नवी दिल्ली - येथे काल (बुधवार) झालेल्या एका कार्यक्रमात बोलताना लष्कर प्रमुख जनरल बिपिन रावत यांनी लष्कराला राजकारणापासून बाजूला ठेवणे आवश्यक असल्याचे म्हटले आहे.

यावेळी त्यांनी जून्या दिवसांची आठवण काढत, महिला आणि राजकारण या दोन विषयांवर संरक्षण दलामध्ये चर्चा होऊ नये, असा नियम पूर्वी होता. परंतु काळाच्या ओघात या गोष्टींनी शिरकाव असून, हे टाळणे आवश्यक असल्याचे मत बोलताना व्यक्त केले.

मुंबईत एलफिस्टन रेल्वे स्थानकावर झालेल्या चेंगराचेंगरीच्या पार्श्वभूमीवर लष्कराला पादचारी पूल बांधण्याची सूचना करण्यात आली होती. त्यावर बरीच टीका झाली. परंतु, पूर अथवा भूकंपासारख्या संघर्षाच्या परिस्थितीत नागरिकांना मदत करणे, याचा संरक्षण दलाच्या कामांमध्ये समावेश होतो, अशी माहिती त्यांनी यावेळी बोलताना दिली.

Brahmos Flight test from IAF’s Su-30MKI fighter aircraft

Brahmos, the world’s fastest supersonic cruise missile created history on 22^nd Nov 2017 after it was successfully flight-tested first time from the Indian Air Force’s (IAF) frontline fighter aircraft Sukhoi-30MKI against a sea based target in the Bay of Bengal. The missile was gravity dropped from the Su-30 from fuselage, and the two stage missile’s engine fired up and straightway propelled towards the intended target at the sea in Bay of Bengal.

The successful maiden test firing of Brahmos Air Launched Cruise Missile (ALCM) from Su-30MKI will significantly bolster the IAF’s air combat operations capability from stand-off ranges. Brahmos ALCM weighing 2.5 ton is the heaviest weapon to be deployed on India’s Su-30 fighter aircraft modified by HAL to carry weapons. Brahmos, the world-class weapon with multi-platform, multi-mission role is now capable of being launched from Land, Sea and Air, completing the tactical cruise missile triad for India. Brahmos is a joint venture between DRDO of India and NPOM of Russia.

DRDO and BrahMos.

ECHS scheme for grievance Redressal

Pune: Armed forces veterans and their dependents can now directly communicate their grievances to the central office of the Ex-Servicemen Contributory Health Scheme (ECHS).

The ECHS, which comes under the department of Ex-Servicemen Welfare (ESW) of the ministry of defence, has introduced a 'Complaints and litigation reduction scheme (CLRS)' for facilitating direct communication not only for armed forces beneficiaries but also for ECHS employees at different levels of the organization.

A bulk of the complaints relating to clearance of pending medical bills for treatment availed at civil or private hospitals, benefits as per the rank and tenure of an ex-servicemen, treatment availed by a dependent and clearance of bills in case of services availed at a hospital which is not among the empanelled service provider, sources said. A senior army officer told TOI that many local ECHS units were unable to resolve complaints lodged by the ex-servicemen in different parts of the country in the past.

"We don't want to see a single ex-serviceman deprived of medical facilities under this scheme. After detailed deliberations, we launched this scheme to ensure urgent cases are directly handled by senior officers," the officer added.

 

JCOs are gazetted officers, clarifies Army; cancels earlier note

NEW DELHI: In a significant move that will benefit over 64,000 personnel, the Army has said junior commissioned officers (JCOs) are gazetted officers, cancelling its earlier note that described them as "non-gazetted" officers.
   The decision by the Army comes amid growing resentment from a large section of its personnel over issues relating to pay-parity and ranking.
   In an official note, the Army headquarters has cancelled a communication issued in response to an RTI application in 2011 which had stated that the JCOs are non-gazetted officers, according to documents accessed by PTI.
   Highly placed official sources said the Army committed a "major mistake" in 2011 on the status of the JCOs and now the Army headquarters has removed the ambiguity and made it clear that JCOs are gazetted officers.
   The clarification will benefit over 64,000 JCOs who are ranked in three categories -- Naib Subedar, Subedar and Subedar Major.
The 2011 note had triggered widespread outrage among the JCOs.
   Asked how the Army headquarters made the "mistake" in 2011, classifying the JCOs as non-gazetted officers, a senior Army official said there are separate definitions of officers and the JCOs in the manual of military law and it could have been a case of misinterpretation of the rule book.
   The issuance of the letter is also seen as a message by the Army to the government to address grievances of a section of the Army personnel over what they call "disparity" in the current pay band.
   The issue of status equivalence between military officers and their civilian counterparts was discussed at the recently concluded Army Commanders' conference.
   Asked whether the Army headquarters will send a fresh communication to the RTI applicant who had filed the query about status of the JCOs in 2011, the Army refused to comment.
   Defence Ministry sources last week had said that it was seriously examining the long-standing issue relating to status equivalence between military officers and their civilian counterparts.
   There has been growing resentment among the military officers who have been insisting that the current status equivalence was flawed and that government must address their concerns.

   As per the current pay structure, the subedar majors and subedars are part of the pay band for gazetted officers but there has been discrepancies there as well, said an official.

   The Naib subedars whose number of around 55,000 get salary under non-gazetted category, he said.

   The matter is among the main issues being examined as part of the pay and allowances anomaly.  Last year, then Defence Minister Manohar Parrikar had set up a high-level committee to look into the issue.
