 NFU status

Yes to All civilian in MoD ( serving & pensioner) & No  to Armed Forces

 (Serving & Pensioner's).Why so?


The MOD runs 29 other Organisations (Army Purchase Organisation, Directorate General Quality Assurance, Office of the Chief Administrative Officer, Security Office and The Vigilance Division .  Superfluous manpower in some of these organisations be the drain on the defence budget and the pension funds?

DESW is  under the MOD has a Pension Division and a Resettlement Division with 3 attached offices. The Kendriya Sainik Board (KSB) has 32 Rajya Sainik Boards (RSB) and 392 Zila Sainik Boards. The Government of India bears 75 % of the expenditure of RSBs in the case of smaller states and 60 % in the case .

DRDO has strength of 25,966 employees, out of which 7,574 are in Defence Research and Development Service (DRDS), 9,643 in Defence Research and Technical Cadre (DRTC) and 8,775 in Administration and Allied Cadre.
DRDO has 50 Laboratories under it employing over 5000 scientists and about 25,000 other scientific, technical and supporting personnel.
The Department of Defence Research and Development (DDR&D) a separate body formed in 1980 has one autonomous body viz. Aeronautical Development Agency, one joint venture viz. BrahMos Aerospace, four human resource institutions i.e. Centre for Personnel Talent Management (CEPTAM), Institute of Technology Management (ITM), Military Institute of Training (MILIT) and Recruitment and Assessment Centre.

The CAG report states “For the Ordnance Factories to be competitive, they will have to exercise effective control over the cost of production, which presently is very high. The present structure and processes are not geared for such control….” Nothing better could have been expected of an over staffed & poorly managed.




NFU status to Armed Forces is still hanging.


NFU status is  Due to Armed Forces wef 1/1/2006 to date where as All MoD babu's have got it from same Defence Budget.


Why a step motherly treatment to Armed Forces personnel in same defence budget.

1) NFU in  one way or other was denied by Babu's to defence personnel in complete decade ( 1/1/2006 to 1/1/2016).MoD babu's got NFU from the same defence budget. What a agony?
2) NFU has Not only given financial degradation but also a status degradation in day to day functioning.

Forces are facing command & control crisis as civilian are also in the armed forces organisation. With in force NFU status is  still Due to Armed Forces wef 1/1/2006 to date .

1) NFU was one way or other was denied by Babu's to defence personnel.
2) Not only financial & status problem.
Forces are facing command & control crisis viz a vizcivilian in defence organization.

3)PM in UPA -II constituted a Time Bound Committee for grant of NFU to armed forces . But Babu's cleverly put under the  carpet on plea of MSP. The MSP is in no way linked with 6th CPC as MSP is applicable from Sep.2008 & 6th CPC is applicable  wef 1/1/2006, Both are Miles apart.
4) Tri services Chief again tried for NFU  but Babu's again shelved it on the  plea" it is special work & recommended for 7th CPC".
5) Then Tri service's  forwarded the NFU case to 7 th CPC
6)The 7th CPC agreed with forces plea and mentioned that NFU should have been paid first to Armed Firces then to anyone else.
7)NFU is due to Armed Forces wef 1/1/2006

 but so for 7th CPC concrete & effective report has yet seen  light  on NFU status.
8)Now the ball is in the court of NDA government.
9)Even AFT has asked the government about  NFU  pay parity .Kindly see AFT notice to MoD placed below.

The Principal Bench of the Armed Forces Tribunal in New Delhi today issued notice to the Ministry of Defence and Ministry of Finance on a petition filed by a serving Colonel who has demanded that the Non-Functional Upgrade (NFU) applicable to IAS officers and other Group ‘A’ services be extended to armed forces as well.

In his petition, Col Mukul Dev, of the Army’s Judge Advocate General’s Branch, has contended that the morale officers of the armed forces has been lowered by the government by non-grant of the NFU and thus lowering the established status of the armed forces officers since independence. He has also argued that the stagnation in the armed forces is more acute than the civil services and that the denial is in clear violation of Article 14 and 16 of the Constitution “as the equals since independence have been made unequals”.

10) So far the MoD/ Government has not replied on the subject.
11) AFT has also not issued Contempt of court notice so far.
12) Forces are waiting for NFU from 1/1/2006,
13) NDA government should resolve it fast & lift Moral if Forces.
14) Kindly pay arrears with interest wef 1/1/2006 as civilian counter parts have got NFU amount  for serving & pensioners also
