ई-गव्हर्नस

ई-गव्हर्नस बद्दल नागरिकांना अधिक माहिती व्हावी यासाठी महाराष्ट्र शासनाच्या माहिती व तंत्रज्ञान विभागामार्फत e-Governance ची परीक्षा ऑनलाईन प्रणालीद्वारे देण्याची व्यवस्था केली आहे.उत्तीर्ण परीक्षार्थींना शासनाचे प्रमाणपत्र प्राप्त होणार आहे.
नागरिकांनी ह्या ऑनलाईन प्रणालीचा पुरेपूर वापर करून ई-गव्हर्नस बद्दल अधिकाधिक माहिती प्राप्त करावी व महाराष्ट शासनाचे प्रमाणपत्र प्राप्त करावे.

महा डिजिटल लॉकर -
महा डिजिटल लॉकर हे महत्त्वाचे कागदोपत्रे, प्रमाणपत्र, दस्तऐवज यांचे स्कॅन स्वरुपात ऑनलाईन भांडार असून त्याचा उपयोग कधीही आणि केव्हाही शासकीय सेवां किंवा नोकरी अर्ज करताना मदत होते.
महाराष्ट्र शासनाने तयार केले असून ते शासनाच्या सर्व्हर वर जतन केलेने सुरक्षित असतील.
या लॉकरचा वापर कसे करावे -
१. १२ अंकी आधार क्रमांक टाईप करणे.
२. त्यानंतर OTP तुमच्या आधार मधील रजिस्टर्ड मोबाईल क्रमांकावर ६ अंकी पासवर्ड येईल. ते टाकल्यानंतर लॉग इन होईल.
३. स्कॅन केलेले कागदोपत्र (jpg, pdf) एक-एक अपलोड करणे. प्रत्येक फाईलची साईज १ MB पेक्षा जास्त असू नये.
४. त्यानंतर सदर कागदोपत्र ऑनलाईन जतन होतील आणि तुम्ही केव्हाही अ.क्र. १ व २ प्रमाणे लॉग इन करुन शेअर करु शकता.

डेंग्यूला आळा.

