Mumbai becomes first Indian city with 8 women police station in-charge

Mumbai: Mumbai, also known as the financial capital of India, has added another feather to its cap, becoming the first city of the country to have as many as eight women police station in-charges.

Mumbai police is quite enthusiastic about these ladies heading their respective police stations and they expect that soon the number of stations led by women officers will be more.

Taking to Twitter, Mumbai Police wrote, “Eight women police station in-charges a first in any city in the country, protecting the good and destroying the evil, with a smile each day.”

While in the present scenario when cases of violence against women are on the rise, Mumbai Police has ensured that women are the helm guarding the city.

The names of the eight women police station in-charges are–Alka Mandave (Airport Police Station), Rashmi Jadhav (Cuffe Parade Police Station), Mrudula Lad (Sion Police Station), Lata Shirsat (Sahar Police Station), Jyotsna Rasam (Vanrai Police Station), Rohini Kale (Pantnagar Police Station), Vidhyalaxmi Hiremath (Aarey Police Station) and Kalpana Gadekar (BKC Police Station).

Rashmi Jadhav, in charge of Cuffe Parade Police Station said that being female in charge of a police station, will help women and it will be more comfortable for girls and women to come and report crimes against them.

Soldiers to get salute at toll plazas

Pune: Now, soldiers will be given a salute or standing ovation at the toll plazas while on the move. All personnel of the armed forces are exempted from paying toll tax while on official duty.

After getting complaints of rude behaviour meted out to soldiers by toll plazas staffs, last week, the National Highways Authority of India (NHAI) issued a policy circular stating, “The armed forces personnel deserve the highest regard and should be given due respect at the toll plaza including salute or standing ovations as deemed fit.”

The circular dated December 6 is issued by NHAI General Manager (IT & HO) Shailesh Yadav. “A lot of complaints are received from armed forces personnel that toll plazas agencies are not honouring the directions of the Ministry of Road Transport and Highways (MoRTH) and are not allowing exemption from toll fee while discharging their official duty. In-spite of personnel/ officers showing their identity card and explaining that they are on official duty, toll plaza employees often use harsh languages and ask for further proof,” the circular noted.

Taking note of the complaints, the NHAI also ordered that only a competent authority or officer of the toll operating agency, and not the lower staff, can check the identity cards in case of any doubt.

“Considering the unparalleled service of armed forces towards the safety and security of the country, such type of rude behaviour is not acceptable. The toll plaza agencies are directed to train the toll operating staff accordingly to pay due respect to armed forces/ salute their selfless dedication to country. The verification of I-card of armed forces personnel should be done by some senior/competent authority and not left to the untrained lowest staff,” the diktat ordered.

The Indian Tolls (Army & Air Force) Act, 1901, provides for exemption from toll charges to all members of the armed forces. However, the controversy occurred after a letter issued by the MoRTH said only those ‘on duty’ would be entitled to the exemption. This resulted in toll operators insisting defence personnel pay toll charges and this often led to misbehaviour by toll attendants. As the tussle between defence forces and the transport ministry escalated, the matter was dragged to court and later the Supreme Court (SC) also ruled in favour of the armed forces, upholding the exemption.

Now, the NHAI, while extending relief to the armed forces, has asked the toll operators that in case of any doubt, the benefit must be given to the defence persons.

“It is needless to emphasise that considering the extreme sacrifice of armed forces to the nation, in case of doubt with respect to nature of their official duty, a benefit of the doubt
should be given appropriately to armed force personnel,” it said.

7th Pay Commission: Revised pay matrix table as notified by Finance Ministry

The Finance Ministry in its resolution dated May 16 said that the Government of India has accepted the recommendations made by the 7th Pay Commission. The Government has considered it necessary to make the following changes in the recommendations of the pay panel in respect of the certain categories of employees the resolution also said.

Here are the categories:

  1. The Defence Pay Matrix, (except Military Nursing Service (MNS)), which has 24 stages shall be extended to 40 stages similar to the Civil Pay Matrix.
  2. The Index of Rationalisation (IOR) of Level 12A and 13 of Defence Pay Matrix shall be enhanced from 2.57 to 2.67. The Defence Pay Matrix (except MNS) shall, accordingly, be revised.
  3. To rectify the factual errors appearing in Level 10B and Level-12 of the pay matrix of MNS and in view of the changes in the IOR in the Defence Pay Matrix, the first stage of corresponding Levels of Pay Matrix of MNS shall also change. Accordingly, the Pay Matrix (MNS) shall be revised;
  4. The IOR of Level-13 of Civil Pay Matrix shall also be enhanced from 2.57 to 2.67. Accordingly, the Civil Pay Matrix shall be revised.
  5. The provision shall be revised to the extent that the benefit of pay protection in the form of personal pay of officers posted on deputation under Central Staffing Scheme, as envisaged therein, shall be given effect from 1st January, 2016 instead of 25th July, 2016.
  6. Further, this benefit shall also be extended to officers from Services under Central Staffing Scheme, coming on deputation to Central Government, on posts not covered under Central Staffing Scheme.

Bhagat Singh, a hero across borders: Pak observes death anniversary

Lahore, Mar 24: The civil society members and academics in Pakistan have demanded a public apology from the British Queen for the 'unjust killings' of Indian freedom fighters Bhagat Singh, Rajguru and Sukhdev as the country marked their 86th death anniversary.

The main event was organised by the Bhagat Singh Memorial Foundation at Lahore's Fawara Chowk on Thursday where the three freedom fighters were hanged on March 23, 1931.

Amid high security, the participants attended the memorial ceremony and urged the British Queen to visit Shadman Chowk and tender a public apology for the murder of the trio.

