Shame on the 7th Pay Commission members. Even God will not forgive them. - Arvind Vig

1.    India's Defence Forces hit probably the hardest ever since 1947 by the 7th Pay Commission thanks to the India's own seemingly selfish, ignorant, insensitive and unprofessional Babus.

2.   What the enemies of India i.e. the Chinese, the Pakistanis and the terrorists could not achieve seems to have been attained by the Pay commission Judges and Babus i.e. the complete demoralisation of the defenders of the nation and the increased sense of injustice / nainsaafi / zulm amongst the veterans who gave their golden years of life for the sake of 1.25 billion Indians.
3. The Pay Commission thinks that soldier's dead body does not deserve decent last rites. These genius members have recommended the Abolition of Funeral Allowance of Rs 6000 & the reimbursement of the mortuary charges.

4. What else are the shockers for the defence forces and the veterans!
  • Cunning Plan to abolish pension of defence personnel set in motion
         Option to be given to defence personnel to join NPS. (Pg. no. 398)
         Defence personnel should contribute for their pensions. (Pg. no.399)
  • One Rank One Pension (in form of no. of past increments) extended to civilian employees.                 
  • No compensation to defence personnel for early forced retirement.                                          85% or so of the defence personnel retire at the age bracket of 35-40. Civilians retire at 60.               
  • Demand for pre-1973 differential edge in pension of soldier in form of 75% LPD as pension rejected.                                                                                                                                                         Pension of soldier upto 1973 (3rd pay Commission) was 75% of the last pay drawn (LPD) while that of the civilian was 33%. But GOI rewarded soldiers for the 1971 victory over Pakistan with reduction in their pension to max. 50% (for 33 years service including weightage) while simultaneously upgrading the civilian employees. Since the soldiers retire early, even after the weightage the qualifying service could not reach the figure of 33 years, they got around 40% pension of the LPD.                                                                                                 
  •  Top end of basic pay (& hence pension) of ranks from Sepoy to Brigadier depressed as  compared to the civilian employees.                                                                                                                                   
  • Max. Basic Pay of civilian employee > Max. Basic pay of soldier + Military Service pay  Thus pay and pension of defence personnel will be lesser as compared to the civilian retirees.                                                                                                                                                                         
  • Siachen allowance of Rs 21000 for soldier working in minus 50 degrees whereas 30% of basic pay as Special Duty Allowance for Babus.  A soldier in Siachen Glacier will get Rs 21000 and commissioned officer will get Rs 31500.                                                                                                                                                                                                                              A Joint Secretary drawing basic pay of Rs 218200 while sitting in air-conditioned/cosy office in North-East/Ladakh will draw Rs 65460.                                                                               
  • Demand of Military Service pay at 30% of Pay (BP+GP) of the soldier rejected.                 Only 15 % increase in the MSP (from Rs 2000 + 2500 DA to Rs 5200).                                             
  • Military Service Pay of defence personnel not to count for HRA and transfer grant.
                                                                                                          
  • Furlough leave for defence officers abolished.                                                                                       
  • Ration/ration money in peace stations abolished for the defence officers.                                        
  • Disability pension for defence personnel/officers  reduced.                                                       
  • 100 units of electricity reimbursement for defence personnel abolished.                                          
  • Technical pay tier2 abolished.                                                                                                               
  • Not-so-good intentions! Retiring age of Sepoy has been shown as 42-48, of Naik has been shown as 49 and of Havaldar has been shown as 49, of Nb Sub as 52., of AC/LAC has been shown as 52. Pg. no. 397. Pg. no. 398 says they retire after their term of engagement. It is not mentioned that majority of defence personnel retire at 35.                                                                        
  • Suppression of important facts.                                                                                                  IDSA study which has been extensively quoted by the Pay Commission to deny or scale down the dues to Armed Forces personnel did not mention that in US and UK soldiers get their pensions at the rate of 75% of their salary. 5.   And now see the contrast. There is bonanza for the police forces. Their interest seems to have                  been really looked after.
  • COBRA allowance for Police Forces brought at par with Special Forces Allowance for defence personnel.                                                                                                                                             
  • Ex-gratia allowance for police forces enhanced and brought at par with those for defence personnel.                                                                                                                                                  
  • One additional free railway warrant to be given to police forces in hard areas on the pattern of defence forces.                                                                                                                                          
  • Gallantry award monthly allowance enhanced for Coast Guard. No change for defence gallantry awards.                                                                                                                                      
  •  
    Max. Basic Pay of policeman > Max. Basic pay of soldier + Military Service pay  
    Thus pay and pension of defence personnel will be lesser as compared to the police retirees.
