India got off to a great start at Commonwealth Games 2018 as weightlifter P Gururaja opened the country's account on the first competition day by claiming a silver in the men's 56kg category at Gold Coast, Australia.

India got off to a great start at Commonwealth Games 2018 as weightlifter P Gururaja opened the country’s account on the first competition day by claiming a silver in the men’s 56kg category at Gold Coast, Australia. The 25-year-old equalled his personal best of 249kg (111+138) to finish second in a field where Malaysia’s three-time Commonwealth Championships medallist Muhammad Izhar Ahmed (117+144) broke the Games record for snatch and overall lift.

Gururaj survived a few nervous moments and failed in his first two attempts before managing a good lift off his last chance to zoom to the top half of the table. The third position was taken by Sri Lanka’s Lakmal Chaturanga (114+134). So, who is P Gururaj, the man who made India proud at the Commonwealth Games 2018?

Gururaj is the son of a truck driver and had aspired to be a wrestler for the longest time before being pushed into weightlifting by a watchful coach who saw potential in him. He is a low-ranking Indian Air Force employee and is a quintessential Indian sports story of immense hardships and just a tiny bit of luck.

The 25-year-old comes from a small village in Karnataka and the moment of glory at Commonwealth Games didn’t come easy for him. “When I started in 2010, in the first month of my training, I was so frustrated because I didn’t even know how to lift a bar. It was too heavy for me,” he said after the win.

Gururaj was inspired by Indian wrestler Sushil Kumar and wanted to take up the sport but his coach taught him how to weightlift.

“I remember I had seen Sushil Kumar wrestle in the 2010 CWG, I was just starting weightlifting at that time. When I saw him I really wanted to take up wrestling. Then I met my coach Rajendra Prasad who taught me weightlifting,” he added.

Government sets up an IT Grievance Redressal Mechanism to address the grievances of taxpayers due to technical glitches on GST Portal

It has been decided by the Government to put in place an IT-Grievance Redressal Mechanism to address the difficulties faced by a section of taxpayers owing to technical glitches on the GST portal. In this regard, GST Council has delegated powers to an IT Grievance Redressal Committee to approve and recommend to the GSTN the steps to be taken to redress the grievance and provide relief to the taxpayer. The relief could be in the nature of allowing filing of any Form or Return prescribed in law or amending any Form or Return already filed. However, where the problem relates to individual taxpayer, due to localised issues such as non-availability of internet connectivity or failure of power supply, this mechanism shall not be available.

The mechanism inter alia envisages that taxpayers shall make an application to the field officers or the nodal officers where there was a demonstrable glitch on the Common Portal in relation to an identified issue, due to which the due process as envisaged in law could not be completed on the Common Portal. The IT Grievance Redressal committee shall examine and approve the solutions as may be necessary for an identified issue.

The Circular also seeks to address the problems faced by the taxpayers who could not complete the process of filing of TRAN-1 by due date, due to IT-glitch such that the process of digitally signing/ validating TRAN-1 could not be completed. The taxpayer would be allowed to complete the process of filing such TRAN 1, stuck due to IT glitches, by 30th April 2018 and the process of completing filing of GSTR 3B which could not be filed for such TRAN 1 shall be completed by 31st May 2018.

The last date for filing of TRAN 1 is not being extended in general and only the taxpayers, who have been identified in terms of the circular issued in this regard, shall be allowed to complete the process of filing TRAN-1.

The decision relating to filing of TRAN-1 shall benefit 17,573 taxpayers who shall consequently be able to avail Rs. 2582.98 cr. as CGST credit and Rs. 1112.77 cr. as SGST credit. For further details, circular no. 39/13/2018-GST dated 03.04.2018 may be downloaded from the website www.cbec.gov.in.

Income ceiling of parents/guardian increased to Rs.2.5 lakh per annum for Pre-Matric scholarship to SC students

Pre-Matric Scholarship Scheme to Scheduled Caste students studying in classes IX and X and Post Matric Scholarship Scheme to SC students are centrally sponsored Schemes and implemented by State Governments/UT administrations. The Ministry of Social Justice and Empowerment releases the Central Assistance to States/UTs towards the total expenditure under the scheme, over and above their committed liability.

All the scheduled Caste students whose parental/Guardian's income does not exceed Rs. 2.5 lakh per annum, are provided scholarship as per regulation of scheme.

Under Pre-Matric Scholarship Scheme to SC students, the department has increased the annual income ceiling of parents/guardian from Rs. 2.00 lakh to Rs. 2.5 lakh per annum w.e.f. 19th September 2017.

This information was given by Minister of State for Social Justice and Empowerment Shri Vijay Sampla in a written reply in Lok Sabha today.