Adopting a resolution, the activists also demanded the Queen should apologise to India and Pakistan and to the families of the freedom fighters, besides paying pecuniary compensation for the 'unjust killings'.

The civil society members also held a light vigil to remember the sacrifices of the freedom fighters.

Some descendants of Bhagat's family, including Sardar Hakoomat Singh, Gurjit Dhat, Abhe Singh Sindhu, Kiran Jeet Singh and Sardar Sukhvendra Singh Sanga delivered telephonic speeches from Canada and India.

'We will not forget the courage and sacrifice of Shaheed Bhagat Singh and his companion. Singh will be echoed against every imperialistic regime,' said Abdullah Malik, president of Bhagat Singh Foundation Pakistan.

He criticised the Punjab government for not honouring the freedom fighters and not renaming Shadman Chowk as Shaheed Bhagat Singh Chowk.

Foundation's chairman Imtiaz Qureshi said people such as Bhagat and his comrades were born in centuries and their great sacrifice would always be remembered.

On the order of the Lahore high court, the Lahore police provided security for the event which had faced threats from 'religious extremists'.

Taran Geet Sing, Amir Sohail and other Sikh students also spoke on the occasion and paid rich tributes to freedom fighters.

The Dyal Singh Research and Cultural Forum also held a separate function at the Dyal Singh Auditorium Lahore to pay tributes to the three freedom fighters.

Forum's director Ehsan Nadeem said the sacrifice of Bhagat Singh lit the candle of freedom that wiped out British colonialism.

Punjab University's Dean of Social Sciences Iqbal Chawla said unlike Gandhi, founder of Pakistan Muhammad Ali Jinnah had supported Bhagat's struggle and declared it was legal.

'It was Maulana Zafar Ali Khan who in a poem declared Bhagat Singh a martyr. All this indicated Muslims' love for Bhagat Singh and the Sikh community,' he said.

Your PAN card will be invalid if not linked to Aadhaar

 

As you must be aware by now that your Aadhaar card is mandatory for filing income-tax returns from July 1. But now, your Aadhaar will have to be linked to Permanent Account Number or else your PAN will be invalid after December 31.

According to the amendments to the Finance Bill, taxpayers will be required to link their PAN cards with Aadhaar numbers. And for those who have not linked their PAN cards to Aadhaar numbers before the deadline will be deemed invalid. All the taxpayers have been told to have a PAN number to file income tax returns and for those who do not come under the tax slab also use the PAN card as the proof of identity.

Over the past few years, the Centre has linked Aadhaar to a growing list of subsidies and schemes. Recently, the ministry of human resource development had announced that the midday meal would no longer be free for those children without an Aadhaar card. However, the government currently has no proposal to link Aadhaar numbers with railway passes.

With Aadhaar card connected to the PAN card, and effectively with bank accounts, the government will be now able to track the income and expenditures of millions of Indians each time there is a transaction that involves a bank account.

Earlier, Finance Minister Arun Jaitley said that Aadhaar may become the only identity card in future replacing all other types of identity cards such as Voter ID and PAN, while making it mandatory for filing of Income Tax returns in order to curb tax evasion and frauds.

आधार जोडणी न केल्यास डिसेंबरनंतर पॅन क्रमांक होणार अवैध?

नवी दिल्ली : येत्या ३१ डिसेंबरनंतर पॅन कार्ड क्रमांकास आधार क्रमांक जोडणे बंधनकारक करण्याचा विचार केंद्र सरकार करीत आहे. या जोडणी अभावी तुमचा पॅन क्रमांकच अवैध ठरू शकतो. आधार विस्तार व्यापक करण्यासाठी केंद्र सरकार हे पाऊल उचलत आहे.

सूत्रांनी सांगितले की, सध्या सर्व करदात्यांना तसेच प्राप्तीकर विवरणपत्र दाखल करणाऱ्यांना पॅन क्रमांक बंधनकारक आहे. ओळखीचा पुरावा म्हणूनही अनेक जणांकडून पॅनकार्डचा वापर केला जातो.

तथापि, सरकारच्या म्हणण्यानुसार, अनेक पॅन कार्डे खोटी व बोगस माहिती देऊन मिळविण्यात आली आहेत. आधार कार्ड जोडणी केल्यास बनावट पॅन क्रमांक आपोआप रद्द होतील. डिसेंबरनंतर ती अवैध ठरविण्याचा सरकारचा विचार आहे.

एका वरिष्ठ अधिकाऱ्याने नाव न छापण्याच्या अटीवर सांगितले की, पॅनला आधारशी जोडण्यासाठी सरकारने ३१ डिसेंबर ही तात्पुरती अंतिम तारीख ठरविली आहे. या वर्ष अखेरपर्यंत आधार नोंदणी पूर्ण होण्याची शक्यता आहे. त्यामुळे ही तारीख ठरविण्यात आली आहे. सूत्रांनी सांगितले की, आजघडीला १.0८ अब्ज भारतीयांनी आधार नोंदणी केली आहे.

स्टेंट बँक आॅफ इंडियाचे मुख्य समूह आर्थिक सल्लागार सौम्य कांती घोष यांनी सांगितले की, ९८ टक्के प्रौढ नागरिकांकडे आधार कार्ड असल्याचा अंदाज आहे. त्यामुळे या वर्ष अखेरची मुदत व्यवहार्य ठरते.

'I told them to kill me': Indian soldier who was held captive in Pak after straying across LoC

An Indian soldier, who was returned by Pakistan after holding him captive for four months said he often prayed for death while being tortured in their custody.

"I was assaulted. I told them: Kill me. I realised that this was the end of the road for me," Chandu Babulal Chavan, who was handed over to India on January 21 , said on Friday in conversation with a Marathi channel.

