7th Pay Commission: Latest updates on arrears and revised method to fix pay scale

The arrears paid as per the 7th Pay Commission recommendations has not had any major impact on the fiscal position of the central government employees. One of the main reasons for this is because the 6th Pay Commission had given a higher amount than this.

On the July 25, the Cabinet had cleared the recommendations. Central government employees have received an average 14.27 per cent hike in basic pay effective from January 1 2016.

It may be recalled that the 6th Pay Commission had recommended a 20 per cent hike. This was doubled when the government implemented the same in 2008. Thanks to this the impact was lower and some employees say that after the new recommendations were cleared, it has not had much impact on the finances.

How 6th Pay Commission reduced the impact

The 6th Pay Commission had given a higher amount when compared to the 7th Pay Commission. The hike which was to implemented by January 1 2006 came into effect only on January 1 2008. As a result of this, the arrears paid was much higher. While the earlier pay commission had recommended a hike of 20 per cent, the then government gave a hike of 40 per cent.

It was observed that the pay fixed in 7th Pay Commission pay structure as per the methodology laid down in Board's letter dated 02.08.2016 is coming out to be less than 14.29% increase of pay prescribed by the commission in certain cases of Running Staff. It has now been decided that for fixation of pay for Running Staff category, in cases where the actual rise in pay at the time of initial fixation works out to be less than 14.29%, the initial pay in such cases shall be fixed at the next higher cell of the relevant Level in the Pay Matrix.

India should never send troops to Afghanistan: Defence expert

With US President Donald Trump saying that India should do more to help them in Afghanistan, Defence Expert PK Sehgal has cautioned that India must never send ground troops to join NATO forces in the war-torn country as it would be detrimental to nation's interests.

Trump had earlier said that India makes billions of dollars with the United States in trade and urged New Delhi to help them more in Afghanistan. Although the US President did not clearly mention in what way India should increase its help to Afghanistan, it is being speculated that the US wants India to send its troops to fight the Taliban.

'India is absolutely and totally unlikely to place any ground troops. Possibly America wants us to do a lot more...However, India needs to be very careful that we do not induct ground troops there as part of the American or NATO forces because that would be detrimental to Indian interest in the long run,' Sehgal told news agency ANI.

The Ministry of External Affairs on Tuesday said India is committed to supporting Afghanistan in their efforts to bring peace and stability in the country.

The MEA, in a statement, said India shares US' concerns and objectives, adding that New Delhi has always been steadfast in extending reconstruction and development assistance to Afghanistan.

'We welcome President Trump's determination to enhance efforts to overcome challenges facing Afghanistan and confronting issues of safe havens and other forms of cross-border support enjoyed by terrorists. India shares these concerns and objectives,' the statement said.

'We are committed to supporting government and people of Afghanistan in their efforts to bring peace, security, stability and prosperity in their country,' it added.

Donald Trump has announced he will prolong the US military intervention in Afghanistan, which he had once described as a 'complete waste'.

Trump acknowledged that his 'instincts' told him to pull out troops from Afghanistan.

'Historically, I like following my instincts,' Trump said. 'A hasty withdrawal,' Trump said, would create a 'vacuum' for terrorists.

Lt Col Purohit to Walk Free After 9 Years, Wants to Rejoin Army

A day after the Supreme Court granted him bail in the 2008 Malegaon blast case, Lt Col Shrikant Prasad Purohit said he wanted to rejoin the Army as soon as possible.

"I want to wear my uniform. It is outermost layer of my skin. I am wedded to it. I am very happy to get back into the service of the best organisation in the country if not the world, the Indian army," he told reporters outside a sessions court in Mumbai.

Purohit - whose bail formalities are yet to be completed - had been brought to the court for a hearing on framing of charges.

The Army didn't "let me down", said Purohit.

"It's been the tradition and ethos of the Army not to let down its men," he said, adding, "I never even once felt that I was out of the Army."

Asked if he will seek action against the Maharashtra Anti-Terrorism Squad for allegedly "planting (explosive) RDX on him", Purohit said he was part of an institution, and if those claims were true, his "seniors" (in the Army) will deal with the matter.

"I am too small a fry to fight this," he said.

Asked if he blamed anybody for his plight, the officer said no one was to blame but his "destiny".

The Army is the only institution in the country which is not shaken by the ripples of what is happening in the society.

