एडमिरल कर्मबीर सिंह, पीवीएसएम, एवीएसएम, एडीसी नौसेना प्रमुख बने

एडमिरल करमबीर सिंह ने आज (31 मई, 2019) 24वें नौसेना प्रमुख के रूप भारतीय नौसेना की कमान संभाली।

एडमिरल करमबीर सिंह राष्ट्रीय रक्षा अकादमी, खडकवासला के छात्र रहे। वे जुलाई 1980 में भारतीय नौसेना में शामिल हुए। उन्होंने 1981 में हेलीकॉप्टर पायलट के रूप में अपनी पहचान कायम की और चेतक (अलौएट) और कामोव हेलीकॉप्टरों में व्‍यापक तौर पर उड़ान भरी। वे रक्षा सेवा स्टाफ कॉलेज, वेलिंगटन, कॉलेज ऑफ नेवल वारफेयर, मुंबई से स्नातक हैं। उन्‍होंने इन दोनों संस्थानों में निर्देशन स्टाफ के रूप में कार्य किया है।

उन्होंने 39 साल से अधिक के अपने कार्यकाल में, भारतीय तटरक्षक जहाज चांदबीबी, मिसाइल कार्वेट आईएनएस विजयदुर्ग के साथ ही दो गाइडेड मिसाइल डेस्ट्रॉयर, आईएनएस राणा और आईएनएस दिल्ली की कमान संभाली। उन्होंने पश्चिमी बेड़े के बेड़ा संचालन अधिकारी के रूप में भी काम किया। उन्होंने नौसेना मुख्यालय में नौसेना (वायु) के संयुक्त निदेशक के रूप में और मुंबई में नौसेना वायु स्टेशन के कप्तान (वायु) और प्रभारी अधिकारी के रूप में कार्य किया।

उन्होंने एयरक्रू इंस्ट्रूमेंट रेटिंग और श्रेणीकरण बोर्ड (एयरकैट्स) के सदस्य के रूप में भी काम किया।

वाइस एडमिरल के पद पर, वह करवार में नौसेना के विस्तार और आधुनिक आधार के बुनियादी ढांचे के विकास से जुड़े प्रोजेक्ट सीबर्ड के प्रभारी महानिदेशक रहे हैं। रक्षा मंत्रालय एकीकृत मुख्यालय (नौसेना) में, एडमिरल नौसेना स्टाफ के उप प्रमुख और बाद में नौसेना स्टाफ के उप प्रमुख रहे हैं। वे 31 मई, 2019 को नौसेना स्टाफ के प्रमुख के रूप में पदभार संभालने से पहले विशाखापत्तनम में फ्लैग ऑफिसर कमांडिंग इन चीफ थे।

ECHS Treatment

From MD ECHS

1. I have been reading a number of e-mails and have come across numerous cases where ECHS beneficiaries are facing difficulties because they are not aware of the procedures laid down for treatment in ECHS empanelled hospitals. May I request you to pass this information on to as many of our veterans to prevent inconvenience to them when they need treatment through ECHS.

2. The guiding principles are as under:-

(a) In case of an ailment and a beneficiary requires any treatment, both OPD or IPD, report to the nearest ECHS Polyclinic.

(b) As far as possible, *avail treatment in an ECHS empanelled* hospital as it ensures cashless treatment, thus avoiding financial burden on the veteran.

(c) Wherever possible, proceed to the empanelled hospital only once the OIC Polyclinic has spoken to the empanelled hospital concerned and obtained a confirmation that a bed is available, if admission is required.

(d) If the empanelled hospital demands any cash from the beneficiary, bring it to the notice of the OIC Polyclinic and the undersigned, so that necessary action can be taken to resolve it immediately.

(e) If the beneficiary wants any planned *treatment* to be carried out in a *non- empanelled hospital* for any reason, then the following needs to be obtained before the treatment commences:-

(i) *Diagnosis* of the treating doctor with an *estimate* of the *cost* of treatment

.(ii) *Approval* of the service *specialist.*

(iii) *Approval* of *MD,* ECHS.

(f) However, in case of an *emergency,* an ECHS beneficiary can go to *any hospital and get treated.* The nearest *Polyclinic* should be *informed within 48 hours*, so that the necessary *Emergency Information Report* can be raised. Conditions that can be considered as emergency have already been elaborated in the ECHS policy letters uploaded on our website.

3. I do agree that *non-availability of medicines* has been a problem in ECHS. ECHS has to obtain all its medicines through the Armed Forces Medical Services and despite our best efforts, there are delays as AFMSDs and SEMOs of MHs have to follow the Defence Procurement procedures for  medicines. The proposal for a *pilot project on outsourcing* of pharmacy operations of ECHS has not been sanctioned as yet. However, whatever funds are required by the Armed Forces Medical Services for provision of medicines to ECHS Polyclinics are being provided by Central Org, ECHS to the office of DG AFMS. *Concerted efforts are being made* to improve the compliance level of supply of medicines.4. Some of the other benefits that have been recently granted to ECHS beneficiaries are as under:-

(a) *Travel by air in* case of an *emergency*, if no other mode of transport exists.