The 22-year-old had crossed into Pakistan on September 29, the day India hit terror launch pads across the line of control (LoC), 10 days after an attack by suspected Pakistani militants on a camp in Uri that killed 19 soldiers.

Chavan was posted on the LoC in the Poonch sector of Jammu and Kashmir.

Describing the scenario after he was caught by Pakistani soldiers after straying across the border, Chavan said, "they checked me, took out my clothes, put on black robes (on me) and took me away in a vehicle."

"I was put in a room which was always dark. I did not understand a thing. The bathroom and toilets were also in the same room," the soldier, who returned to his native Borvihir village in Dhule district, earlier this month, told the channel.

"When I used to bang my head and ask them to kill me, they gave me injection doses. They used to beat me. There came a time that I didn't have any more tears in my eyes," he said.

"I did not understand whether it was day or night. I remembered my family in those harrowing times. I used to pray God to end my life," he said.

Describing the Pakistani torture, he said, "They used to give me sedatives through injection. They put drops in my ear when it was bleeding."

"There was a time when I told my captors that I had crossed into Pakistan to avenge the Uri terror attacks," he said.

सिंधू पाणी करार : भारतीय शिष्टमंडळ पाकमध्ये दाखल

नवी दिल्ली : सिंधू पाणी करारावरील वादांवर तोडगा काढण्यासाठी स्थापन करण्यात आलेल्या सिंधू आयोगाच्या बैठकीसाठी 10 भारतीय अधिकाऱ्यांचे शिष्टमंडळ आज (सोमवार) पाकिस्तानमध्ये दाखल झाले.

पाकिस्तानचे वरिष्ठ अधिकारी आणि भारतीय उच्चायुक्तालयातील अधिकाऱ्यांनी वाघा सीमेवर भारतीय शिष्टमंडळाचे स्वागत केले. माध्यमांचे प्रतिनिधी वाघा सीमेवर आले होते, परंतु त्यांना शिष्टमंडळाला भेटण्याची परवानगी देण्यात आली नाही. तिथून कडेकोट सुरक्षा व्यवस्थेमध्ये हे शिष्टमंडळ भूमार्गानेच राजधानी इस्लामाबादकडे रवाना झाले.

इस्लामाबाद येथे ही दोनदिवसीय बैठक आजपासून (ता. 20) सुरू होत आहे. सिंधू आयोगाचे भारतातील आयुक्त पी. के. सक्‍सेना यांच्या नेतृत्वाखाली दहाजणांचे शिष्टमंडळ या बैठकीमध्ये सहभागी होणार आहे. या बैठकीमध्ये पाणीवाटप करारानुसार भारताला मिळालेल्या हक्कांची जाणीव पाकिस्तानला करून देण्याचा भारत सरकारचा उद्देश आहे.

पाक पंतप्रधान शरीफ गायत्रीमंत्रात झाले तल्लीन

शरीफ यांनी हिंदूंच्या सणाला उपस्थिती लावत गायत्री मंत्राला दाद दिल्याने पाकिस्तानसह भारतात या कार्यक्रमाला प्रसिद्धी मिळत असून, हा व्हिडिओ सोशल मीडियावर व्हायरल होत आहे.

नवी दिल्ली/कराची : पाकिस्तानात अल्पसंख्यांक असणाऱ्या हिंदूंनी होळीनिमित्त आयोजित कार्यक्रमाला पंतप्रधान नवाझ शरीफ यांनी आवर्जून उपस्थिती लावली. एका युवतीने केलेल्या गायत्री मंत्राच्या गायनाला त्यांनी टाळ्या वाजवून दिली.

शरीफ यांनी हिंदूंच्या सणाला उपस्थिती लावत गायत्री मंत्राला दाद दिल्याने पाकिस्तानसह भारतात या कार्यक्रमाला प्रसिद्धी मिळत असून, हा व्हिडिओ सोशल मीडियावर व्हायरल होत आहे.

पाकिस्तानातील हिंदू समुदायाने होळीचा उत्सव मोठ्या उत्साहात साजरा केला. कराचीमध्ये शहरात विविध ठिकाणी कार्यक्रमांचे आयोजन करण्यात आले होते. नरोधा मालिनी या तरुणीने आपल्या सुरेल आवाजात गायत्री मंत्राचे पठण करीत उपस्थितांची मने जिंकली.
मुस्लिम स्त्रिया व पुरुषांनी तल्लीन होऊन ऐकत असल्याचे या
व्हिडिओ क्लिपमध्ये दिसत आहे. शरीफ यांनी लक्ष देऊन तिचे गायन ऐकले आणि शेवटी टाळ्या वाजवून तिला दाद दिली.

शरीफ म्हणाले, "कोणताही संकोच न बाळगता कराचीच्या प्रत्येक भागात होळी साजरी करण्यात येत आहे हे पाहून मला आनंद होत आहे. पाकिस्तानात ठराविक धर्म स्वीकारण्यासाठी कोणीही इतरांना जबरदस्ती करू शकत नाही."

'हॅप्पी होली' म्हणत शरीफ अल्पसंख्यांकाना सर्वसमावेशक संदेश दिला.

Social-Media Video Released by Sepoy SJ Lakhubahi

1.         With reference to the recent video uploaded by an individual of the Army Medical Corps (AMC), played on few TV channels, the matter has been investigated. The individual concerned is Sepoy Sindhav Jogidas Lakhubahi employed in AMC in the trade of ‘Housekeeper’. He has rendered nearly three years of service in the Army.

2.         Investigations have revealed the following facts:-

(a)        While on his initial posting at Military Hospital (MH) Ranikhet, Sepoy Sindhav was late in rejoining duties after availing the leave for 2015.  He was awarded Pay Fine for unauthorized absence from duty.