डेंग्यूला आळा...कोरडा दिवस पाळा...
आपल्या आरोग्यावर सभोवतालच्या परिसराच्या अस्वच्छतेचा मोठा परिणाम होत असतो. अस्वच्छतेमुळे वाढणारे डास आणि माशा अनेक रोगांना कारणीभूत ठरतात. सभोवतालचा परिसर स्वच्छ ठेवला तर अनेक रोगांपासून आपण स्वत:चा आणि इतरांचादेखील बचाव करु शकतो. सध्या सर्वत्र धुमाकुळ घालणाऱ्या डेंग्यू या प्रसंगी जीवघेण्या ठरणाऱ्या आजाराला सुद्धा आपण सहजपणे दूर ठेऊ शकतो.
डेंग्यू ताप अत्यंत घातक आहे. एडिस ईजिप्ती या डासांची मादी साठवलेल्या किंवा साचून राहिलेल्या स्वच्छ पाण्यात अंडी घालते. या अंड्यांचे रुपांतर डासामध्ये होते व हा डास चावल्यानंतर आपल्याला डेंग्यू हा आजार होतो. डेंग्यूचा डास हा दिवसाला चावा घेतो. या आजारात 2 ते 7 दिवस अंगात तीव्र स्वरूपाचा ताप येतो. डोकेदुखी, सांधेदुखी, कंबरदुखी, अंत:त्वचेतून रक्तस्त्राव, नाक/ तोंड रक्तस्त्राव, अंगावर पुरळ येणे. त्वचा थंड व निस्तेज होणे, रक्तदाब कमी होणे ही लक्षणे दिसतात. डेंग्यू तापात रक्तातील प्लेटलेटचे प्रमाण झपाट्याने कमी होण्यास सुरूवात होते. प्लेटलेटचे प्रमाण कमी झाल्याने रुग्ण दगावण्याची शक्यता असते. डेंग्यू तापाचे वेळीच निदान करणे शक्य आहे. यासाठी ताप आलेल्या रुग्णांनी आपले रक्तनमुने तातडीने नजिकच्या शासकीय रुग्णालयातून तपासून घेणे आवश्यक आहे.
डेंग्यू प्रतिबंध करण्यासाठी एडिस ईजिप्ती डासांची वाढ होऊ न देणे हा एकमेव उपाय आहे. यासाठी साथ काळात एडिस डासांची उत्पत्तीस्थाने शोधून त्यावर योग्य त्या उपाययोजना प्राधान्याने करणे गरजेचे आहे. एडिस डासांची उत्पत्ती मुख्यत्वे घरातील व परिसरात रांजण, हौद, पाण्याचे मोठे बॅरल, इमारतीवरील पाण्याच्या टाक्या, कारंजी, फुलदाण्या व घराच्या परिसरात टाकलेल्या निरुपयोगी वस्तुंमध्ये साठलेले स्वच्छ पाण्याचे साठे उदा. जुने टायर्स, नारळाच्या करवंट्या, रिकाम्या बाटल्या अशा ठिकाणी होते. अशाप्रकारे पाणी साचू नये यासाठी त्यांची त्वरित विल्हेवाट लावावी. घरातील पाण्याची टाकी, माठ, कुलर्स इ. पाणीसाठा करणारी साधने दररोज साफ करावीत. डास उत्पती होऊ शकणाऱ्या ‍ठिकाणी औषधाची फवारणी करुन घेण्यात यावी. सभोवतालच्या परिसरात पाणी साचून असणारी डबकी वाहती करावीत. तसेच डबक्यांमध्ये गप्पी मासे सोडावीत. यामुळे तेथे डासांची पैदास होऊ शकणार नाही. शौचालयाच्या व्हेंटपाईपला जाळी बसवावी.
डासांची उत्पत्ती थांबविण्याबरोबरच त्यांच्या दंशापासून बचाव करुन देखील डेंग्यूला आपण दूर ठेऊ शकतो. याकरिता आपल्या दैनंदिन जीवनात थोडेशी काळजी घेणे अपेक्षित आहे. डासांपासून व्यक्तिगत संरक्षण करण्यासाठी घराच्या खिडक्यांना जाळ्या बसविणे. डास पळविण्यासाठी अगरबत्तीचा धूर करणे, शरीरास डास प्रतिबंधक क्रीम लावणे यासह मच्छरदाणीचा वापर केल्यास डेंग्यूच्या डासांना दूर ठेवता येऊ शकेल. डासांना दूर ठेवता आल्यास डेंग्यूचा प्रादुर्भाव थांबवता येऊ शकेल.
स्वच्छतेची सवय ही अंगी बाणली तर साचलेल्या आणि घाण पाण्यापासून निर्माण होणारी डासांची पैदास रोखता येऊ शकेल. यामुळे आपोआपच डासांच्या उत्पत्तीला आळा बसून रोगराईपासून सर्वांचे संरक्षण होऊ शकेल. नागरिकांनी यासाठी सक्रिय सहभाग नोंदवून सहकार्य करायला हवे