(b) *Reimbursement of ambulance* charges.

5. Some of the other highlights are as under:-

(a) Over 120 *new polyclinics* have been operationalised over the last year and a half and most of these are in remote areas.

(b) *Revised scales of equipment* for ECHS polyclinics has been issued by the Govt and the office of DG AFMS has been approached to procure the same at the earliest.

(c) All polyclinics have been sanctioned a *generator* each so that equipment like Dental Chairs can function even when there is no power supply.

(d) 10 Regional Centres have already gone *on-line for bill processing*. This has speeded up the processing of empanelled hospital bills as also brought in transparency.

(e) 117 hospitals have been empanelled in the last one year with ECHS. Special attention is being given to *Mumbai and Coimbatore* so that we can have some hospitals empanelled at both these stations.

6. May I also request our *veterans not to spread false propaganda* like the one on a maximum ceiling of Rs 25,000/- for treatment in ECHS. There is no truth in this.

7. The health of the veterans is the concern of ECHS and so long as I am its MD, it will be my The health to address each one personally. माजी सैनिक योजनांबाबत


सर्व अनुभवी माजी सैनिकांना विनंती की , आपले चांगले / वाईट अनुभव आपल्या सर्व माजी सैनिक बंधूंसोबत शेअर केले पाहिजे. आपण अनुभवत आहोत की कांही योजना फक्त कागदावरच आहेत त्यांची अबंलबजावणी योग्य तो  पाठपुरावा न केल्यामुळेच मिळाला /मिळत नाही. आपल्या नविन  तरूण  माजी सैनिकांकरीता केंद्र व राज्य शासनाच्या  कल्याणकारी योजनांचा लाभ मिळणेकरीता सर्व वयस्कर व तरूण माजी सैनिकांनी एकत्रीतपणे लढा दिला पाहिजे. आपण वेळोवेळी सर्वांनी  संघटनेमार्फत आपले प्रश्न लेखी स्वरूपात शासनाकडे मांडलेच पाहिजे. आपण आपल्या हक्कांसाठी लढत राहल तर आपल्याला नाही पण कालांतराने आपल्या संघर्षाचा उपयोग नविन तरूण बंधूंना होईल.

Family Pension

Dear Veteran Brothers

Please educate your family...!!

IMPORTANT INSTRUCTIONS FOR EX-SERVICEMEN

Family Pension Eligibility

1. Un Married Daughter of Ex.Serviceman is Eligible for Family Pension after demise of Ex.Serviceman & His Wife Irrespective of their Age till the Marriage she is Eligible for Family Pension.

2. Divorced Daughter of Ex.Serviceman also Eligible for Family Pension (Subject to condition she should submit Financial Condition Report)

3.Childless widows even after re-marriage eligible for OPF.

4. Widow Daughter also Eligible for Family Pension (Subject to condition that she should submit Financial Condition Certificate from Revenue Authorities)

5. Disabled Children of Ex.Serviceman are also eligible for Family Pension...

For Disabled children.

a) Part-II Order is must.

b) you should submit the Disability Certificate from MH or Medical Board and endorsement of Family Pension should be done in the Concern Records through Sainik Welfare Office.

6.  Do not forget to convert your pension A/c immediately into Joint A/c (E or S) along with your wife.

7.  Please take care that family name and date of birth is notified correctly in PPO and in revenue records like aadhar, pan card etc. If there is any correction please rectify through your record office immediately.

8. Government of India is insisting for joint accounts because of the difficulties faced by widows. If everything is correct Bank will commence widow's pension in the same month itself.

9. Notify family pension in the PPO or any authorised letter from pension sanctioning authority is mandatory for commencing the widow pension. earlier only hand written PPOs were there. kindly notify family pension through your record office. Date of birth of the family and original pensioner should be notified by your record office or PSA.

Joint Bank Account

(a). Joint accounts are opened such that any one can take pension. either or survivor mode.

(b) it will be very easy for Bank for opening of family pension 

NOTE:

Some pensioners think that if we open joint account everything is finished without noting the name of family pensioner in the ppo Which is not correct.... without notifying the correct name of the spouse the Bank will not commence Family Pension (Even if joint Account is there in the Bank).

Please note above Points for easy to get Family Pension otherwise it is very difficult for widow to get the Family Pension.

DUAL FAMILY PENSION

Previously After retirement from Armed forces if Ex servicemen joined in state/central Government job then after he retired from that post he will get two Pensions ie one from Military side and second one is from Civil side as he is eligible for two pensions but if an Ex servicemen Expired wife (spouse) were eligible only one family pension i.e., Military pension or Civil Family pension either one only eligible....

in the year 2013 Government of India (MOD) has issued orders that the wife(spouse) also eligible two family Pensions and PCDA,Allahabad also issued circular No.504 the widow is eligible both the pensions i.e., Military pension as well as Civil pension with effect from 24th September, 2012.
