समस्या सुटेनात, व्यथा कुणी ऐकेनात!

अनेक दिवस झाले चकरा मारतोय पण काम होत नाही, कार्यालयात अधिकारीच भेट नाहीत, केवळ सिक्युरिटीचीच नोकरी दिली जाते, बँकांकडून कर्ज मिळत नाही, मोठा पत्रव्यवहार करूनही बांधकामाची परवानगी मिळत नाही, या आणि अशा कितीतरी तक्रारींनी मंगळवारचा जिल्हा सैनिक मेळावा गाजला.

भारतीय सैन्यातील वीर जवानांच्या कुटुंबातील वीरमाता, वीरपिता, वीरपत्नी, विधवा, पाल्य यांच्यासाठी मंगळवारी जिल्हा सैनिक कल्याण कार्यालय नाशिकच्या वतीने माजी सैनिक मेळाव्याचे आयोजन करण्यात आले. त्र्यंबकरोडवरील मुलांचे सैनिक वसतिगृह येथे हा मेळावा झाला. उद्घाटन उपजिल्हाधिकारी दीपमाला चौरे यांच्या हस्ते करण्यात आले. यावेळी जिल्हा कौशल्य विकास अधिकारी संदीप गायकवाड, जिल्हा सैनिक कल्याण अधिकारी कॅप्टन विद्या रत्नपारखी, कर्नल खडसे, पोलिस निरीक्षक अशोक रत्नपारखी आदी उपस्थित होते. यावेळी भारतीय युद्धात वीरमरण प्राप्त झालेल्या सैनिकांच्या वीरमाता, वीरपत्नी यांचा सत्कार चौरे यांच्या हस्ते करण्यात आला. चौरे यांनी देशासाठी सैनिकांचे योगदान महत्त्वाचे असल्याचे सांगितले. त्यांच्या कुटुंबाची काळजी घेणे प्रत्येक नागरिकाचे कर्तव्य असल्याचे त्या म्हणाल्या. गायकवाड यांनी अण्णासाहेब आर्थिक मागास विकास महामंडळाच्या वैयक्तिक कर्ज परतावा योजना, बचतगट कर्ज व्याज परतावा योजना, शेतकरी गट कर्ज योजना, अपंग वित्त व आर्थिक विकास महामंडळाच्या योजना, कौशल्य विकास प्रशिक्षण योजना या विविध योजनांची माहिती दिली. विद्या रत्नपारखी यांनी प्रास्ताविक केले.

जिल्हाधिकाऱ्यांची अनुपस्थिती

मेळाव्याचे अध्यक्षस्थान जिल्हाधिकारी राधाकृष्णन बी भूषविणार होते. पण कामाच्या व्यापामुळे ते येणार नाहीत आणि ऐनवेळी उपजिल्हाधिकारी चौरे यांना मेळाव्यास जाण्याचा निरोप देण्यात आला. त्यातच चौरे यांनाही कामाचा व्याप होता. त्यामुळे या मेळाव्याला येण्याचे भाग्य लाभल्याचे सांगत त्यांनी काही मिनिटांतच कार्यक्रम सोडला. या साऱ्यामुळे उपस्थित माजी सैनिकांनी तीव्र नाराजी व्यक्त केली.

व्यथांना वाचा

मेळाव्यात माजी सैनिक संघटनेचे अध्यक्ष फुलचंद पाटील, उपाध्यक्ष विजय पवार, मालेगावचे अध्यक्ष लोटन शेवाळे, भाजप सैनिक महिला आघाडीच्या जिल्हाध्यक्ष निर्मला पवार आदींनी मनोगत मांडून माजी सैनिकांच्या व्यथांना वाचा फोडली.

अधिकाऱ्यासमोरच तक्रारी

जिल्हा सैनिक कल्याण अधिकारीच आम्हाला भेटत नाहीत. आम्ही ग्रामीण भागातून येतो आणि समस्या जैसे थेच राहतात. मग, या कार्यालयाचा फायदा काय. मालेगाव येथेही कार्यालय करण्याची आवश्यकता आहे. त्यामुळे परिसरातील माजी सैनिकांना दिलासा मिळेल, असे दिलीप हिरे यांनी सांगितले. त्यामुळे जिल्हा सैनिक कल्याण अधिकारी विद्या रत्नपारखी यांच्यासमोरच या तक्रारी मांडल्या जात होत्या.