(b)        The Sepoy applied for premature release from the Army for which his application was duly processed. The AMC Records, considering his limited service, advised counseling of the individual before taking the final decision. After the counseling, the individual changed his mind and decided to continue in service. He however, sought posting to a ‘field’ location.

(c)        Subsequently, while still at MH Ranikhet, he, while on duty at the ICU, refused to obey instructions of Duty Nursing Officer to clean ‘bed pan’ of a bed-ridden patient at the hospital. It is to be noted that the task which he refused to perform, was a mandated task of his trade of Housekeeper. For this act of indiscipline, the Sepoy was awarded Seven Days Imprisonment within the Unit.

(d)       Subsequent to his release from confinement, while on leave in January 2016, the individual submitted written complaints to the PM, RM and Director General of Medical Services, Army (DGMS-Army) against CO MH Ranikhet and OIC Section Hospital Haldwani. The complaints were independently investigated through a ‘One-Man Inquiry (OMI)’ and were found to be baseless. A Staff Court of Inquiry by the Formation HQ also found him blameworthy for having violated the established Chain of Command and laid down Chain of Correspondence. He was tried summarily for this act of indiscipline and awarded 14 Days Pay Fine.

(e)        As per his request, the individual was posted to a MH in ‘field’ (Leh) and dispatched on posting on 27 February 2017. The individual is currently in transit to his place of posting.

3.         It must be noted that the individual has never been employed as ‘Buddy’ of any officer or JCO nor has he ever been asked to perform such a duty. His allegations related to this and ill-treatment of jawans by superiors, are false and baseless.

4.         It may also be noted that even in an earlier instance of a jawan putting allegations through a video uploaded on Social Media, of ill-treatment of ‘Buddies’, the said jawan also had never ever been employed as ‘Buddy’ of any officer or JCO in his 15 years service. The media must, therefore, verify the factual information from Army before going public on such issues that cast defamatory allegations on the institution of Indian Army.

5.         The operational and professional effectiveness Indian Army which rests on bedrocks of discipline, trust and spirit de corps cannot be diluted based upon false and non-existent perceived grievances and misdemeanors of a few.

Mos Defence, Dr. Subhash Bhamre attends international Women’s Day workshop at research centre Imarat

International Women’s Day for the year 2017 was celebrated at Research Centre Imarat, Dr APJ Abdul Kalam Missile Complex, in Hyderabad today. ASL, the nodal laboratory for the event organized a National workshop on Mahila Unleashing Dynamism in Research Areas “MUDRA”, which showcased women as “Dynamic Leaders” in decision making in DRDO for the achievement of R&D in all spheres.

The Minister of State for Defence, Dr Subhash Bhamre, and the Telangana Minister of IT Shri K.T. Rama Rao were the Chief Guest and Guest of Honour respectively. The event was also attended by Secretary DD R&D and Chairman DRDO, Dr S. Christopher, Scientific Advisor to the Defence Minister and DG (Missiles and Strategic Systems), Dr G. Satheesh Reddy, Chief of Integrated Defence Staff, Lt. Gen Satish Dua. Invited Talks were organized on issues related to Women’s Empowerment and Challenges faced by women in day to day life. A panel discussion on “Challenges faced by women in Research areas” was also conducted.

Dr. Bhamre in his address complimented the efforts of women scientists of DRDO and said “Due to significant national contributions from our women scientists, we have come a long way since our independence, from mere buyers of technology to those of who have made science and technology as an important contributor for national development. Sustained efforts of our women scientists have made the country a reckonable power in many areas and have propelled us to the elite club of Nations.”

“Government of India has taken many initiatives to promote female child development and women empowerment like Beti Bachao and Beti Padhao, Mahila e-Haat, Rashtriya Mahila Kosh, Women of India Exhibitions and other important programmes. In recent years, there has been a paradigm shift in effective women participation in all walks of life but still there is a strong need to orient more and more women towards Science and Technology.”

The Minister of State for Defence said, “I urge upon the young women scientists present here to take the lead and promote science and technology among female students at various schools, colleges, universities and other academic institutions. You have to be the much needed catalyst for raising scientific temper among students. The future of this great nation, India is equally in your hands; mould it the way you dream and keep inspiring all of us.”

The Telangana Minister of IT and Industries & Commerce stressed on breaking stereotypes and lauded efforts of women in national development.
In his message, Dr S. Christopher said, “the women across the globe have set a benchmark not only in the areas of science and technology but in all spheres of work. The dynamic contribution of women professionals has enabled our organisation to scale greater heights.” He also said, “women should not think they are nothing but also should not imagine that they are everything. But should always think that they are something and capable of doing everything.”

Dr. G. Satheesh Reddy said, “I have always been inspired by the women employee’s commitment, achievements and innovations. The women of DRDO have played an important role in the successful missions and have contributed immensely in strengthening the path of self-reliance in defence technologies.

INS Tillanchang commissioned at Karwar

INS Tillanchang, a Water Jet Fast Attack Craft (WJFAC) was commissioned into the Indian Navy by Vice Admiral Girish Luthra, the Flag Officer Commanding-in-Chief Western Naval Command, at Karwar today.

INS Tillanchang is the third ship of four follow-on WJFAC built by the Garden Reach Shipbuilders and Engineers (GRSE) Kolkata. The first two ships of the class, IN ships Tarmugli and Tihayu were commissioned in 2016 and are based at Visakhapatnam. The ship has been indigenously designed and built and is an upgrade from the Chetlat class of Fast Attack Craft that the Indian Navy possesses.

