Dear all,
1.    I have compiled data for you all to see whether we have actually been granted OROP. Whether we have gained or if we have actually played into the hands of the bureaucrats and lost. Data is for all pre-2006 retirees Majors, Colonels, Brigadier and Maj Generals. Here we are:
2.   What our demand for fixation of pension in terms of OROP definition (same pension for same rank with same number of years of service) was and what they are giving:
(PLEASE NOTE THIS IS BASIC PENSION. DA WOULD BE IN ADDITION WHICH AT PRESENT IS 113%)
Majors:
Min salary (PB 3):  38410.
Max salary (PB 3): 44270.
Max salary Yr 2013-14:    40640.
(These are inclusive of MSP and GP)
What pre-2006 retiree Major is already getting: 19205/-.
Our Demand based on OROP:
22135/- that is 50% of maximum salary of 44270/-.
(Being 50% of the maximum salary of Majors including MSP and GP which every retiree Major would reach) -
What they will give: 19763/-
(Being the average of the min 38410/- and max 40640/- in 2013-14  (Base year 2013-14)
Gain: 19763-19205 = 558/-.
Colonels:
What pre-2006 retiree Col is already getting: 27795/-.
Min salary PB 4:  55590.
Max Salary PB 4: 60750.
Max Salary yr 2013-14: 60750. .
Our Demand based on OROP:
30375/- (50% of the maximum salary of a Colonel which every retiree Col would have reached if not promoted Brigadier)
What they will give: 29085/-
(being 50% of the average of the minimum salary (including MSP and GP) of 55590/- and the max of 60750/-)
Gain: 29085-27795= 1290.
Brigadiers:
What a pre-2006 retiree Brig is getting: 29145/-
Min salary - 58290/-
Max           -  62340/-
Base yr 2013-14 - 62340/-.
Our OROP demand: 31170/-
What they will give: 30158/-
(50 % of average of 58290/- + 62340/-).
Gain: 30158-29145=1013.
Maj Gen:
What a pre-2006 retiree Maj Gen is presently getting: 30350/-.
Min salary (incl MSP)  60700/-
Max salary    —do—     72680/-
Base yr 2013-14           66340/-
Our demand based on OROP:
36340/-
What they will give: 50% of average of 60700/- and 66340/- that is 31760/-.
Gain: 31760-30350= 1410/-.
To summarise Gains are:
Majors:      558/-.
Col:          1290/-.
Brig:         1013/-.
Maj Gen:  1410/-.
DA:
1.4.2013 to 30.6.2013   =   80%.
1.7.2013 to 31.12.2013 =   90%.
1.1.2014 to 30.6.2914   = 100%
1.7.2014 to 31.12.2014 = 107%
1.1.2015 to 30.6.2015   = 113%
1.7.2015 to 31.12.2015 = 119% (assumed).
Thus total gain (arrears to be paid in four instalments):
Majors:   37485/-.
Cols:       86659/-.
Brig:        68051/-.
Maj Gen: 94720/-.
AS AGAINST THIS WHAT WE ARE LOSING:
No benefit of 7 CPC till 31.3.2018 (27 months).
Salaries and hence pensions  are expected to be at least 2.4 to 2.8 times present salaries and hence pensions (exclusive of DA). We will assume it is 2.4 times. In such case pensions are likely to be:
Majors:   46092. However he will continue to draw 43280/- till equalisation is done after 31.3.2018. His loss will be:
21x(46092-43280) = 59052 as against a gain of 37485/-!
On the same analogy the losses of others till equalisation on 1.4.2018:
Cols:  loss 136518/- against gain of 86659/-.
Brig: loss 107204/- as against gain of 68051/-.
Maj Gen: Loss 149218/- as against a gain of 94720/-.
Losses will be far greater than the above should the pay scales and hence pensions are more than 2.4 times the present pay scales.
(Presently salaries and hence pensions are 2.13 times and from 1.7.2015 are expected to be 2.19 times assuming DA @119%)
FURTHER WHAT IF 7 CPC FIXES THE PAY SCALES OF ALL ON THE AVERAGE OF THE MAXIMUM AND THE MINIMUM.
