OROP: Ex-servicemen want five-year clause dropped

Maj Gen Satbir Singh (retd), chairman of the Indian Ex-servicemen Movement (IESM), said here today that agitating ex-servicemen would not accept the clause of five years in the one rank one pension (OROP) scheme. The Union Government had added the clause while announcing OROP benefits on September 5.

Maj Gen Satbir, reacting to Defence Minister Manohar Parrikar’s statement that defence personnel who take voluntary retirement would not be entitled to OROP benefits, said VRS was not applicable to defence forces as defence personnel retire under the premature retirement scheme with an aim to keeping the forces young and physically fit.

He said defence personnel retire at an early age with pension, hence they should also be covered under the OROP scheme. The Central government should equalise pension of defence personnel every year instead of proposed every five years, as it would result in one rank five pension instead of OROP.

He expressed concern that the clause would defeat the purpose of OROP as pension of retired junior officers and other ranks would be much higher than the retired senior defence personnel, who had retired earlier.

Maj Gen Satbir said they had submitted a memorandum to the Defence Minister demanding quashing of all clauses added to the OROP scheme. The Centre Government should constitute a five-member committee comprising three retired defence personnel, one serving personnel and one from the Ministry of Defence to review equalisation of pension.

Earlier, Maj Gen Satbir addressed a gathering at Parade Ground here. He said 60,000 servicemen retire from the Indian defence forces every year, hence OROP would not put much financial burden on the Union Government.

He said the agitating ex-servicemen would hold a series of protests across the country if the Union Government did not accede to their demands till October 4.

Maj Gen C Nandwani (retd), president of the United Front of Ex-servicemen, Uttarakhand Chapter, expressed anguish at the delay in sanctioning of OROP benefits to ex-servicemen. He said same pension benefits should be given to retired defence personnel who held the same rank and had put in an equal number of years of service, irrespective of the date of retirement.

Maj Gen Nandwani said disparity in pension would not be tolerated at any cost. Senior retired defence personnel, including Maj Gen Lalji D Singh, Brig KG Behl, Brig RS Rawat, and Capt AS Bhandari, attended the rally.

What forms the backdrop of this demand is a 2013 Supreme Court verdict that quashed differential treatment to “time-scale” captains and select grade captains.


In what is linked to the government’s announcement of One Rank One Pension scheme for armed forces, at least 10 serving Navy officers have made representations to the Navy Headquarters seeking enhancement of their grade pay which may entitle them to higher salaries, pension and benefits. Sources said the Navy authorities might receive more such representations.

The hikes sought, though seemingly minuscule, will put them in a higher pay band thereby entitling them to much higher benefits under the seventh Central Pay Commission and OROP, the officers have said.

  Select grade captains are officers promoted to the rank of a captain on clearing selection boards. Those who do not clear the selection boards become captains on completion of 26 years of service.
One of the “time-scale” captains, in his letter to the Navy Headquarters, has sought that his “grade pay” be increased from Rs 8,700 per month to Rs 8,900 per month. Speaking on the condition of anonymity, the navy officer said: “The seventh Central Pay Commission is currently preparing its report. It may look like a fight for just Rs 200, but it is not so. A grade pay of Rs 8,900 puts officers in a different pay band that would entitle them to enhanced benefits under the Central Pay Commission recommendations. In the light of the OROP, the hike may also affect our pensions substantially.”

Select grade captains who spend three years in the rank enjoy a higher grade pay of Rs 8,900 per month equivalent to a Commodore, while “time scale” receive Rs 8,700. Also, retirement age for selection grade captains in 56 years, while their “time-scale” counterparts retire at 54.
In 2013, “time-scale” captains approached the Supreme Court seeking extension of their service by two years.

Senior Indian army officer warns of ‘attacking’ Pakistan Army HQ

SRINAGAR: A senior Indian army officer has said attacking Pakistan Army headquarters in Rawalpindi was an option with the Indian army.    Brigadier J S Cheema of the Indian army’s Baramulla-based 19th Infantry Division made these remarks while addressing a conference organized by the Army to commemorate the 50th anniversary of the end of 1965 war at Army’s strategic Srinagar-based 15 Corps headquarters, said a report published in Rising Kashmir.

“What are we waiting for? Another 26/11?” he said.

Brig Cheema said New Delhi should deal with Islamabad the way the United States dealt with Pakistan when it carried the Operation Neptune Spear in May 2011 that resulted in the death of the former Al-Qaeda chief, Osama Bin Laden in Abbottabad, Pakistan.

He said Indian Army had already carried attacks inside another country – Myanmar – by attacking the camps of its rebel leaders and attacking Pakistan Army headquarters would not be something new.

Indian Army had “crossed over to Myanmar territory” and launched a massive search involving hundreds of Army men and helicopters to track down the rebels during the operation.

Brig Cheema also said that the Army needs to play a role in making the separatist leadership in
Kashmir irrelevant.

Brig Cheema said if Army does not indulge in human rights violations, separatists would be marginalized.

Chalking out roles for the Army, he said, “Our job is to maintain the sanctity of the borders and help in maintaining peace in the hinterland.”

Major General Raj Shukla of the 19th Infantry Division, in his speech said, New Delhi need not worry about the growing Islamabad-Beijing military partnership.

“China has never come to the rescue of Pakistan in wars,” he said. “That kind of military assistance is not forthcoming although there is transfer of military technology and the economic corridor coming up between the two countries.”
