फेसबुक से डेटा की गोपनीयता के उल्‍लंघन के बारे में विस्‍तार से बताने को कहा गया है


फेसबुक से इस बारे में 7 अप्रैल, 2018 तक जवाब देने को कहा गया है

23 मार्च, 2018 को फेसबुक से डेटा की गोपनीयता के उल्‍लंघन का विवरण देने के लिए मेसर्स कैम्ब्रिज एनालिटिका को नोटिस भेजा गया था। विशेषकर चुनावों को प्रभावित करने के प्रयासों के तहत मेसर्स कैम्ब्रिज एनालिटिका द्वारा अपनाये जाने वाले संशययुक्‍त तौर-तरीकों के बारे में मीडिया में छपी रिपोर्टों को ध्‍यान में रखते हुए इस कंपनी को नोटिस भेजा गया है।

यह माना जा रहा है कि फेसबुक से डेटा की गोपनीयता के उल्‍लंघन के बारे में अभी और भी अधिक सूचनाओं की जरूरत है। तदनुसार,  इलेक्‍ट्रॉनिक्‍स एवं सूचना प्रौद्योगिकी मंत्रालय ने 28 मार्च, 2018 को फेसबुक को एक पत्र भेजकर निम्‍नलिखित प्रश्‍नों का समुचित उत्‍तर देने के लिए उससे कहा है :

  1. क्‍या भारतीय मतदाताओं और उपयोगकर्ताओं (यूजर) के निजी डेटा का दुरुपयोग कैम्ब्रिज एनालिटिका अथवा किसी अन्‍य डाउनस्‍ट्रीम निकाय द्वारा किसी भी रूप में किया गया है और यदि ऐसा हुआ है तो यह दुरुपयोग किस तरह किया गया?
  2. क्‍या भारतीय चुनावी प्रक्रिया को प्रभावित करने के लिए फेसबुक अथवा उसके डेटा का उपयोग करने वाली उसकी संबंधित अथवा डाउनस्‍ट्रीम एजेंसियों की सेवाएं इससे पहले किसी निकाय द्वारा ली गई हैं?
  3. यदि इस तरह के किसी भी डाउनस्‍ट्रीम निकाय ने फेसबुक से प्राप्‍त डेटा का दुरुपयोग किया है, तो डेटा जैसे अहम विषय के लिए क्‍या संरक्षण उपलब्‍ध है?
  4. भारतीय चुनावी प्रक्रिया में संभावित दखलंदाजी अथवा इसे प्रभावित करने के लिए निजी डेटा के किसी भी दुरुपयोग को रोकने के लिए फेसबुक की ओर से क्‍या-क्‍या विशिष्‍ट कदम प्रस्‍तावित हैं?
  5. यूजरों की संख्‍या की दृष्टि से फेसबुक के सर्वाधिक यूजर भारत में ही हैं, अत: इतने विशाल यूजर डेटा की सुरक्षा एवं गोपनीयता सुनिश्चित करने और किसी भी अन्‍य निकाय द्वारा इसके दुरुपयोग की रोकथाम के लिए क्‍या–क्‍या सक्रिय कदम उठाये जा रहे हैं?

फेसबुक से इन प्रश्‍नों का उत्‍तर 7 अप्रैल, 2018 तक देने को कहा गया है।

Pradhan Mantri Vaya Vandana Yojana (PMVVY)

Government has launched the ‘Pradhan Mantri Vaya Vandana Yojana (PMVVY)’ to provide social security during old age and to protect elderly persons aged 60 years and above against a future fall in their interest income due to uncertain market conditions. The scheme enables old age income security for senior citizens through provision of assured pension/return linked to the subscription amount based on government guarantee to Life Insurance Corporation of India (LIC).

The scheme provides an assured return of 8% per annum for 10 years. The differential return, i.e. the difference between return generated by LIC and the assured return of 8% per annum would be borne by Government of India as subsidy on an annual basis. Pension is payable at the end of each period during the policy tenure of 10 years as per the frequency of monthly/quarterly/half-yearly/yearly as chosen by the subscriber at the time of purchase. Minimum purchase price under the scheme is Rs.1,50,000/- for a minimum pension of Rs. 1,000/- per month and the maximum purchase price is Rs.7,50,000/- for a maximum pension of Rs.5,000/- per month. The scheme is open for subscription for a period of one year i.e. from 4th May, 2017 to 3rd May, 2018.