बहिष्कार टाकणार होतो...

जिल्हाधिकारी आले नाहीत. त्यांच्या जागी आलेल्या अधिकारीही थांबल्या नाहीत. ही म्हणजे माजी सैनिकांची चेष्टा आहे. त्यामुळे आम्ही बैठकीवर बहिष्कार टाकणार होतो. पण, अनेक वर्षांनंतर हा मेळावा होत असल्याने आम्ही बहिष्कार न टाकण्याचा निर्णय घेतल्याचे माजी सैनिकांनी जिल्हा सैनिक कल्याण अधिकाऱ्यांसह अन्य अधिकाऱ्यांना परखड शब्दांत सुनावले.

10 percent EWS quota to be implemented in colleges and universities in the academic year 2019-20 itself- Shri Prakash Javadekar

Union HRD Minister, Shri Prakash Javadekar while addressing a press conference in New Delhi today, informed that in a landmark decision, the Government  has decided that from the academic year 2019-20 itself, 10 percent Economically Weaker Section (EWS) quota will be implemented across 40, 000 colleges and 900 Universities in the country. This 10 percent quota for EWS will be over and above the existing quotas for SCs, STs and OBCs and General seats.

Adequate additional seats will be created in these colleges and universities to implement the quota for EWS. The UGC and AICTE will be provided the operational mandate within a week to implement the quota.

In another major announcement, Shri Javadekar informed that the Government has approved proposal to extend the 7^th CPC to the teachers and other academic staff of the State Govt. / Govt. aided degree level technical institutions in the country, which will have additional Central Government  liability of Rs.1241.78 crore.  

He said that the Central Government will reimburse 50% of the total additional expenditure (from 1.1.2016 to 31.3.2019) to be incurred by these institutes for payment of arrears on account of 7^th CPC implementation.

This will directly benefit a total of 29,264 teachers and other academic staff of State Government funded institutes. Besides, about 3.5 lakh teachers and other academic staff of private colleges/ institutions within the purview of AICTE will also benefit from the approval given today, he added.

The Minister said that the implementation of pay commission recommendation in State Government Aided / funded AICTE approved technical institutes will help them in attracting and retaining the faculty of high academic standards.

There is no better place in the world than India to celebrate the Festival of Peace: HM

       Union Home Minister Shri Rajnath Singh said that there is no better place in the world to celebrate the Festival of Peace than India. Addressing the  Festival of Peace  programme  organized by the Rashtarya Isai Mahasangh here today, Shri Rajnath Singh said that India is the land of peace where all the religious communities have been living together in harmony for centuries. India being the harbinger of peace and tolerance, one can find all the six sects of Christianity, 72 sects of Islam, Parsis and  Jews living together peacefully, the Home Minster added.

       Speaking on the issue of conversion , Shri Rajnath Singh called for a national level debate with an open mind by all the sections of the society. He said that in other countries where majority rules , the minorities demand implementation of Anti conversion Law whereas in India the demand for anti conversion law comes from majority community.

Appreciating the efforts made by the Rashtrya Isai Mahasangh in organizing Festival of Peace, Shri Rajnath said that history of Christianity in India is older than Europe as St. Thomas came to India in the 1st century itself. . On the occasion, the  Union Home Minster, Shri Rajnath Singh also gave away the peace awards to the organizations and persons who worked towards it.

The Union Minister of State for Social Justice and Empowerment, Shri Ramdas Athawale who was the guest of honor on the occasion also spoke of peace and harmony in the country.  He said that it is only through peace that India can become a strong country. Member of Parliament, Mr. Richard Hay was also present on the occasion.

71st Army Day Parade 2019

Indian Army celebrated its 71^st Army Day today. General Bipin Rawat, Chief of the Army Staff reviewed the Army Day Parade at the Cariappa Parade Ground, Delhi Cantonment and awarded fifteen Sena Medals (including five posthumously) for individual acts of Gallantry and seventeen COAS Unit Citations for commendable performance of their respective units.

          Every year Indian Army celebrates 15^th January as ‘Army Day’ to commemorate the day when General (later Field Marshal) K M Carriappa took over the command of Army from General Sir FRR Bucher, the last British Commander-in-Chief in 1949 and became the first Commander-in-Chief of Indian Army post Independence.

