EPFO May Reduce Provident Fund Contributions to 10%

Trustees of retirement fund body EPFO may approve a proposal on Saturday to reduce the mandatory contributions toward social security schemes run by it to 10 percent for workers as well as employers.

Presently, employees and employers contribute 12 percent of basic wages each towards Employees Provident Fund Scheme (EPF), Employee Pension Scheme (EPS) and Employee Deposit Linked Insurance Scheme (EDLI).

The proposal to reduce the contributions by employers and employees to 10 percent of basic wages, including basic pay and dearness allowance, is listed on the agenda for meeting of the Employees' Provident Fund Organisation (EPFO), scheduled on 27 May 2017 in Pune, a source said.

The source said the labour ministry received several representations stating that the move will leave more money with workers for expenditure and reduce employers liability, which will eventually perk up economy.

However, trade unions have decided to oppose the proposal saying this will dilute these social security schemes.

An EPFO trustee and Bharatiya Mazdoor Sangh leader P J Banasure said:

We will oppose this proposal. This is not in workers interest.

Another trustee and All India Trade Union Congress Secretary D L Sachdev said:

The reduction of contributions will reduce the benefits for workers by four percentage point. At present, employer and employee contribute 24 percent of basic wages. This will be reduced to 20 percent.

At present the employees' entire 12 percent contribution is deposited into his EPF account. Besides, 3.67 percent is also contributed to the EPF account by the employer, who also contributes 8.33 percent of basic wages to the EPS account.

That apart, the employer also contributes 0.5 percent of basic wages towards the EDLI for insurance benefit. Thus, the employer eventually contributed 12.5 percent of basic wages.

CBSE Class XII board results to be declared on Sunday

The Central Board of Secondary Education (CBSE) will declare the results of Class XII board examinations for all regions on Sunday.

"The Senior School Certificate Examination (Class XII) 2017 results for all the CBSE regions will be declared on May 28(Sunday) in the forenoon," the board said in a statement here on Friday, putting to rest the uncertainty over the announcement of results following the Delhi High Court's stay on its decision to scrap the moderation policy.

The board decided to declare the results, complying with the High Court's order.

Delhi High Court on Tuesday directed the CBSE to continue with its moderation of marks policy for Class X and Class XII board examinations for this year, observing:"Rules cannot be changed after the game has begun. These children, who have worked so hard and have burnt the midnight oil, are entitled to some stability and the only stability they know is the system. Do not instil insecurity in them."

The Court's directive came on public interest litigation (PIL) filed by a parent and a lawyer against the CBSE's decision to end the moderation of marks policy from this year itself.

"Complying with the High Court's order, we have followed moderation policy as stipulated in our examination bye-laws," a senior official of the board said.

As per previous years, this year also the board will host the examination results on the internet with the technical support of the National Informatics Centre (NIC).

"The students can access their results through following websites www.results.nic.in, www.cbseresults.nic.in and www.cbse.nic.in. The result will not be available on the Board and the public is advised not to visit Board's office for collection of the results. The process of verification will be displayed on CBSE's website shortly," the CBSE said.

The CBSE was earlier seeking legal opinion to challenge the High Court's order in the Supreme Court.

However, it dropped the idea after the government's legal advisers suggested it not to file any appeal in the apex court as the Delhi High Court did not say anything against the board's decision to scrap the moderation policy.

In its order, the High Court only questioned the timing of the implementation of the decision to end moderation policy, official sources said. About 11 lakh students registered for the Class XII board examination conducted by the CBSE between March 9 and April 29.

The CBSE was yet to announce the date for the announcement of Class X board examination results which usually comes a few days after the declaration of class XII board results every year.

