मोबाईल नंबर आधारला संलग्न करा

नवी दिल्ली : देशातील 100 कोटी मोबाईलधारकांचे मोबाईल क्रमांक त्यांच्या आधारकार्डाशी संलग्न करण्याचे आदेश सर्वोच्च न्यायालयाने आज दिले. मोबाईल सिमकार्डचा गैरवापर टाळण्यासाठी केंद्र सरकारने योग्य यंत्रणेमार्फत सिमकार्डधारकांची काटेकोरपणे नोंद ठेवण्यात यावी, असेही न्यायालयाच्या आदेशात म्हटले आहे.

"सिमकार्डचा दुरुपयोग टाळण्यासाठी न्यायालयाने हस्तक्षेप करावा' अशी मागणी करणारी जनहित याचिका नीती फाउंडेशन या स्वयंसेवी संस्थेकडून सर्वोच्च न्यायालयात दाखल करण्यात आली. याबाबतची सुनावणी सर्वोच्च न्यायालयाचे सरन्यायाधीश जगदीशसिंग खेहर आणि न्या. एन. व्ही. रामण्णा यांच्या खंडपीठासमोर सुरू आहे.
मोबाईल सिमकार्ड घेताना ग्राहकांनी सादर केलेल्या माहितीची सत्यता पडताळून पाहण्यासाठी प्रभावी यंत्रणा विकसित करण्याचे आदेश केंद्र सरकारला देण्यात यावे; अशी मागणी नीती फाउंडेशनने केली होती. यावर केंद्राने मोबाईलधारकांच्या माहितीची पडताळणी करण्यासाठी कोणती यंत्रणा उभारली आहे; याची माहिती देणे आवश्‍यक आहे. कारण यापुढील काळात मोबाईलचा वापर आर्थिक व्यवहारांसाठी करण्याच्या प्रमाणात मोठ्या प्रमाणात वाढ होणार आहे; असे मत न्यायालयाने यापूर्वीच्या सुनावणीत व्यक्त केले होते. मोबाईलधारकांची ओळख पटविण्यासाठी कोणती पावले उचलली जातील; त्याची दोन आठवड्यांत माहिती द्यावी; असे आदेशही न्यायालयाने दिले.

सध्या मोबाईलधारकांची ओळख पटविण्याची प्रक्रिया ढिसाळ स्वरूपाची आहे. मात्र यापुढे बॅंकिंग व्यवहार मोबाईलद्वारे होणार असल्याने ही प्रक्रिया काटेकोरपणे करावी. अन्यथा याच कारणामुळे राष्ट्रीय सुरक्षेला धोका उत्पन्न होऊ शकतो असेही याचिकाकर्त्यांनी निदर्शनास आणून दिले.

मतदान न करणाऱ्यांना बोलण्याचा अधिकार नाही

नवी दिल्ली (पीटीआय) - जी मंडळी मतदान करत नाहीत, त्यांना सरकारला प्रश्‍न विचारण्याचा किंवा दोष देण्याचा अधिकार नाही, असे मत सर्वोच्च न्यायालयाने नोंदवले आहे. एका सामाजिक कार्यकर्त्याने अतिक्रमण काढण्यासंदर्भात दाखल करण्यात आलेल्या याचिकेवर सुनावणी करताना न्यायालयाने हे मत व्यक्त केले.

सरन्यायधीश खेहर यांनी म्हटले, की प्रत्येक गोष्टीसाठी सरकारला दोष देता येणार नाही. जर एखादा व्यक्ती मत देत नसेल, तर सरकारला प्रश्‍न विचारण्याचा त्याला अधिकारच नाही. या पीठात न्यायधीश एन. व्ही. रमना आणि डी. वाय. चंद्रचूड यांचाही समावेश आहे. ते म्हणाले, की दिल्लीत बसून अतिक्रमणाची प्रकरणे पाहणे शक्‍य नाही. ज्या ठिकाणी अतिक्रमण आढळून येईल, तेथील उच्च न्यायालयात याचिका दाखल करावी.

दिल्लीतील एक स्वयंसेवी संस्था व्हॉइस ऑफ इंडियाकडून याचिका सादर करणारे धनेश इशधन यांनी सरकार अतिक्रमण काढण्याबाबत काहीच काम करत नाही, असे म्हटले होते. त्यासाठी देशातील अतिक्रमणे काढण्याबाबत आदेश काढावेत, अशी मागणी केली होती. यावर पीठाने आपण मतदान केले का, अशी विचारणा केली. तेव्हा इशधनने सांगितले, की मी आतापर्यंत कधीही मतदान केलेले नाही. तेव्हा संतापलेल्या पीठाने जर आपण मतदान केले नसेल, तर आपल्याला सरकारला प्रश्‍न विचारण्याचा हक्क नाही, अशा शब्दांत ताशेरे ओढले.

Budget 2017 Update – Income of Rs. 2.5 lakh to Rs. 5 lakh to be taxed at 5%

Latest Update of Budget 2017 – Finance Minster Jaitley addressing the parliament, “The present burden of taxation is on salaried employees. Therefore, post-demonetisation this class expects a reduction their burden of taxation.”