An amount of Rs.58.02 crores has been released by the Central Government to LIC as subsidy under PMVVY since inception of the scheme.

KYC Requirement for Customers Using Mobile Wallets

As per Reserve Bank of India (RBI)’s related Master Direction dated October 11, 2017 as updated on December 29, 2017, since Prepaid Payment Instruments (PPI) Issuers are operating a payment system, provisions of Prevention of Money Laundering Act, 2002 and Rules framed thereunder, as amended from time to time, are also applicable to all PPI Issuers. RBI has thereby also directed all PPI Issuers, System Providers and System Participants to complete requisite Know Your Customer (KYC) of their existing customers on or before February 28, 2018.

RBI has informed that as on February 28, 2018, 16.4% of the Semi-Closed PPIs and 81.1% of the Open system PPIs are compliant with the provisions pertaining to KYC of the PPI holders as applicable following the Master Direction.

This Master Direction was issued by RBI after examining comments/views received from all stakeholders with a view to ensure customer protection, safety and security.

This was stated by Shri Shiv Pratap Shukla, Minister of State for Finance in written reply to a question in Rajya Sabha.

Online Tracking System for Pension

Department of Pension & Pensioners’ Welfare has implemented an online system called ‘BHAVISHYA’ for retiring central government civil employees. The system provides for on-line tracking of pension sanction and payment process. Tracking can be done by the individual as well as the administrative authorities for all actions preparatory to grant of pension and other retirement benefits. This is in line with the priorities of Government to ensure transparency and accountability in systems and processes.

At present, Bhavishya is implemented in main secretariat of 89 Ministries/ Departments except Ministry of Railways, Ministry of Defence, Department of Post, Department of Atomic Energy, Department of Telecommunication and some security related sensitive organizations.

There is no proposal to revamp the payment of pension through Public Sector Banks. However, the data base for the existing pensioners is being updated by the Authorized Banks for pensions’ payment once in a year through master data reconciliation with Central Pension Accounting Office (CPAO) and from time to time based on the Special Seal Authority (SSA) issued by CPAO to Central Pension Processing Centers (CPPCs) of Banks.

The Authorized Banks submit the report of payment of pension through e-scrolls to CPAO after making the payment of pension. Life Certificate is submitted by the Central Civil Pensioners/ Family Pensioners in the month of November every year and excess payment of pension may happen if the pensioner dies before the coming November, i.e., the next due date of submission of Life Certificate. If excess/ wrong payment of pension is paid to the pensioner by Public Sector Banks then entire amount is recovered by the Banks from the pensioners/ family pensioners as per the guidelines of Reserve Bank of India (RBI) in this regard. During the financial year 2016-17, an amount of about Rs. 73 crore was received/ recovered from the Authorized Banks by the Central Pension Accounting Office in respect of central civil pensioners/family pensioners.

Pensioner’s Portal at EPFO website

EPFO has launched the pensioner’s portal  https://mis.epfindia.gov.in/PensionPaymentEnquiry. The pensioner’s portal is recently launched service, available at EPFO website by which all EPFO pensioners may get the details of pension related information like Pension payment order number, Pensioner’s Payment Order details, Pensioner’s passbook information & other related information such as date of credit of pension, submission of pensioner’s life certificate etc.

It is helpful to know the status of their life certificate, in case of non-submission/rejection of life certificate of the pensioners. It also provides the details and the reason of stoppage of pension.

Track e KYC:

The enhanced “Track eKYC” facility for the convenience of members have been launched to check the status of Aadhaar seeded against their UAN and to figure out the specific mismatch details.

The facility has been made available at EPFO’s website www.epfindia.gov.in >> Online Services >> e-KYC Portal>> TRACK eKYC.

Using the facility, EPFO members can online track the status of Aadhaar seeded against his/ her UAN. While using the facility, the member will have to provide his/her UAN. After entering his/ her UAN the member can click the “Track eKYC” button and the exact status in respect of his/her UAN will be displayed on the screen.