पंतप्रधान म्हणाले, विकासासाठी, पायाभूत सोयीसुविधा सर्वांत महत्त्वाच्या आहेत आणि जनतेच्या आशा-आकांक्षाची पूर्तता करण्यासाठी सरकारचे प्रयत्न सुरू आहेत. या पुलामुळे आसाम आणि अरुणाचल प्रदेश यामधले दळणवळण वाढणार असून आर्थिक विकासाची दारेही मोठ्या प्रमाणात खुली होणार आहेत. देशाचा पूर्व आणि ईशान्य भागात आर्थिक विकासाची मोठी क्षमता आहे. या पुलामुळे जनतेच्या जीवनात सकारामक बदल घडेल. केंद्र सरकार, जलमार्गच्या विकासावर मोठा भर देत असल्याचे पंतप्रधानांनी यावेळी सांगितले. देशाच्या ईशान्य भागातचे इतर भागांशी दळणवळण वाढवण्याला केंद्र सरकारचे प्राध्यान्य असून यादृष्टीने वेगाने काम सुरू आहे. ईशान्य भागाशी उत्तम दळणवळण सुविधांमुळे दक्षिण-पूर्व आशियाच्या अर्थव्यवस्थेशीही हा भाग जोडला जाणार आहे.

ईशान्येकडच्या भागात पर्यटनाच्या अमाप संधी असल्याचे पंतप्रधानांनी यावेळी सांगितले.

सातवां वेतन आयोग- 01.01.2016 से पहले सेवानिवृत कर्मचारियों को पेंशन में संशोधन के लिए प्रक्रियात्मक कार्रवाई का 23.05.2017 का वित्‍त मंत्रालय का आदेश

विषय: पेंशन और पेंशनभोगी कल्याण विभाग के दिनाक 12.05.2017 के कार्यालय ज्ञापन के अनुसरण मे केन्द्र सरकार के 01.01.2016 से पहले सेवानिवृत कर्मचारियों को पेशन मे संशोधन के लिए प्रक्रियात्मक कार्रवाई के संबंध में।

केन्द्र सरकार के मंत्रालयों/विभागों को 01.01.2016 से पहले सेवानिवृत्त कर्मचारियों की पेंशन में संशोधन के संबंध में पेंशन और पेंशनभोगी कल्याण विभाग के दिंनाक 12.05.2017 के का.ज्ञा. सं.38/37/2016-पीएपीडब्ल्यू(ए) मे उल्लि​खित आदेशों की जानकारी है। इस कार्यालय ज्ञापन के पैरा 4 के अनुसार, 01.01.2016 से पहले सेवानिवृत/मृत सभी केन्दीय सिविल एवं केन्दीय सशस्त्र पुलिस बलों के पेंशनभोगियों/परिवार पेंशन भोगियों के संबंध में 01.01.2016 से संशोधित पेंशन/परिवार पेंशन उस वेतनमान/वेतन बैंड और ग्रेड वेतन, जिस पर वे सेवानिवृत्त हुए/उनकी मृत्यु हुई, में 7वें केन्द्रीय वेतन आयोग द्वारा संस्तुत वेतन मैट्रिक्स में संगत वेतन लेवल में कल्पित आधार पर उनका वेतन निर्धारित करके संशोधित की जाए। इस कार्यालय ज्ञापन में यह भी प्रावधान है कि यह संशोधन, वेतन मे संशोधन के सूत्र के आधार पर, बीच—बीच में आए प्रत्येक वेतन आयोग के तहत कल्पित वेतन का निर्धारण करते हुए किया जाएगा। 01.01.2016 की स्थिति के अनुसार, कल्पित वेतन का 50%, 01.01.2016 से संशोधित पेंशन होगी और इस कल्पित वेतन का 30% संशोधित परिवार पेंशन होगी।