ज्येष्ठांच्या कल्याणासाठी विधायक पाऊल
ज्येष्ठांसाठी कायदे करून प्रश्न सुटणार नाही, तर त्या कायद्यांचा त्यांना लाभ कसा होईल हे महत्वाचे आहे. ई-जीवन प्रमाणपत्र भरण्याची सुविधा उपलब्ध करून देण्यात येणे ही नक्कीच स्वागतार्ह बाब आहे, असे मत सुर्वेनगर येथील आदर्श ज्येष्ठ नागरिक मंडळाने व्यक्त केले आहे. यापुढे आम्ही ऑनलाइनच जीवनप्रमाणपत्र सादर करू असेही त्यांनी सांगितले. त्यासाठी स्वतंत्र कार्यशाळा घेऊन ज्येष्ठांना या कायद्याची माहिती करून देण्यासाठी विविध उपक्रम राबविण्याचा कार्यक्रम आखला आहे.
सुर्वेनगर, त्रिमुर्तीनगर, आझाद हिंदनगर, अध्यापक ले-आउट, सुमितनगर, इरिगेशन कॉलनी, लोककल्याण सोसायटी, गोरले ले-आउट, शास्त्रीनगर, पन्नासे ले-आऊट, भांगे विहार, जयताळा आदी भागातील ज्येष्ठांमध्ये जनजागृती करण्याचे काम या मंडळाने हाती घेतले आहे. मंडळाचे अध्यक्ष गुलाबराव रक्षक, सचिव राम पवनारकर, मधुकर काकडे, वसंत आष्टनकर, प्रकाश महाजन, वामनराव दिघेकर, देवराव शोभणे, अशोक बन्सोड, जितेंद्र भोयर, घनश्याम खेमुका, कृष्णा खोब्रागडे, डॉ. विजय, एन. इंगोले आदी सदस्यांनी आनंदोत्सव साजरा केला. यावेळी फेस्कॉमचे सचिव मनोहर खर्चे उपस्थित होते.
'आयुष्यावर बोलू काही' या कार्यक्रमांच्या माध्यमातून या मंडळाने ज्येष्ठ नागरिकांसाठी व्यासपीठ निर्माण करून दिले. ज्येष्ठांना आलेल्या अनुभवांची देवाण-घेवाण करणे आणि जीवन जगण्याचा मार्ग सुकर करणे हा या कार्यक्रमाचा उद्देश असल्याचे पवनारकर यांनी सांगितले. ज्येष्ठांसाठी सुविधा निर्माण करण्याबरोबर सामाजिक भान ठेऊन कार्य करण्याची शपथही या मंडळाने घेतली. रुग्णांना मदत व्हावी यासाठी रुग्ण मदत केंद्र स्थापन करण्याचा मानस या मंडळातील सदस्य जितेंद्र भोयर यांनी बोलून दाखविला. शासनाच्या योजना आणि ज्येष्ठ नागरिक मंडळांचे विधायक उपक्रम यांची योग्य सांगड निर्माण झाली तर ज्येष्ठांसाठी पुढचे आयुष्य नक्कीच आनंददायी ठरेल, असा विश्वासही ज्येष्ठांनी व्यक्त केला.