Speaking on the occasion Vice Admiral Girish Luthra said that these ships play a vital role in light of security environment in the country and are designed to take on both conventional and asymmetric threats.  He apprised the gathering that Tillanchang was able to achieve the fastest speeds among all WJ FACs during the speed trials. 

INS Tillanchang is about 50 m long and powered by three waterjet propulsion system, which give it speeds of over 35 knots. The ship is armed with a 30 mm main gun and a number of light, medium and heavy machine guns to undertake operations at sea. It is manned by 50 personnel. Tillanchang, commanded by Commander Adit Patnaik, is an ideal platform for a number of missions like Coastal and Off-shore Surveillance, EEZ Control, Law Enforcement as well as non-military missions such as Search and Rescue, Humanitarian Assistance and Disaster Relief.

INS Tillanchang will be based at Karwar under the operational control of the Flag Officer Commanding, Karnataka Naval Area.

नवी दिल्ली, दि. 12 - पंतप्रधान नरेंद्र मोदींनी देशाच्या 2022 च्या भारताचे स्वप्न देशवासियांसमोर ठेवले आहे. 2022 साली भारताच्या स्वातंत्र्याला 75 वर्षे पूर्ण होणार आहेत. याआधी संधी मिळालेल्या प्रत्येक सरकारने देशाच्या प्रगतीस हातभार लावला आहे. आम्ही प्रत्येकाचे योगदान मान्य करतो. मात्र 2022 च्या भारताच्या स्वप्नांची पूर्तता करण्यासाठी सर्वांना एकजुटीने मोहीम हाती घ्यावी लागेल, असे आवाहन मोदींनी केले.

पंतप्रधान नरेंद्र मोदींनी आज भाजपा मुख्यालयात झालेल्या विजयोत्सवात कार्यकर्त्यांना संबोधित करताना पक्षाला मिळालेल्या विजयाबद्दल पक्षाध्यक्ष अमित शहा आणि कार्यकर्त्यांचे अभिनंदन करत मतदारांचे आभार मानले.

यावेळी मोदींनी पक्षाच्या कार्यकर्त्यांनी विनम्रपणे काम करून जनतेच्या आशा आकांक्षा पूर्ण कराव्यात असा सल्ला दिला. उत्तर प्रदेश आणि उत्तराखंडमधील बंपर विजयानंतर भाजपामध्ये उत्साहाचे भरते आले आहे. भाजपाने उत्तर प्रदेशमधील विजयाचे सर्व श्रेय पंतप्रधान नरेंद्र मोदी यांना दिले असून, त्या निमित्त मोदींचा भाजपा कार्यालयात सत्कारही करण्यात आला. हा सत्कार स्वीकारण्यासाठी पंतप्रधान नरेंद्र मोदी रोड शो करत 11 अशोक रो़ड येथील भाजपा मुख्यालयाकडे आले. यावेळी पंतप्रधानांचे अभिनंदन करण्यासाठी भाजपा कार्यकर्ते तसेच नेत्यांनी गर्दी केली होती.

"देशात भावनिक मुद्यावरून अनेक लाटा येऊन गेल्या आहेत. भावनिक मुद्दे नसताना मोठ्या प्रमाणावर मतदान होणे, विशेष आहे. त्यामुळे या पाच राज्यातील निवडणुकांकडे मी नव्या भारताची निर्मिती होत असल्याचे संकेत म्हणून पाहत आहे. या निवडणुकीतून देशात बहुसंख्येने असलेला युवक, महिला यांच्या आकांक्षा प्रकट झाल्या आहेत." असे मोदी म्हणाले.

यावेळी भाजपाच्या बंपर यशामुळे हुरळून न जाता विनम्र राहण्याचा सल्लाही मोदींनी कार्यकर्त्यांना दिला. ते म्हणाले, "जगातील प्रत्येक गोष्ट आपल्याला काही ना काही शिकवते, वृक्षवेलीही शिकवतात. ज्या झाडाला फळे येतात ते झाड नेहमी झुकलेले असते. भाजपाच्या विशाल वटवृक्षाला आता विजयरूपी फळे येऊ लागली आहेत. तेव्हा त्यामुळे आता आपली झुकण्याची वेळ आहे. विनम्र होण्याची वेळ आहे."

मनोहर पर्रीकरांची घरवापसी! गोव्यात भाजपाचे सरकार?

पणजी, दि. 12 - मोदींच्या मंत्रिमंडळातील विश्वासू सहकारी असलेल्या मनोहर पर्रीकर यांची घरवापसी होणार आहे. मनोहर पर्रीकर मुख्यमंत्री होणार असतील तरच पाठिंबा देऊ, अशी अट गोव्यातील स्थानिक पक्ष आणि अपक्षांनी घातल्याने पर्रीकर यांनी संरक्षण मंत्री सोडून गोव्यात परतण्याचा निर्णय घेतला आहे. दरम्यान, पर्रीकरांनी मगोप, गोवा फॉरवर्ड ब्लॉक आणि अपक्षांसोबत राज्यपालांची भेट घेत गोव्यात सरकार स्थापन करण्याचा दावा केला. त्यामुळे गोव्यात काँग्रेसपेक्षा कमी जागा मिळाल्यानंतरही भाजपाचे सरकार स्थापन होणार हे निश्चित झाले आहे.

आज महाराष्ट्रवादी गोमंतक पक्ष आणि गोवा फॉरवर्ड ब्लॉक या दोन स्थानिक पक्षांच्या प्रत्येकी तीन आमदारांनी आणि दोन अपक्ष आमदारांनी मनोहर पर्रिकर यांच्या नेतृत्वाखाली गोव्यात सरकार स्थापन करण्यासाठी भाजपाला पाठिंबा दिला.