          The Army Day parade was commanded by Maj Gen Rajpal Punia, Chief of Staff, Delhi Area. The leading contingent of the parade was formed of the recipients of the Param Vir Chakra and Ashok Chakra awardees. This was followed by army contingents which included T-90 tank BHISHMA, infantry combat vehicle BMP II, M 777 ultra light howitzer,K-9 Vajra guns, Akash missile system, Mobile transportable satellite terminal service vehicle, surface minimum clearing system, international sports awardees and seven marching contingents including mounted horse cavalry.

          The Veterans Tableaux, organized by the Directorate of Indian army Veterans, depicted their role and contributions towards the nation. A motorcycle display by “DARE DEVIL” team of the Corps of Signals was the other attraction during the parade.  A paramotors display was also carried out by a team from the 50 (I) Para Brigade.

          The grand finale was a combat demonstration, which showcased combat techniques. Combat actions included strafing runs depicted by armed helicopter, combat manoeuvres by tracked combat vehicles and special operations including air insertion and extrication of soldiers behind enemy lines.

Earlier in the day, wreaths were laid at Amar Jawan Jyoti, India Gate by the three Service Chiefs to commemorate the Army Day.

वायु सेना स्टेशन, थोईसे द्वारा चादर ट्रेकिंग अभियान

70वें गणतंत्र दिवस  के अवसर पर वायु सेना स्टेशन, थोईसे ने दुर्गम लद्दाख क्षेत्र क्षेत्र में ट्रेकिंग (दुर्गम यात्रा अभियान) चलाया। वायु सेना स्टेशन, थोईसे के योद्धाओं द्वारा यह अभियान बर्फ से जमी जांस्कर नदी पर चलाया गया। सहासिक अभियान दल के नेता और समन्वय कर्ता विंग कमांडर विक्रांत उनियाल थे। विंग कमांडर उनियाल आर्मी माउंटेनियरिंग इस्टीट्यूट सियाचिन से योग्यता प्राप्त पर्वतारोही हैं।

5 सदस्यीय अभियान दल ने बर्फ से जमीं जांस्कर नदी पर कठिन रास्ते पर चलते हुए पांच दिन में 65 किलोमीटर की दूरी तय की। चादर ट्रेक देश में सबसे कठिन और सर्वाधिक चुनौती पूर्ण पखडंडी है। यह दुर्गम यात्रा ‘चिलिंग’ से प्रारंभ हुई और तीब गुफा के रास्ते चादर (बर्फ से जमी जांस्कर नदी) पर नायरक गांव में पूरी हुई। 13 हजार फीट की ऊंचाई पर बर्फ से जमी नदी के निकट गुफाओँ में अभियान दल के सदस्यों ने रात गुजारी।

इस यात्रा के दौरान टीम ने एक अन्य यात्री की जान बचाई जो बर्फ की परत टूट जाने के कारण पानी में गिर गया था। भारतीय वायु सेना की टीम नजदीक मे थी और उस व्यक्ति के चिल्लाने पर उसे उपकरण के सहारे बर्फिले पानी से बाहर निकाला गया।

इस क्षेत्र की प्रतिकूल पर्यावरण स्थितियों के बावजूद वायु सेना के योद्धाओं ने काफी पेशेवर तरीके से इस चुनौतीपूर्ण अभियान को पूरा किया। दिन में तापमान -15 और 20 डिग्री था जबकि रात का तापमान गिरकर -25 डिग्री हो गया था। 

RM Reviews operational preparedness of A&N command

Raksha Mantri Smt Nirmala Sitharaman visited Andaman and Nicobar Command (ANC) on 13 & 14 January 2019. On arrival at INS Utkrosh, Port Blair on 13 January 2019, she was received by Commander in Chief, Andaman and Nicobar Command (CINCAN) Vice Admiral Bimal Verma at HQ ANC, the Raksha Mantri was given a comprehensive briefing and update on thrust areas and achievements of the Command. On 14 January 2019, the Raksha Mantri visited Campbell Bay and reviewed the operational readiness of the Command.

Raksha Mantri witnessed all four components working jointly in unison during an amphibious demonstration. The exercise, conducted near Campbell Bay included 10 ships, 6 aircrafts and 700 troops of the Command. The Marine Commando (MARCO) unit of Indian Navy and specialist platoon (GHATAK) of Indian Army displayed their operational capabilities by carrying out helocasting, and beach assault. While returning from Campbell Bay the minister visited the southernmost part of India, Indira Point.