ई-जीवन प्रमाणपत्र

पंतप्रधान नरेंद्र मोदी यांनी 'जीवन प्रमाणपत्र' या अभिनव योजनेचे उद‍्घाटन केले. कोणतेही कागदपत्र खरे आहे, या बाबतचे प्रमाणपत्र स्वतःच स्वाक्षरी करून दिल्यास असे प्रमाणपत्र अधिकृत मानले जाईल, अशी तरतूद नव्याने करण्यात आली. यापूर्वी राजपत्रित अधिकाऱ्याचे साक्षांकन करून घेणे बंधनकारक होते. त्याच धर्तीवर पेन्शनरना आपण जिवंत असल्याबाबतचे प्रमाणपत्र आता ई -जीवन प्रमाणपत्र या स्वरुपात देता येईल. पुढील वर्षापासून ही योजना सर्वत्र कार्यान्वित करण्यात येणार आहे. ज्येष्ठ नागरिकांनी या निर्णयाचे स्वागत केले आहे.
देशातील पेन्शनधारकांना 'आपण जिवंत आहोत,' असे प्रमाणपत्र प्रत्येक वर्षी नोव्हेंबर महिन्यात स्वतःच द्यावे लागते. यासाठी विविध बँकांमधून पेन्शनधारकांना ताटकळत रांगेत उभे राहावे लागते. सध्या केंद्र आणि राज्य सरकारकडून पेन्शन घेणाऱ्यांची संख्या देशात फार मोठी आहे. पेन्शनचे पैसे मंजूर करणाऱ्या अधिकाऱ्यांना पेन्शनधारक व्यक्ती खरोखरच जिवंत आहे याची खात्री करून त्यानुसारच पेन्शनची रक्कम अदा करावी लागते. यासाठी हे प्रमाणपत्र प्रत्येक वर्षी द्यावे लागते. मात्र आता प्रमाणपत्र देण्यासाठीची पूर्वीची वेळखाऊ पद्धत हद्दपार होणार असल्याने पेन्शनधारक ज्येष्ठ नागरिकांमध्येही आनंदाचे वातावरण आहे. सध्याच्या कम्प्युटर युगात वयोवृद्ध पेन्शनधारकांना आपण जिवंत असल्याचे प्रमाणपत्र देण्यासाठी बँकांमधून रांग लावावी लागणे हे त्रासदायक ठरते.
खास सॉफ्टवेअरची निर्मिती
ई -जीवन प्रमाणपत्रासाठी केंद्र सरकारच्या तंत्रज्ञान मंत्रालयाच्या इलेक्ट्रॉनिक आणि आयटी विभागाने एक विशेष सॉफ्टवेअर विकसित केले आहे. हे सॉफ्टवेअर पेन्शनधारकाच्या आधार क्रमांकाशी निगडित राहणार आहे. त्यामध्ये बायोमेट्रिक पद्धतीने नाव, जन्म तारीख, पत्ता, पेन्शन मंजुरी क्रमांक हे सर्व तपशील मोबाइल डिव्हाइस आणि कम्प्युटरवर उपलब्ध करून देण्यात येणार आहे. याद्वारे डिजीटल जीवन प्रमाणपत्र उपलब्ध होऊ शकेल. पेन्शन वितरण एजन्सी हे पाहू शकेल. सध्या ही प्रणाली विकसित करण्यात आली असून, पुढील वर्षापासून ही योजना सर्वत्र कार्यान्वित करण्यात येणार आहे. प्रत्येक पेन्शनधाराकाला असे उपकरण उपलब्ध करून देण्यात येणार आहे. यासाठी कोणतेही जादा शुल्क द्यावे लागणार नाही.
बँकेत न जाताच भरा जीवन प्रमाणपत्र
देशात विविध ठिकाणी असलेल्या राष्ट्रीय ई-गव्हर्नन्स योजना केंद्रातून पेन्शनरना जीवन प्रमाणपत्र पाठविता येईल. हे कम्युटरवर किवा स्मार्ट फोनवरून वापरता येईल. यामुळे अतिदुर्गम भागात राहणाऱ्यांचीदेखील सोय होणार आहे. ज्येष्ठ नागरिक पेन्शनधारकांना आपण जिवंत आहोत यासाठी बँकेत जाऊन वेगळे प्रमाणपत्र द्यावे लागणार नाही. त्यामुळे नियमित पेन्शन घेणारे जे वयाने ६० ते ९० वर्षांहूनही जास्त आहेत, अशांसाठी सोय होणार आहे. प्रत्येक वर्षी नोव्हेंबर महिन्यात बँकेत जाऊन, असे प्रमाणपत्र देण्याचा द्राविडी प्राणायाम त्यांना आता करावा लागणार नसल्याने ही योजना फायदेशीर ठरणार असल्याचे अॅड. बळवंत रानडे यांनी सांगितले.