त्यानंतर मनोहर पर्रिकर यांनी राज्यपालांची भेट घेत सरकारस्थापनेचा दावा केला.

काल लागलेल्या विधानसभेच्या निकालांमध्ये गोव्याचे मुख्यमंत्री लक्ष्मीकांत पार्सेकर यांच्यासह भाजपच्या अनेक मातब्बर मंत्र्यांना पराभव पत्करावा लागला होता. मात्र कुठल्याच पक्षाला बहुमत न मिळाल्याने गोव्यात सरकार स्थापन करण्यासाठी चुरस निर्माण झाली होती. त्यात मगोपाच्या सुदीन ढवळीकर आणि गोवा फॉरवर्ड ब्लॉकच्या विजय सरदेसाई यांनी भाजपाला पाठिंबा दिल्याने भाजपा सत्तास्थापनेजवळ पोहोचला आहे.

दरम्यान, "आम्ही राज्यपालांची भेट घेतली, त्यांच्याकडून आमंत्रण मिळण्याची अपेक्षा आहे. सत्ता स्थापनेचं आमंत्रण मिळाल्यानंतर आम्हाला पाठिंबा देणा-यांसोबत चर्चा करून शपथ घेण्याची तारीख ठरवू," असे मनोहर पर्रिकर यांनी प्रसारमाध्यमांशी बोलताना सांगितले. तर "मनोहर पर्रिकरांनी संरक्षण मंत्रीपदाचा राजीनामा अजून दिलेला नाही, गोव्याचे मुख्यमंत्रीपद स्वीकारण्याआधी त्यांना राजीनामा द्यावा लागेल, " असे नितीन गडकरी म्हणाले.

Fresh from BJP's landslide win in UP and Uttarakhand after a bitter and often divisive campaign, Prime Minister Narendra Modi today talked about inclusivity and pitched for building a 'new India' by 2022 that would have made the nation's founding fathers proud.
Accepting felicitations from party leaders and supporters at BJP headquarters, Modi said he saw the election results, particularly in Uttar Pradesh, as the "foundation of the new India".
"I see this victory as the foundation of a new India where 65 per cent of the population will be of young people below 35 years of age...

a new India of unprecedently vigilant women.
"A new India where the poor do not want anything by way of charity, but seek opportunity to chart out their own course. I see this change happening," he told the gathering which lapped up every word he said, amid repeated chants of 'Modi! Modi! Modi!'
Earlier in the day, Modi tweeted, "India is emerging, which is being powered by the strength & skills of 125 crore Indians. This India stands for development."
Modi, whose 'crematorium and graveyard' remark at an election rally in UP was seen as intended to polarise voters along communal lines, in a statement on his website Narendramodi.in said," India is transforming, powered by the strength of each and every citizen of India.
"An India that is driven by innovation, hard work and creativity; an India characterized by peace, unity and brotherhood; and an India free from corruption, terrorism, black money and dirt."
The theme of development ran through his felicitation speech too.
"Beyond the emotive issues, political parties fought shy of going to elections on the issue of development. Development is a difficult subject. In these elections, there was a lack of emotive issues, but the huge voter turnout after the campaign based on development shows the transition that his happening towards creation of a new India," he said.
These elections must be evaluated as people have voted heavily despite the absence of any emotional issue. The poor have voted in large numbers on the topic of development, he said.
Modi, who was accused by his rivals of playing caste and religion politics during the campaign, said the BJP-led dispensation will will take everybody along as "in democracy governments are formed with a majority but run with consensus".
Noting that the government has no right to discriminate against anybody, Modi said, "This government is of those who have voted for it and also those who have not. Of those who have walked along, and also of those who have not."
"Everybody will join in the making of a new India," he said.
Having shown his characteristic aggression while stumping, Modi made a fervent pitch for humility.
"As fruits grow on a tree, no matter how big it is, it starts bending. Nature inspires us. As the fruits of victory cover this tree call BJP, it becomes our responsibility to bend, to become more humble," he said.
Referring to the generations of Jana Sangh and BJP leaders like Atal Bihari Vajpayee, L K Advani, Kushabhau Thakre and Jana Krishnamrrthi who "gave their youth and life" for raising "this banyan tree", Modi said power was "not an instrument to rule but a tool of service to people".
Talking about the concept of 'Antyodaya' of Jana Sangh ideologue and one of its founders Deendayal Upadhyaya for the uplift of the last man, Modi said," The poor have to be made capable of carrying their own burden to lessen that of the middle class, encumbered by taxes."
He lauded BJP chief Amit Shah, the party's central and state leadership, and workers for the party's presence in "every geographical area" of the country". "Today, a BJP worker can proudly say he is a member of an organisation which is the largest political party in the world," he said.
Modi wrapped up his address with throaty chants of 'Vande Mataram'.
Earlier, Modi, who took electoral campaigning to aggressive new levels, holding road shows three days in a row at the peak of electioneering in Varanasi, his constituency, did a brief encore, walking down the Ashok Road, smiling broadly and waving to jubilant supporters who lined the boulevard.
Amid a steady shower of flower petals, a triumphant Modi walked into the BJP headquarters surrounded by SPG commandos where he was received by Amit Shah.
Before taking the stage with Shah and Union Ministers Rajnath Singh, Venkaiah Naidu and others ahead of a meeting of BJP's Parliamentary Board to discuss the party's performance in the assembly polls in five states, he garlanded the bust of Deendayal Upadhyaya.
"When we mark 75 years of freedom in 2022, we should have made an India that will make Gandhi Ji, Sardar Patel & Dr. Babasaheb Ambedkar proud," Modi said in a tweet earlier in the day.
In a statement on his website Narendramodi.in, the Prime Minister said, "Together, let us build the India of our dreams so that when we mark 75 years of freedom in 2022, we have an India that will make Gandhiji, Sardar Patel and Babasaheb Ambedkar proud."
He said, "India is transforming, powered by the strength of each and every citizen of India; an India that is driven by innovation, hard work and creativity; an India characterized by peace, unity and brotherhood; and an India free from corruption, terrorism, black money and dirt."
He also listed out a set of pledges which he wanted the countrymen to take.
Modi wanted the countrymen to pledge that they stand for a corruption-free India, that they will undertake cashless transactions, that they will dedicatedly work towards a 'Swachh Bharat', that they will ensure a drugs-free India.
The Prime Minister also wanted the people to pledge that they will support and encourage women-led development, that they extend complete support to an 'accessible India', that they will stand for an India of peace, unity and harmony and that they will be job creators, not job seekers.
This came a day after the BJP, powered by a spirited campaign by Modi, posted landslide victories in Uttar Pradesh and Uttarakhand, decimating the rivals.