2. मंत्रालयों/विभागों की जानकारी है कि पेंशन और पेंशनभोगी कल्याण विभाग के दिनांक 12.05.2017 के कार्यालय ज्ञापन में उल्लिखित उपर्युक्त आदेश के वास्तविक कार्यान्वयन में ऐसे पेंशनभोगियों को पेंशन में संशोधन को एक प्रक्रिया शामिल है, जिसमें विभागाध्यक्षों/कार्यालय प्रमुखों जिनके प्रशासनिक नियंत्रण में किसी विशेष पेंशनभोगी ने सेवानिवृत्ति​/मृत्यु से पहले कार्य किया था, संबंधित भुगतान एवं लेखा कार्यालय, सिविल पेंशनभोगियों के मामले में केन्द्रीय पेंशन लेखा कार्यालय जैसे पेंशन लेखा संगठन और रेल मंत्रालय, रक्षा मंत्रालय और डाक विभाग आदि के पेंशनभोगियों से संबंधित ऐसे ही पेंशन लेखा संगठन जैसी विभिन्न एजेंसियां सम्मिलित होती हैं। इसलिए, यह सुनिश्चित करने के लिए कि ऐसे मामलों में पैंशन संशोधन के लिए त्वरित कार्रवाई की जाए इन एजेंसियों के बीच संसंत्वित कार्रवाई अपेक्षित है।

3. तदनुसार, यद्यपि केन्द्र सरकार के 01.01.2016 से पहले सेवानिवृत्त कर्मचारियों को पेंशन में संशोधन से संबंधित मूल मामला पेंशन और पेंशन भोगी कल्याण विभाग से संबंधित है, तथापि जैसा कि दिनांक 12.05.2017 के उपर्युक्त कार्यालय ज्ञापन और इसके बारे मे उनके द्वारा जारी किए गए किसी और मूल आदेश में पहले से उल्लेख है कतिपय प्रक्रियागत कार्य हैं जी प्रत्येक मंत्रालय/विभाग में संबंधित प्रशासनिक एजेंसियो और वित्त मंत्रालय, व्यय विभाग के तहत केन्द्रीय पेंशन लेखा कार्यालय जैसे पेंशन लेखा संगठनों: रक्षा मंत्रालय के तहत रक्षा लेखा महानियंत्रक और रेल मंत्रालय और डाक विभाग आदि के तहत ऐसे ही पेंशन लेखा संगठनों को करने होंगे ताकि पेंशन और पेंशनभोगी कल्याण विभाग के दिनांक 12.05.2017 के कार्यालय ज्ञापन के अनुसार उनके आदेशों का शीघ्रातिशीघ्र उपयुक्त कार्यान्वयन किया जा सके।

4. इसलिए इस संबंध में प्रक्रियात्मक मुद्दों को परिप्रेक्ष्य में रखने के लिए और संबंधित एजेंसियों के बीच संमन्वित कार्रवाई संभव बनाने के लिए, संबंधित एजेसियों द्वारा निम्नलिखित प्रक्रियात्मक बिन्दुओं पर कार्रवाई की जानी है:

(क) व्यय विभाग, वित्त मंत्रालय

(i) कल्पित वेतन के निर्धारण के लिए फिटमेंट तालिकाएं व्यय विभाग द्वारा तैयार की जाएंगी और इस मामले में कोई और स्थायी आदेश जारी किए जाने के प्रयोजन से उपयुक्त दिशा—निर्दशों के लिए पेंशन और पेंशनभोगी कल्याण विभाग को उपलब्ध कराई जाएंंगी।

(ख) पेंशन और पेंशनभोगी कल्याण विभाग

(i) कल्पित वेतन के लिए फिटमेंट तालिकाओं के आधार पर पेंशन के संशोधन के लिए उचित दिशा-निर्देश/निर्देश केन्द्र सरकार में पेंशन संशोधन करने वाले प्रशासनिक प्राधिकरणों भुगतान और लेखा कार्यालयों तथा पेंशन लेखा संगठनों द्वारा प्रयोग के लिए जारी किए जाएंगे।