बँकांचाही पुढाकार
भारतीय स्टेट बँकेनेदेखील केंद्र सरकारची पेन्शन घेणाऱ्या ८० वर्षांवरील अतिज्येष्ठ नागरिक पेन्शनधाराकांना त्यांच्या घरी जाऊन पेन्शनचे पैसे दर महिन्याला देण्याची अभिनव योजना नुकतीच कार्यान्वित केली आहे. प्रायोगिक तत्त्वावर ही योजना सध्या राबविली जात असून त्याच्या यशस्वीतेनंतर अशी योजना देशात सर्वत्र कार्यान्वित करण्याबाबत विचार सुरू आहे. अंथरुणावर खिळून राहिलेल्या विकलांग अशा व्यक्ती ज्या घराबाहेर पडू शकत नाहीत. बँकेच्या शाखेमध्येही जाऊ शकत नाहीत अशांना ही योजना वरदान ठरणार आहे. याच बरोबर ज्येष्ठ नागरिकांची वाढती संख्या विचारात घेऊन अनेक राष्ट्रीयकृत बँका तसेच खासगी आणि सहकारी बँकांमधूनही आता अशा प्रकारच्या योजना आखण्यात येत आहेत.
कायदे आले संकेतस्थळावर
ज्येष्ठ नागरिकांना त्यांचे हक्क माहीत व्हावे यासाठी आता ज्येष्ठ नागरिकांबाबतचे कायदे संकेतस्थळावर उपलब्ध करून देण्यात आले आहे. आईवडील व ज्येष्ठ नागरिक यांच्या चरितार्थ व कल्याणासाठी केंद्र शासनाने अधिनियम २००७हा कायदा केला आहे. या कायद्यांतर्गत राज्य शासनाच्या सामाजिक न्याय व विशेष सहाय्य विभागाने आईवडील व ज्येष्ठ नागरिकांच्या चरितार्थ व कल्याणार्थ २०१० हा नियम तयार केला आहे. या कायद्यात ज्येष्ठ नागरिकांना त्यांच्या पाल्याकडून निर्वाह खर्च देण्याची तरतूद केली आहे.
राज्य शासनाच्या महसूल विभागाने कलम ७नुसार प्रत्येक जिल्ह्याच्या उपविभागासाठी न्यायाधिकरण गठीत केले असून पिठासीन अधिकारी म्हणून उपविभागीय अधिकाऱ्यांची नियुक्ती केली आहे. जिल्हाधिकाऱ्यांच्या अध्यक्षतेखाली अपिलीय न्यायाधिकरण स्थापन केले आहे. सामाजिक न्याय व विशेष सहाय्य विभागाने सर्व जिल्ह्यांच्या विशेष जिल्हा समाजकल्याण अधिकाऱ्यांना निर्वाह अधिकारी म्हणून नियुक्त केले आहे. ज्येष्ठ नागिरकांच्या कल्याण व सहाय्यासाठी केंद्र शासनाने केलेले कायदे, नियम व अधिसूचना यांची माहिती www.maharashtra.gov.in या संकेतस्थळावर उपलब्ध करून देण्यात आली असल्याचे सामाजिक न्याय विभागाच्यावतीने कळविण्यात आले आहे.
केंद्र आणि राज्य सरकारमधील, केंद्रशासित प्रदेशामधील तसेच सार्वजनिक उद्योगांतील असे मिळून एक कोटीहून जास्त पेन्शनधारक, त्याचबरोबर सार्वजनिक उद्योगातील पेन्शनधारक, लष्करातील २५ लाखांहून जास्त पेन्शनरांना योजनेचा लाभ होईल. जास्तीतजास्त पेन्शनधारक ज्येष्ठ नागरिकांनी याचा फायदा घेऊन तणावविरहित जीवन घालविल्यास देशात शतकोत्तर जीवनमान ओलांडणाऱ्यांच्या संख्येत मोठ्या प्रमाणात वाढ होऊ शकेल.