Maternity Bill pregnant with possibilities: Will women benefit?

Bengaluru: The landmark Maternity Benefit (Amendment) Bill 2016, passed in the Lok Sabha on Thursday, exactly a day after International Women's Day has been widely welcomed by women activists as a historic moment in the country's progress towards women's rights. However, while the public sector will by and large follow the law of the land, will a subtle, unspoken discrimination against hiring women come into play, given that the maternity benefits will be borne by the employer and not the government. Instead of a gift from PM Modi, has parliament in one fell stroke, made women of child-bearing age unemployable?

"Discrimination now that the benefits are increased is a possibility," said Ms Aasha Ramesh, city-based women's rights activist. It is also important to take the discrimination that exists in the private sector more seriously, she added. "Women have always been asked, in a very subtle way of course, on their plans of having a baby in the near future. This is why it is necessary to come up with a safeguard, a tool, along with this law to prevent this now that the benefits are greater."

Ms Rubi Chakravarti, writer and activist, who works with the corporate sector, agrees. "It will definitely affect the employability of younger women. Companies will prefer hiring men instead. They will not want to lose a human resource for such a long period of time." The implementation is the other aspect that should be looked into, Ms Ramesh said. "The funds will be provided by the Women and Child Development for the public sector," she said.

With the possibility of maternity leaves being misused by employers and no safety checks on its implementation by the corporates, the question arises if it is the right time to introduce a law like this. Ms Donna Fernandes, an activist from Vimochana, says, "We require non-compliance and grievance redressal clauses to make it beneficial. Otherwise, corporates will wriggle out of it."

Mrs Ramesh said, "This bill was long overdue. What everyone should understand is that maternity is also a contribution to keep the country growing."

Policymakers should also be sensitised so that the bill can benefit the working women's population, said Ms Chakravarti. "How many times can you actually go to the HR department and express your fears? A lot needs to be done before the law can work. It should be a systematic change that can be achieved by pragmatic solutions," she said.

लोकसभेत भगवतगीताबाबत विधेयक सादर

नवी दिल्ली - लोकसभेत शुक्रवारी 103 खासगी विधेयक सादर करण्यात आले. यापैकी एका प्रायव्हेट मेंबर बिलद्वारे देशातील शैक्षणिक संस्थांमध्ये नैतिक शिक्षांतर्गत भगवतगीता शिकवण्यात यावी, या विधेयकाचा समावेश आहे. हे विधेयक दक्षिण दिल्लीतील भाजपचे खासदार रमेश बिधूडी यांनी सादर केले.

याशिवाय भाजपचे खासदार महेश गिरी यांनी मेंटनेंस ऑफ यलीनलिनेस विधेयक सादर केले. या विधेयकात गिरी यांनी उघड्यावर शौचालयास जाणे, थुंकणे यावर बंदी घालण्याची मागणी केली आहे. यामुळे आरोग्य आणि स्वच्छता ठेवण्यास मदत होईल, असे नमुद केले आहे.

तसेच राष्ट्रवादी काँग्रेसच्या खासदार सुप्रिया सुळे यांनी महिलांवर होणारे अत्याचार रोखण्यासाठी स्पेशल कोर्ट्स स्थापन करण्याचा प्रस्ताव एका विधेयकाद्वारे केला आहे.

या विधेयकात खास करून महिलांवर होणार्‍या लैंगिक अत्याचारबाबत एक विशेष न्यायालय असावे, असा प्रस्ताव दिला आहे.
ज्यामुळे अशा प्रकरणांचा वेळीच निकाल लागून महिलांना न्याय मिळेल. भाजपचे खासदार निशिकांत दुबे यांनी देशातील युवकांचा समग्र विकास करण्यासाठी धोरण निश्‍चित करण्याचे विधेयक सादर केले.

बिहारमधील काँग्रेसच्या खासदार रंजीता रंजन यांनी लग्नसोहळ्यात मोठ्या प्रमाणात होणार्‍या खर्चावर निर्बंध लावण्यात यावे, असे विधेयक सादर केले. या विधेयकात त्यांनी हुंडा घेण्यावर बंदी आणि लग्नात एक समान खर्च करण्याची व्यवस्था तयार करण्याचा प्रस्ताव दिला आहे.

पुढील वर्षापासून नीट परिक्षा उर्दुतही

नवी दिल्ली - पुढील वर्षापासून एमबीबीएस आणि बीडीएसच्या प्रवेशासाठी घेण्यात येणारी नॅशनल इलिजिबिलीटी इंटरेंस टेस्ट (नीट) उर्दु माध्यमातही सुरू करण्यास मंजुरी मिळण्याची शक्यता आहे. याबाबत केंद्र सरकारने सर्वोच्च न्यायालयात स्पष्ट केले आहे. मात्र, यावर्षी ही अंमलबजावणी करता येणार नाही, असे सरकारने न्यायालयात सांगितले आहे.