After arrival at Port Blair, Smt Sitharaman was given a demonstration on jungle survival skills at Military Station, Birchgunj. Later, she inaugurated the phase II of Married Accommodation Project (MAP) that includes 868 dwelling units for the troops of Andaman Nicobar Command.

During her earlier visit in October 2017, the RM had celebrated Diwali with the troops and on this occasion she wished the troops a very happy Lohri, Makar Sankranti and Pongal as she interacted with troops at Port Blair.

सेना प्रौद्योगिकी सेमीनार (आरटेक 2019)

उभरते प्रौद्योगिकी का अधिकतम इस्तेमाल करते हुए आधुनिकीकरण की ओर बढ़ रही भारतीय सेना ने 11 जनवरी, 2019 को दिल्ली कैंट के मानेकशॉ केंद्र में ‘युद्ध क्षेत्र में उभरती प्रौद्योगिकी के विध्वंसक प्रभाव’ की थीम पर सेना प्रौद्योगिकी सेमीनार- 2019 (आरटेक 2019) का आयोजन किया। सेमीनार का उद्देश्य युद्ध पर प्रभाव डालने वाले उपलब्ध और उभरती प्रौद्योगिकी के स्वरूप को सैन्य, शिक्षा क्षेत्र और उद्योग से जुड़े साझेदारों को उपलब्ध कराना है। इस मौके पर रक्षा राज्य मंत्री सुभाष भामरे, सेना प्रमुख जनरल बिपिन रावत, रक्षा उत्पाद विभाग के सचिव श्री अजय कुमार और रक्षा मंत्रालय, सेना, शिक्षा क्षेत्र और नागरिक सुरक्षा उद्योग से जुड़ी अन्य बड़ी हस्तियां मौजूद थीं।

मौके पर मौजूद लोगों को संबोधित करते हुए सेना प्रमुख जनरल बिपिन रावत ने कहा कि प्रौद्योगिकी खलल युद्ध के स्वरुप को तेजी से बदल रहे हैं और भविष्य में युद्ध पूरे क्षेत्र में लड़े जाएंगे जहां सैन्य शक्ति बढ़ाने में नेटवर्क और एकीकरण अहम भूमिका निभाएंगे। सेमीनार के दौरान सेना, डीआरडीओ, शिक्षा क्षेत्र और उद्योगों द्वारा विकसित सैन्य साजो सामान की एक प्रदर्शनी का भी आयोजन किया गया। 

रक्षा राज्‍य मंत्री ने सशस्‍त्र बलों के पूर्व सैनिकों की रैली का उद्घाटन किया

तीसरा सशस्‍त्र बल पूर्व सैनिक दिवस आज देशभर में सैनिक उत्‍साह और उल्‍लास के साथ मनाया जा रहा है। प्रमुख कार्यक्रम - पूर्व सैनिकों की रैली का आयोजन दिल्‍ली छावनी में मानेकशॉ सेंटर में किया गया। इसका उद्घाटन रक्षा राज्‍य मंत्री डॉ. सुभाष भामरे ने किया।

पूर्व सैनिकों को संबोधित करते हुए डॉ. भामरे ने कहा, ‘’आपके द्वारा प्रदर्षित कर्तव्‍य के प्रति निस्‍वार्थ समर्पण और आप में से प्रत्‍येक के द्वारा किये गये बलिदानों को शब्‍दों में व्‍यक्‍त नहीं किया जा सकता। यकीन के साथ कहा जा सकता है कि केवल आपके सशक्‍त  सैन्‍य बलों की बदौलत आज भारत का हर एक नागरिक खुद को सुरक्षित महसूस करता है और उसके भीतर गर्व के साथ विश्‍व का सामना करने का विश्‍वास है।‘’

रक्षा राज्‍य मंत्री ने पूर्व सैनिकों के कल्‍याण और पुनर्वास की दिशा में किये गये उपायों पर प्रकाश डाला। उन्‍होंने सैनिकों और पूर्व सैनिकों के बीच मजबूत रिश्‍तों तथा राष्‍ट्र निर्माण के प्रति पूर्व सैनिकों के निरंतर योगदान की सराहना की। 