Digital Certificate for Pensioners
            Under the “Digital India Mission” Government of India has launched a Jeevan Pramaan application on 10.11.2014. the facility provides an option to a pensioner to give his lifr certificate remotely through the Jeevan Pramaan portal (https://jeevanpramaan.gov.in/). Aadhaar Number is used for authentication of pensioners. As a result of this facility the pensioner is not required to present himself before his pension disbursing agency or produce other documents that he is alive. 


            Instructions related to submission and acceptance of ‘Jeevan Pramaan’ as additional mode for submission of life certificate have been issued to all the stakeholders by Controller General of Accounts. The Pension disbursing banks have been directed to implement the new life certification system immediately as an additional mode for submission of life certificate.


This was stated by Shri Arun Jaitley, Finance Minister in written reply to a question in the Lok Sabha today.

Sub: Holding of National Convention of the National Council(JCM)(Staff Side)

As you are aware, the Staff Side, JCM National Council had, as desired by the 7th CPC, submitted a separate memorandum on Interim Relief and Merger of DA, copy of which had also been sent to the Finance Ministry. During the Informal Discussions the Staff Side had with the Pay Commission, they had assured us to take up the issue with the Government seeking amendment to the Terms of Reference to enable them to act upon our memorandum. We have received reply from the Finance Ministry, which is indicative of a refusal of both the demands. The NDA Government has adopted the same plea made by the UPA II Government to reject our demands. The 7th CPC have so far not communicated to us, the decision they have taken on our memorandum.

From the steps so far taken by the BJP Government, it is unambiguous that they would be pursuing the neo-liberal economic policies with much more intensity than even the UPA Government. Having got a clear majority in the Parliament, they would be able to push through necessary legislations to pursue reforms.

The outsourcing of Railway functions, privatization of Defence manufacturing Units, increased FDI inflow in various core sectors of economy, dismantling of the administrative price mechanism, de-nationalization efforts in the Banking, Insurance and Coal Sectors and above all the adherence to New Contributory Pension Scheme are some of the bold anti worker steps taken by the new Government.

The matter of fact approach and urgency which was visible in the initial days of the 7 th CPC appears to have vanished. It is a matter of pride for all of us that we could submit our final memorandum on common issues to the Commission within the stipulated time frame. We are also happy to note that almost all service organizations of Central Government employees have endorsed our formulations on the wage structure and other service benefits. It is also a fact that all these organizations have submitted their memoranda on department-specific issues before 31st July, 2014. Despite having received such large number of memoranda, the 7thCPC has so far not commenced taking oral evidence giving an indubitable impression that the Commission might not be able to submit its report within the stipulated time of 18 months.

All these issues came up for the consideration of the members of the Staff side when they met a few days back. The unanimous opinion was to pursue the issues through organizational methods. Accordingly, it was decided to hold a National Convention, eliciting the participation of the representatives of all Service organizations participating in the JCM to discuss the emerging situation and decide upon future course of action. Incidentally, we must mention that the JCM conceived as a negotiating forum has been made ineffective by the Government over the years by not convening its meetings periodically.

The National Convention will be held at MPCU Shah Auditorium, Sree Gurjarathi Samaj, Raj Niwas Road, Civil Lines(Opposite Civil Lines Metro Station), Delhi, on 11th December, 2014. The Convention will commence at 12 Noon and will be concluded by 4.00 PM. 740 delegates will participate in the convention, of which 370 shall be Railwaymen(AIRF and NFIR), 150 will be Defiance Civilian employees (AIDEF and INDWF) and the rest 220 will be represented by other Central Government employees (Confederation of Central Government employees and workers). The participating organizations will issue separate circular letter indicating the number of delegates of each Branch/Unit, Divisions/Zones,Circles/States, and affiliates may deploy to the Convention.

The Staff side will meet again to finalize the draft declaration to be placed before the Convention for discussion and adoption. The date and venue of the meeting will be intimated in due course.

Central Government Employees Confederation (CGEC); National Organisation of Central Government Employees (NOCGE) and INTUC have unanimously resolved to observe “NATIONAL PROTEST DAY” on 5th December, 2014 all over India along with all Central Trade Unions in India (Viz: INTUC, BMS, CITU, HMS, AITUC, TUCC, AIUTUC, AICCTU, UTUC, SEWA, LPF and all Federations of Banks, Railways (NFIR & AIRF), Defence (INDWF & AIDEF), Insurance, Central/State Govt. and other Service Establishments Employees).

Demands

1. Central Govt. should desist from its unilateral move to amend Labour Laws and consult and honour the views of Central Trade Unions.