(ग) पेंशन लेखा प्राधिकरण

(i) सिविल पेंशनभोगियों के मामले में केन्द्रीय पेंशन लेखा कार्यालय तथा रक्षा मंत्रालय, रेल मंत्रालय, डाक विभाग आदि के मामले में इसी प्रकार के पेंशन लेखा कार्यालय, जीवित पेंशनभोगियों के बारे में उपलब्ध और संगत आंकड़े, यदि उनके पास ऐसे आंकड़े पहले से उपलब्ध हैं, 31 मई, 2017 तक संबंधित भुगतान और लेखा कार्यालयों को प्रदान करेंगे। यह कार्रवाई दो सप्ताह में पूरी की जायेगी। जिन मामलों में ये आंकड़े उपलब्ध नहीं हैं, ये आंकड़े पेंशन लेखा कार्यालयों द्वारा संवितरण बैंकों से प्राप्त किए जाएंगे और संबंधित भुगतान और लेखा कार्यालयों को दे दिए जाएंगे। यह कार्रवाई साथ—साथ की जाएगी और 4 सप्ताह में पूरी की जाएगी।

(ii) पेंशन लेखा कार्यालय संबंधित भुगतान और लेखा कार्यालयों को आंकड़े प्रदान करते समय, पेंशन संशोधन के मामलों पर तेजी से कार्रवाई करने में भुगतान और लखा कार्यालयों को सक्षम बनाने के लिए जहां तक संभव हो, इलैक्ट्रानिक संशोधन की एक उपयुक्त विधि भी तैयार करें।

(iii) केन्द्रीय पेंशन लेखा कार्यालय पेशन लखा कार्यालय संबंधित भुगतान और लेखा कार्यालयों को आंकडे प्रदान करते समय, पेंशन संवितरण बैकों की ऐसे मामलों में पेंशन के संशोधन के संबंध में कुछ व्याख्यात्मक उदाहरण भेजेंगे ताकि वे इस प्रयोजन के लिए सॉफ्टवेयर में उपयुक्त परिवर्तनों, यदि आवश्यक हो, पर विचार कर संके।

(घ) भुगतान और लेखा कार्यालय/विभागाध्यक्ष

(i) संबंधित भुगतान और लेखा कार्यालय, पेंशन लेखा संगठनो से आंकड़े प्राप्त हो जाने के पश्चात तत्काल और ऐसे आंकड़े प्राप्त होने के अधिकतम तीन दिन के अंदर ये आंकड़े मंत्रालयों/विभागों के विभिन्न विभागाध्यक्षों के अंतर्गत संबंधित प्रशासन, स्थापना अनुभागों/कार्यालय प्रमुखों को प्रदान करेंगे। कार्यालय प्रमुख सेवानिवृत्त कर्मचारियों को वास्तविक संख्या सुनिश्चित करने के लिए अपने रिकॉर्डों की भी जॉंच करेंगें।

(ii) मंत्रालयों/विभागों के विभिन्न विभागाअध्यक्षों के अंतर्गत संबंधित प्रशासन/स्थापना अनुभाग/कार्यालय प्रमुख ऐसे सेवानिवृत्त कर्मचारियों जिन्होंने उनके प्रशासनिक नियंत्रण में कार्य किया था, के मामलों में पेंशन और पेंशनभोगी कल्याण विभाग द्वारा 12.05.2017 को जारी किए गए आदेशों और कल्पित वेतन के प्रावधान के लिए फिटमैंट तालिका से युक्त किसी अन्य आदेश के आधार पर और संबंधित रिकार्ड के विधिवत सत्यापन के पश्चात पेंशन संशोधन की कार्रवाई करेंगे।

(iii) ऐसे मामलों में जिनमें विभागाअध्यक्षों एवं संवितरण अधिकारी के पास आसानी से रिकार्ड उपलब्ध हैं, पेंशन संशोधन की कार्रवाई तत्काल और केन्द्रीय पेंशन लेखा कार्यालय से भुगतान और लेखा कार्यालयों को पेंशनभोगियों की सूची प्राप्त होने को तारीख से अधिकतम 30 दिनों के अंदर शुरू कर दी जाएगी। ऐसे मामलों मे, संशोधित पेंशन के मामले संबंधित प्रशासन अनुभागों/कार्यालय प्रमुखों जो अपने प्रशासनिक कार्यक्षेत्र के असंगत कर्मचारियों की सेवानिवृत्ति/मृत्यु के पश्चात पेंशन मामलों पर सामान्यत: कार्रवाई करते हैं, द्वारा आगे आवश्यक कार्रवाई के लिए भुगतान और लेखा कार्यालय को भेजे जाएंगे।

