Only invalidated persons are exempted for income tax exemption.
Hats off to disabled pensioners who were disabled during war & peace while performing duties.
But there are few who are taking undue benefit by default or knowingly well.They try to get disability at fag end like Hard of hearing. Weak eyesight extra to avail benefit of Income Tax & disability pension.
Kindly note person with disabilities.
Only invalidated persons are exempted for income tax exemption.
It is not across the board to all disabled pensioners .
PCDA clarification is appended below
In your interest File revised IT returns in case your PDA has not deducted TDS on your pension & disability portion.
It is basic responsibility of pensioner to ensure TDS at sources is deducted & not the PDA main responsibility.
Avoid Taxman at your door step & relax avoid 300 % Penalty + 18% interest by filing revised returns for years you have not paid in income tax.

With reference to you're-mail cited above.
it is stated that the responsibility of income tax deduction rests with Pension Disbursing Agencies in accordance with clarification issued by department of Revenue ,CBDT letter dated 14.01.1970 and02.07.2001.As per the clarification given in the ibid cbdt letter,it reveals that the exemption in income tax is allowed only in invalided out cases where the individual is in receipt of service element and disability element not for those who have been discharged from service with disability and in receipt of service pension and disability element.
In view or the above,the clarification issued by CBDT is very clear and it is responsibility of PDA's to deduct the income tax properly bifurcating both the categories i.e. invalided out and discharge cases