2. Central Govt. should withdraw the retrograde move in allowing/hiking Foreign Direct Investment (F.D.I.) in Defence Sector, Railways, Insurance, PSUs and other Sectors.

3. Restore minimum wages of Rs.15,000/- to all the Unorganised/Contract Workers and Minimum Wages of Rs.26,000/- to the lower paid employees of Central Government.

4. Demands of Bank Officers and Bank Employees should be immediately accepted in respect of their Wage Revision and other privileges and social security measures, which are over due (Go through the Circulars dated 14/10/2014 & 16/10/2014 issued by the UFBU, AIBOBOA, INBOC, INBEC and INBEF etc.)

5. Strict implementation of existing Labour Laws concerning the Welfare of the Working Class all over India.

6.Benefits of Regular Workers should be given to all Contract Workers.

7. Compulsory Registration of Trade Unions within 45 days and all the ILO Conventions meant for the Workers should be ratified by the Govt. Of India.

8. 50% D.A. of Central Staff should be merged with Pay and Interim Relief should be paid to all employees, pending finalisation of the 7th Central Pay Commission.

9. Minimum 4 Promotions should be given to all Central Govt. Officials, without the hindrances of Departmental Examinations and DPC proceedings, on or before their respective date of retirements.

10. MACP/ACP benefits should be extended to all Central Government Employees, including the staff of Autonomous Body/Semi-Govt. Departments.

11. Bonus eligibility and Bonus Ceiling should be raised as per the present Price Index Cost of Living and Updated Model of Pay Structure.

12. Present quantum of Pension should be raised with adequate Medical facilities/Medical Allowance and the New Pension Scheme should be liberalised as Worker-Friendly.

Accordingly, all the Unions, Associations and their Federations are requested to observe “NATIONAL PROTEST DAY” on 5th December, 2014 by way of Mass Demonstrations and Mass Protest Meetings & Rallies all over India and give wide publicity through Newspapers, T.V. Channels and AIR/Doordarshan etc.

Subject: Appointment of Chief Information Commissioner in 
the Central Information Commission.

1.   The Government of India has constituted a body under the Right to Information Act, 2005 (the Act) known as the Central Information Commission to exercise the powers conferred on and to perform the functions assigned to it under the Act. It is located in New Delhi. The Commission shall have the Chief Information Commissioner and upto ten Information Commissioners. The powers and functions of the Chief Information Commissioner in the Central Information Commission are as per the RTI Act.

2.    It is proposed to appoint Chief Information Commissioner in the Commission. The Act provides that the Chief Information Commissioner shall be person of eminence in public life with wide knowledge and experience in law, science and technology, social service, management, journalism, mass-media or administration and governance.

3.    Further, the Chief Information Commissioner shall not be a Member of Parliament or Member of the Legislature of any State or Union Territory, as the case may be, or hold any other office of profit or connected with any political party or carrying on any business or pursuing any profession. It is clarified that cessation/termination of holding of office of profit, pursuing any profession or carrying any business is a condition precedent to the appointment of a person as Chief Information Commissioner.

4.    The Chief Information Commissioner shall hold office for a term of five years from the date on which he enters upon his office or till he attains the age of 65 years, whichever is earlier. The salary and allowances payable to the Chief Information Commissioner shall be the same as that of the Chief Election Commissioner, subject to adjustment of the pensionary/retirement benefits availed by him, if any, in accordance with the provisions of the Act.

5.    Persons fulfilling the criteria for appointment as Chief Information Commissioner and interested for appointment to the post may send their particulars in the enclosed proforma by post to Under Secretary (RTI), Department of Personnel and Training, North Block, New Delhi or through e-mail to usrti-doptnic.in by 24th November, 2014. Unity Run

President to flag off the ‘Run for Unity’ tomorrow at Rashtrapati Bhavan

The President of India, Shri Pranab Mukherjee will flag off the ‘Run for Unity’ at the Forecourt of Rashtrapati Bhavan tomorrow (October 31, 2014) at 0815 a.m. to mark the birth anniversary of Sardar Vallabhbhai Patel. The residents and staff of Rashtrapati Bhavan, the President’s Body Guard, the Army Guard and the Delhi Police will participate in the Run.

