWA for which he or she has to simply fill an application form and submit to his bank manager. As charity always begins at home, he suggested as a first step let all Core Committee and Executive committee members do give standing instructions to their banks to transfer Rs 100 per month to TSEWA Reserve Acct No: 35329025593, SBI Bhaskar Rao Nagar Branch (IFSC-0015568), Sainikpuri (PO), Secunderabad – 500094
 
20. Decision of Core Committee. The Core Committee unanimously approved donation of Rs 100 by each member of Core Committee with effect from July 2016 and standing instructions be given to their respective banks for the same.
 
21. Thereafter the time was given to all members of Core Committee to air their views.
 
22. Cmde Sudheer Parakala, President, South, East and Central Zones.  He informed an ESM Association has perfected the art of plagirization of TSEWA activities. In a recent meeting held by them with hon’ble Raksha Mantri they submitted a memorandum which is a carbon copy of what TSEWA has been pursuing. Then this Association has temerity to announce to the whole world that they have done something great whereas they have been silent all these days on welfare of JCOs, OR & family pensioners. This organisation which has been abusing Govt of India day in day out in Jantar Mantar, practicing apolitical nature of their movement so far suddenly realised necessity to become a political party. We need to devise methods to see such blatant copying of our activities by this organisation to be exposed.
 
23. Many members of Core Committee suggested that we need to strengthen our PR activity. We have somewhat been very coy and humble in not publicising our activities. If need be we must even undertake press meets regularly in Hyderabad and other places when team TSEWA visits various places. We must not hesitate to spend money to bring what all we have done for benefit of pensioners especially to war widows, service widows and family pensioners. Appointing Col MK Veeramani as in-charge PR is a good beginning.
 
24. Col MJ Ganapathy. He listed some shortcomings in conduct of our 1st Raising Day. First one is seating arrangements. We need to reserve three front rows for important persons and dissuade others to occupy them. Even names of important persons we invited need be printed and pasted onto the chairs. Second was lunch preparations. He expressed his disappointment with the Rajalakshmi caterers. There is a need to appoint some volunteer to supervise catering arrangement so that no participant should go dissatisfied with lunch. He cited lack of adequate quantity of curd, pickle and papad in lunch.
 
25. Sub R Ranga Reddy. He informed Capt Lakshmi Kantha Rao has been elected to Rajya Sabha and is a very keen supporter of ESM activities he being an ESM himself. He be invited to be an advisor to TSEWA.
 
26. Decision of Core Committee. Capt Lakshmi Kantha Rao, hon MP (RS) is most welcome to become a member of TSEWA first. Thereafter TSEWA will meet him and take his guidelines to render service to ESMs of Telangana with his intervention with Govt of Telangana.
Since there were no more point at 1100 hrs President declared meeting as closed.
Note: After the Core Committee meeting was over, there were 9 ESMs and 4 Family pensioners who came to get their problems resolved. Letters to appropriate authorities were drafted, typed and handed over to them to post them. Finally the President and Treasurer left office for lunch at 1515 hrs with the satisfaction that we are able to bring smiles on the faces of our ESMs and Family Pensioners.
Smt Indira Murhty expressed her willingness to be a member of Core Committee and she was heartily welcomed to join our Core Committee.