(iv) ऐसे मामलों से जिनमें रिकार्ड आसानी से उपलब्ध नहीं हैं, संबंधित कार्यालय प्रभुख/विभागाध्यक्ष एसे मामलों के सत्यापन के लिए उपर्युक्त कार्रवाई सुनिश्चित करेंगे और यह भी सुनिश्चित करेंगे कि निर्धारित प्रक्रिया के अनुसार पेंशन के संशोधन में तेजी लाई जाए और आगे आवश्यक कार्रवाई के लिए उसे भुगतान और लेखा कार्यालयों को भेजा जाए।

(v) प्रशासन/स्थापना अनुभागों से संशोधित पेंशन मामले प्राप्त होने के बाद भुगतान और लेखा कार्यालय आगे उचित कार्रवाई में तेजी लाएंगे और विधिवत सत्यापित पेंशन संशोधन प्राधिकार केन्द्रीय पेंशन लेखा कार्यालय जैसे कार्यालयों को प्रदान करेंगे जो संवितरण बैकों को अविलंब आवश्यक निर्देश/प्राधिकार जारी किए जाने के उददेश्य से उसने कार्रवाई करेंगे।

(vi) संशोधित पेंशन प्राधिकार प्राप्त होते ही बैंक यह सुनिश्चित करेंगे कि संशोधित पेंशन और बकाया राशि यदि कोई हो, का भुगतान पेंशनभोगियों के खाते में समय से कर दिया जाए।

5. उपर्युक्त प्रक्रिया के आधार पर पेशन संशोधन को प्रगति पर प्रगति निगरानी सुनिश्चित करने के लिए निम्नलिखित निगरानी प्रक्रिया का भी पालन किया जाएगा:

(i) पेंशन और पेशनभोगी कल्याण विभाग समय-समय पर पेंशन संशोधन को मंत्रालय-वार प्रगति पर निगरानी रखेगा। इस प्रयोजन के लिए संबंधित पेंशन लेखा कार्यालयों अर्थात केन्द्रीय पेंशन लेखा कार्यालय, सीजीडीए आदि द्वारा मंत्रालय-वार विवरण पेंशन और पेंशनभोगी कल्याण विभाग को उपलब्ध कराया जाएगा।

(ii) विभागाध्यक्ष/कार्यालय प्रमुख के स्तर पर पेंशन संशोधन की प्रगति की निगरानी मंत्रालय/विभाग के संयुक्त सचिव (प्रशासन) दवारा साप्ताहिक आधार पर की जाएगी। प्रत्येक मंत्रालय/विभाग के वरिष्ठ अधिकारियों को बैठक में इस कार्यसूची को एक मद के रूप में शामिल किया जाएणा।

(iii) केन्द्रीय पेंशन लेखा कार्यालय और इसी प्रकार के पेंशन लेखा संगठन, भुगतान और लेखा कार्यालय, सीसीए, मंत्रालयों/विभागों तथा पेंशन और पेंशनभोगी कल्याण विभाग के नोडल अधिकारियों के पास पेंशन संशोधन के मामलों की प्रगति का एक आनलाइन डैशबोर्ड रखेगा।

(iv) मुख्य लेखा नियंत्रक/लेखा नियंत्रक/भुगतान और लेखा कार्यालयों तथा पेंशन लेखा संगठन की ओर से समय से कार्रवाई सुनिश्चित करने के लिए मुख्य पेशन नियंत्रक के स्तर पर एक साप्ताहिक प्रगति बैठक की जाएगी और महालेखा नियंत्रक, सीजीडीए और रेल मंत्रालय, डाक विभाग आदि में समान स्तरों पर मासिक आधार पर इस पर निगरानी रखी जाएगी।