The Rashtriya Ekta Diwas (National Unity Day) Pledge will be administered by Smt. Omita Paul, Secretary to the President to all staff prior to the Run.

Sepoy Kewal Singh, on his own initiative, rushed out of his section post and charged at the enemy with his bayonet, killing a few in hand to hand fighting. On 13 Oct 1948 the enemy commenced its attack on Richmar Gali  and Tithwal with heavy shelling. The fire was so heavy and accurate that not a single bunker in the platoon locality was left unscathed and communication trenches caved in. Bravely, LNk Karam Singh the Section Commander went from bunker to bunker, giving succor to the wounded and urging the  soldiers to fight.
The enemy launched eight separate counter attacks that day. In one such attack, the enemy managed to obtain a foothold in the platoon locality. Immediately LNk Karam Singh, who was severely wounded by then, hurled himself in a counter-attack and evicted the enemy after a close quarter encounter with bayonets.
LNk  Karam Singh proved himself to be a dauntless and born leader of men in crisis. Nothing could subdue him and no amount of fire or hardship could break his spirit. His gallant actions on that day inspired his colleagues to face the massive onslaught unflinchingly. It was his fiercely proud fighting spirit which was largely responsible for the gallant stand at Tithwal  that day.

PM Visit to Siachen : Diwali Celebration

Prime Minister, Shri Narendra Modi, today made a surprise visit to Siachen. Addressing officers and jawans of the Indian Armed Forces at Siachen Base Camp at a height of over 12,000 feet, he praised their valour and courage, saying that 125 crore Indians could celebrate Diwali today, and go about their lives in comfort, because the jawans stood guard at the borders, prepared to make every sacrifice for the nation. The nation is proud of all three wings of the armed forces, the Prime Minister added.

Shri Narendra Modi said that he comes to Siachen as a representative of the family members of the jawans who are busy serving Mother India on the borders.
He said he is privileged that his first Diwali as Prime Minister will be spent partly with the jawans of Siachen, and partly with those affected by the floods in Srinagar.
The Prime Minister said the Indian Armed Forces were unique – because while they spelt trouble for the enemy on the battlefield, they spelt life for all the countrymen affected by disasters or natural calamities. He recalled the immense contribution made by the Armed Forces during the recent floods in Srinagar.
The Prime Minister also appreciated the fact that women too were now contributing to the Indian Armed Forces in a significant way.
Sharing the pain and anguish of those who lose their loved ones in these difficult conditions, the Prime Minister said sometimes a body is found years later, and many still wait. He said one has to witness first-hand, the conditions at Siachen to appreciate the hardship that the jawans go through.
The Prime Minister assured the jawans that wherever they are, and serving or retired, the country stands shoulder to shoulder with them. He said their dreams and responsibilities are the entire country`s responsibility. He said he would do his utmost to ensure a life of dignity for them. The Prime Minister said the promise of One Rank, One Pension had been fulfilled, and preparations were being made for a National War Memorial, that we could all be proud of. The Prime Minister wished the entire country “Happy Diwali” from the icy heights of Siachen, adding that as countrymen light diyas today, they should recall that the warmth of the earthen lamps has been fuelled by the sweat and toil of the jawans of the Indian Armed Forces. Let those jawans inspire the rest of the country to work towards achieving the dreams and aspirations of the common man, he added.
The Prime Minister later handed over a cheque for Rs. 5 lakh for the welfare of the jawans, and personally offered sweets to the jawans. He wrote in the visitors` book, saying that the soldiers in uniform who guarded the nation`s frontiers in such difficult conditions were no less than `rishis` and sages. The Prime Minister was at Siachen Base Camp for over an hour.