न्यायमूर्ती कूरियन जोसफ यांच्या अध्यक्षतेखालील खंडपीठासमोर केंद्र सरकारकडून बाजू मांडताना अ‍ॅड. रंजीत कुमार यांनी शुक्रवारी सांगितले की, नीट-2017ची प्रक्रिया सुरू झाली असून यावर्षी उर्दू माध्यमातून परिक्षा घेता येणे संभव नाही.

ते म्हणाले, मागील वर्षी नोव्हेंबर महिन्यात झालेल्या बैठकीत कोणत्याही राज्याकडून हा मुद्दा उपस्थित करण्यात आला नाही.

मात्र, पुढील वर्षापासून उर्दू माध्यमातून परिक्षा घेण्यास मंजुरी देता येऊ शकते, असे त्यांनी सांगितले.

याबाबत स्टूडेंट्स इस्लामिक ऑरग्नायझेशनने (एसआयओ) याचिका दाखल केली होती. याचिकेत म्हटले होते की, महाराष्ट्र आणि तेलंगणाने नीट परिक्षा उर्दू माध्यमात घेण्यात येण्यास परवानगी असेल असे एमसीआयला सांगितले होते. दरम्यान, सध्या हिंदी, इंग्रजी, गुजराती, मराठी, उडीया, बंगाली, आसामी, तेलगू, तमिळ आणि कन्नड भाषेत नीट परिक्षा देता येते.

चीनकडून तीन लाख सैनिकांची कपात

बिजिंग - चीन राखीव सैनिक दलाचे पुनर्गठन करून त्यांना युद्धासाठी सज्ज ठेवण्याच्या उद्देशाने थलसेनातील 23 लाख सैनिकांमध्ये कपात करण्याचा निर्णय घेतला आहे. ही कपात करून अन्य दलातील सैनिकांची संख्या वाढविण्यात येणार आहे. चीनच्या या योजनेंतर्गत थलसेनातील तीन लाख सैनिकांची कपात करण्यात येणार आहे.

चीनच्या केंद्रीय सैन्य आयोगाच्या नॅशनल डिफेंस मोबिलायझेशन विभागाचे प्रमुख शेंग बिन यांनी सांगितले की, जगातील सर्वात मोठे सैन्य दल हे चिनचे मानले जाते. या सैन्य दलातील सैनिकांची संख्या कमी करून त्यांना अन्य सुविधा पुरविण्यात येणार आहे.

सुत्रांकडून मिळालेल्या माहितीनुसार, थलसेनातील सैनिकांची संख्या कमी करण्यात येणार असून त्या ऐवजी नौसेना, वायुसेना आणि रॉकेट फोर्समधील सैनिकांची संख्या वाढविण्यात येणार आहे.

तसेच चीनच्या लष्कराचे आधुनिकीकरण करण्यात येणार आहे.

दरम्यान, चीनचे राष्ट्रपती शी चिनफिंग यांनी 2015मध्ये तीन लाख सैनिकांची कपात करण्याची घोषणा केली होती. मात्र, अद्याप किती सैनिकांची कपात करण्यात येणार आहे, याबाबत निश्‍चित आकडा समजू शकलेला नाही.

ब्रम्होसची यशस्वी चाचणी, क्षेपणास्त्राच्या क्षमतेत वाढ

भारताचं ब्रम्हास्त्र असलेल्या ब्रम्होस सुपसोनिक क्रुझ क्षेपणास्त्राची ओडिशाच्या किनाऱ्यावर यशस्वी चाचणी घेण्यात आली आहे. ब्रम्होसच्या मारक क्षमतेत वाढ केल्यानंतर ही पहिलीच चाचणी यशस्वी झाल्यानं आता पाकड्यांचा आणि चीनचा तिळपापड झाला आहे. ब्रम्होसमध्ये बदल केल्यानंतर याची मारक क्षमता २९० कि.मी. वरुन वाढून ४५० कि.मी. झाली आहे. चीन आणि पाकड्यांची या चाचणीवर बारकाईनं नजर होती, कारण अनेक देश हे रडारलाही चकवा देणाऱ्या क्षेपणास्त्राच्या खरेदीसाठी उत्सुक असल्याचं दिसून आलं आहे.

ब्रम्होसमुळे एमटीसीआरमध्ये हिंदुस्थानचा समावेश झाला आहे. या पार्श्वभूमीवर ब्रम्होसची मारक क्षमता वाढवण्याचा निर्णय घेण्यात आला.

ब्रम्होसची मारक क्षमता वाढवण्यासाठी सॉफ्टवेअरमध्ये अनेक बदल करण्यात आले आहेत. येत्या २ ते ३ वर्षात ब्रम्होसची मारक क्षमता ८०० कि.मी.पर्यत वाढवण्यात येणार असल्याचे डीआरडीओचे प्रमुख एस. क्रिस्टोफर यांनी सांगितले.

ब्रम्होस क्षेपणास्त्र हिंदुस्थान आणि रशियानं एकत्रीतपणे तयार केलं आहे. हे क्षेपणास्त्र जमीन, हवा, समुद्र आणि पाण्याखालूनही प्रक्षेपित करता येतं. ब्रम्होसचं खास वैशिष्ट्य म्हणजे रडारलाही चकवा देत अतिशय वेगानं आपल्या लक्ष्याचा वेध घेणे आणि त्याचा विध्वंस करणे हा आहे.