The apex court had yesterday granted bail to Purohit, who has been in jail for almost nine years for his alleged role in the 2008 Malegaon blast case.

Six people were killed in a bomb blast on 29 September, 2008 at Malegaon, a communally-sensitive textile town in Nashik district of north Maharashtra.

The apex court said there were "material contradictions" in the charge sheets filed by the ATS and the National Investigation Agency (NIA), which were required to be tested at the time of trial.

मूर्ती घरात बनवायची; विसर्जन करायचे घरातच

मिरज - घरगुती गणेशोत्सवासाठी घरात मूर्ती बनवायची आणि विसर्जनही घरातच करायचे, अशी निसर्गस्नेही संकल्पना शेकडो कुटुंबांनी अंमलात आणली आहे. ‘निसर्गसंवाद’च्या सात वर्षांतील प्रयत्नांना यंदा चांगले यश आले आहे. प्रतिसादही चांगला मिळतो आहे. २०१० मध्ये केवळ तीन गणेशमूर्तींनी सुरू झालेल्या उपक्रमात यंदा सव्वाशेहून अधिक कुटुंबे सहभागी झाली. सर्व कुटुंबांनी घरच्या गणेशमूर्तीचे विसर्जन घरात करण्याचा संकल्प सोडला आहे; तर काही शाडूच्या मूर्ती बनविलेल्या कुटुंबांनी त्यांच्या मूर्तींचे विसर्जन घरात करून त्याची माती शेतात पसरविण्याचे ठरविले आहे.
सात वर्षांपासून ‘निसर्गसंवाद’ ने या उपक्रमाचा श्रीगणेशा केला. मूर्ती थेट हाताने साकारायची, अशी संकल्पना पुढे आली.

प्रसिद्ध शिल्पकार विजय गुजर यांच्या मार्गदर्शनाखाली निसर्गप्रेमी कुटुंबांची कार्यशाळा घेण्यात आली. त्यानंतर काही कुटुंबांनी यात सातत्य ठेवले. त्यांच्या घरी हाताने मूर्ती साकारण्यात आल्या. काही शेतकरी पार्श्‍वभूमीच्या कुटुंबांनी तर मूळ परंपरेप्रमाणे शेतातील चारही दिशांची माती जमा करून त्याची मूर्ती केली; तर काही कुटुंबांनी शेतातील माती, नदीकाठाची चिकन माती वापरून ‘इको’ गणेशाचे सुंदर रूप साकारले. काही मंडळींना हे जमेना. अशा हौशी मंडळींसाठी साच्यातील गणेशमूर्ती तयार करण्याच्या प्रशिक्षणाची व्यवस्था करण्यात आली. त्यासाठीही मिरजेत सहा आणि सांगलीत दोन ठिकाणी अर्चना लेले, तेजस जाधव, कल्याणी गाडगीळ आणि  वर्षा चापोरकर यांनी कार्यशाळा घेतल्या. या कार्यशाळांना शेकडो इच्छुक आले.
याच सर्वांनी आपापल्या घरी शाडू आणून साच्यातील मूर्ती तयार केल्या. सध्या सर्वजण याच मूर्तींच्या रंगरंगोटीत व्यस्त आहेत. या साच्यातील मूर्तींची रंगरंगोटीही नैसर्गिक स्वरूपाचीच आहे. घरातीलच उपलब्ध साहित्यांनी साच्यातील मूर्तीस सुबक आकार दिला जातो. त्यानंतर विटकरीचा काव आणि चुना किंवा कोळसा यापासून तयार केलेल्या रंगांनी रंगविले जाते.

मिरजेतील ११० घरांत अशा प्रकारच्या ‘इको’ गणेशमूर्तींची प्रतिष्ठापना केली जाईल. पुढील वर्षी हा आकडा आणखी वाढेल. काही वर्षांत ही चळवळ बनेल, असा विश्‍वास या संकल्पनेसाठी झटणाऱ्यांनी व्यक्त केला आहे.

तोंडी तलाकला सर्वोच्च न्यायालयाने ठरविले घटनाबाह्य

नवी दिल्ली : तोंडी तलाकला सर्वोच्च न्यायालयाने घटनाबाह्य ठरविले आहे. पाच पैकी तीन न्यायाधीशांनी तोंडी तलाख बेकायदा ठरविला. उर्वरीत दोन न्यायाधीशांनी सरकारने कायदा बनवावा असे मत व्यक्त केले आहे.