इस प्रकार के कार्यक्रमों का आयोजन करने के लिए सशस्‍त्र बलों की सराहना करते हुए डॉ. भामरे ने कहा, ‘’आज के यौद्धा आने वाले कल के पूर्व सैनिक हैं।”

रैली में सम्‍म‍ानित अतिथि के तौर पर सेना के तीनों अंगों के प्रमुख तथा सेना के तीनों अंगों के पूर्व प्रमुख उपस्थित थे। इस रैली में लगभग 2,000 पूर्व सैनिकों ने भाग लिया। यह एक अनोखा कार्यक्रम था, क्‍योंकि इसमें तीनों सेनाओं के पूर्व सैनिकों ने शिरकत की।

सशस्‍त्र बल पूर्व सैनिक दिवस हमारे सशस्‍त्र बलों के प्रथम कमांडर इन चीफ फील्‍ड मार्शल के एम करियप्‍पा की सेवानिवृत्ति की याद में मनाया जाता है, जो 14 जनवरी, 1953 को सेवानिवृत्‍त हुए थे। सशस्‍त्र बल पूर्व सैनिक दिवस के अवसर पर देश में 10 से ज्‍यादा स्‍थानों पर कार्यक्रम आयोजित किये गये।

MoU between Indian Army and PNB

         On 08 Jan 2019, a Memorandum of Understanding (MoU) was signed between the Indian Army and PNB on the Defence Salary Package. The signing ceremony was chaired by the Adjutant General, Lt Gen Ashwani Kumar and was attended by top dignitaries of PNB headed by   Mr Naveen Kumar.

           A number of additional facilities have been incorporated in the MoU after concerted efforts.  The Army hopes this MoU will benefit a large number of serving and retired Army personnel who have accounts with PNB and also provide them an opportunity to access modern banking facilities.

          Salient features of the improved and updated MoU are free ‘RAKSHAK PLUS’ Scheme for serving pers and veterans, overdraft facility range from Rs 0.75  to 3.0 lakhs, multicity ‘At Par’ cheques, instant credit of outstation cheques, preferential allotment of lockers at concessional AMC and free SMS alerts.

Army Tech Seminar (ARTECH 2019)

In its quest for modernization through optimum use of emerging technologies, Indian Army organised the Army Technology Seminar-2019  (ARTECH 2019) on the theme “Disruptive Impact of Emerging Technologies on Land Warfare” at Manekshaw Centre, Delhi Cantt on 11 Jan 2019.  The seminar was aimed to bring together stakeholders in the military, academia and industry to provide perspective on the available and emerging technologies which could have an impact on warfighting. The event was attended by Dr Subhash Bhamre, Raksha Rajya Mantri, Gen Bipin Rawat, Chief of the Army Staff, Shri Ajay Kumar, Secretary Department of Defence Production and other dignitaries from Ministry of Defence, army, academia and civil defence industry.

In his keynote address, the Chief of the Army Staff said that technological disruptions are rapidly changing the character of warfighting and future conflicts will be fought across domains wherein networks and integration would be the key to generate military power.  An exhibition showcasing military innovations developed by field Army, DRDO, Academia and industry was also organised during the seminar.

Armed Forces Veterans Day

The Armed Force are celebrating the Veterans Day on 14 Jan to honour the veterans of the Army, Navy and Air Force.  To mark the occasion, veteran rallies will be held country wide at Armed Forces stations.  The main celebration in Delhi will take place at the Manekshaw Centre, Delhi Cantt.  Raksha Mantri and Raksha Rajya Mantri will grace the occasion amongst many other eminent officials associated with the Veterans affairs.

सेवानिवृत्त सैन्यकर्मी दिवस

भारतीय सेना के सेवानिवृत्त सैन्यकर्मियों के सम्मान में सशस्त्र बल 14 जनवरी को सेवानिवृत्त सैन्यकर्मी दिवस मनाएंगे। सैन्यबल परिसरों में सेवानिवृत्त सैन्यकर्मियों के लिए पूरे देश में रैलियां आयोजित की जाएंगी। प्रमुख समारोह नई दिल्ली के मानेकशॉ केन्द्र, दिल्ली केंट में आयोजित किया जाएगा। रक्षामंत्री, राज्य रक्षामंत्री और अन्य गणमान्य अधिकारी इस समारोह में भाग लेंगे।