Income between Rs. 2.5 lakh – Rs. 5 lakh to be taxed at 5 per cent. “If nominal rate of taxation is kept at a lower slab, more people will come into the tax net.”

All other categories of taxpayers in subsequent brackets will get benefit of Rs 12,500. Surcharge of 10 per cent to be levied on persons earning between Rs. 50 lakh to Rs. 1 crore.

A person filing returns for the first time will not be subject to scrutiny.

The SIT on black money has decided that no transaction above Rs. 3 lakh should be permitted in cash.

Mr. Jaitley begins speaking about transparency in funding political parties. “Maximum amount of cash donation from one source will be limited to Rs. 2,000. Politcal parties will be entitled to receive donations by cheque or digital mode from donors.”

Amendment in RBI Act proposed to enable issuance of electoral bonds.”

“Tax to be levied for unoccupied houses a year after getting completion certificate. Capital Gains Tax holding period reduced from 3 years to 2 years for real estate.”

“Capital Gains tax exemption for people involved in land pooling mechanism for the creation of Andhra Pradesh’s capital city.”

“IT exemption for startups.”

“Allowance for NPAs in banks to be increased from 7.5 per cent to 8.5 per cent.”

LIC Housing Finance (up 1.44%), HDFC (up 1.03%), Dewan Housing Finance (up 1.16%), Can Fin Homes (up 2.47%) and PNB Housing Finance (up 1.15%) all gain ground after Finance Minister Arun Jaitley gives infrastructure status to affordable housing segment. Infrastructure status will give access to easier and cheaper credit facilities.

Rs. 1,31,000 crore has been budgeted for Railways for capital expenditure in 2017-18, including Rs. 51,000 crore from the government, says Mr. Jaitley, moving to the Railways portion of the Budget.

Net revenue loss in direct tax could be Rs 20,000 crore. “When my aim is right, when my goal is in sight, my winds favour me and I fly,” says Mr. Jaitley ending his Budget speech. The Finance Minister tables the Budget 2017-18.

The Minister introduces the Finance Bill. The House is adjourned till Friday.

“The Finance Minister has presented an ‘Uttam’ Budget, devoted to strengthening the hands of the poor. The merger of the Railway Budget with the general Budget will give an impetus to the transport sector’s growth. The aim of the government is to double the income of farmers. This Budget is yet again devoted to the well being of the villages, farmers and the poor. Special emphasis has been given on women empowerment in the Budget. The housing sector stands to gain immensely; The commitment to eliminate corruption and black money is reflected. This Budget will help small businesses to become competitive in the global market.”

It took 68 years to hike the minimum wage of CG Employees from Rs.55 to Rs.18000 p.m.

Almost 68-years after Independence, the Indian government has announced seven central pay commission on a regular interval. In this 68 years, since India got its Independence from British Raj there has been an impressive hike in the salaries of senior staffers working under the payroll of Central Government.

But it is quite noteworthy that the minimum wage – under which 83 per cent of the government fall – has not seen ay big changes. The salaries of junior most Central Government officials’ has increased from Rs 55 (under the 1st Pay Commission) to Rs 18,000 (under the 7CPC).

On the other side the senior most government staffers salaries have been hiked from Rs 2000 (under 1CPC) to Rs 2.5 lakh (under 7CPC). Due to this ‘inequality’ in wages most of the government officials are unhappy with the decision and had threatened for an indefinite strike several times.

After India became Independent in 1947, the minimum wage of central government employees was Rs 55 per month for next 10 years while most of the senior central government staffers took home a handsome salary of Rs 2,000 per month. In 1957 when the 2nd Pay Commission was implemented the minimum wage was increased to Rs 80 per month while maximum salary was increased to Rs 3,000 per month. The minimum wage entered into four digit under the 5th Pay Commission where the take home salary of junior most staff was increased to Rs 2,550 while at the same time senior government officials salary was increased to Rs 26,000.

After 6th Pay Commission came into effect the minimum wage came up by Rs 7000 per month from Rs 2,550 whereas the monthly salary of senior government officials rose to Rs 90,000.

Under the 7th Pay Commission slab – which was implemented almost eight years after the previous pay commission the salaries of the government employees saw a significant rise. The basic pay under the 7CPC the lowest salary was increased to Rs 18,000 from Rs 7,0000 while the salary of the senior government officials has gone up to Rs 2.50 lakh from Rs 90,000. But due to rising inflation and price rise, the junior staffers had already demanded for a hike of more than three times which is: Rs 25,000 per month.

Experts believe that in last 68 years, the government has increased the minimum wage of its central government employees by 32,727 per cent (from Rs 55 to Rs 18,000). While the salary of senior staffers has seen a drastic increase of 12,500 per cent, from Rs 2,000 per month to Rs 2.50 lakh per month. But experts believe that the disparity in the minimum wage has been a problem since British Raj, where junior staffers were paid less.