सरन्यायाधीश जे. एस. खेहेर यांच्या नेतृत्वाखालील पाच न्यायाधीशांच्या खंडपीठापुढे या याचिकेवर सलग सहा दिवस सुनावणी झाली होती. खंडपीठाने 18 मे रोजी यावरील निकाल राखून ठेवला होता. आज (मंगळवार) या तोंडी तलाकच्या मुद्द्यावर अंतिम निकाल घेण्यात आला. तोंडी तलाकवर आजपासून बंदी घालण्याचा ऐतिहासिक निर्णय घेण्यात आला. संसदेत याबाबत कायदा करण्याचे आदेश सर्वोच्च न्यायालयाने सरकारला दिले आहेत.

या खंडपीठामध्ये सरन्यायाधीश जे. एस. खेहेर, न्या. कुरियन जोसेफ, रोहिंटन एफ. नरिमन, यू. यू. ललित, आणि एस. अब्दुल नाझिर या पाच न्यायाधीशांचा खंडपीठात समावेश होता. खंडपीठामध्ये शीख, ख्रिश्‍चन, हिंदू, मुस्लिम व पारशी धर्माच्या न्यायाधीशांचा समावेश करण्यात आला होता. यातील तीन न्यायाधीशांनी हे घटनाबाह्य असल्याचा निकाल नोंदविला आहे. तर, दोघांनी याबाबतचा संसदेत कायदा करण्याचे आदेश दिले आहेत.

नरिमन, ललित आणि कुरियन या न्यायाधीशांनी दोन न्यायाधीशांच्या निकालाला विरोध दर्शविला. मुस्लिम राष्ट्रांमध्ये तोंडी तलाक संपुष्टात आला असताना भारतात यावर बंदी यावर बंदी का घातली नाही, असे मत नोंदविले.

Three militants, two soldiers killed in 16-hour long Shopian encounter

Three local Hizb-ul-Mujahideen militants and two army men were killed in an overnight encounter in south Kashmir's Shopian district on Sunday. Three others, including a captain, were also injured in the 16-hour-long fierce gun battle.
Director General of Police of Jammu & Kashmir SP Vaid, tweeted, "Today morning 3 Terrorists Eliminated at Zainpora Shopian. Well done boys!" Two army men, identified as sepoys Ilayaraja P and Gowai Sumedh Waman, were killed and three others injured in the initial phase of the encounter on Saturday night.
Sources said based on a specific input about the presence of a group of five heavily armed Hizbul militants, including its Kashmir chief Yasin Itoo, alias Mehmood Ghaznavi, in Zainpora area of Shopian, 56 km from here, Army's 3 Rashtriya Rifle and special operations group (SOG) of police started a search and cordon operation on Thursday evening at around 7 pm.
"As the security forces were engaged in house-to-house searches, the hiding militants in a bid to break the cordon fired upon them, triggering off a fierce encounter. In the initial firing five army men, including a Captain, sustained injures," they said and added the injured were shifted to 92-Base Hospital in Srinagar, where two of them succumbed.
Reports said as the encounter was going on, locals rushed out of their homes to pelt stones on the forces to help the holed up militants to escape. The police responded by firing tear gas shells and pellets, in which several protesters were injured.
Sources said the operation was halted for the night but the forces maintained cordon of the area to stop the militants from fleeing. "The gunfight resumed with the first light of the morning and three militants were killed after forces blasted off four houses where they were hiding. Two militants, one of them believed to be Hizbul chief Ghaznavi, managed to escape from the encounter spot," they revealed.
The slain militants were identified as Umar Majid Sheikh, Adil Malik and Irfan ul Sheikh, all resident of Shopian. Three Ak-47 rifles were recovered from their possession, police said. In wake of the gunfight, authorities blocked internet services in Shopian district and other sensitive parts of south Kashmir.
In a separate incident, militants opened fire after police and army started a cordon and search operation at Wahab Parray Mohalla in Hajin area of north Kashmir's Bandipora district. A police spokesman said that the firing wounded two cops who were referred to hospital. The CASO was going on in the area to flush out the militants, he added.
135 militants, including top commanders like Abu Dujana, Sabzar Bhat, Bashir Lashkari and Junaid Mattoo, have been killed so far this year in the Valley, which is highest in the last eight years. The security forces are going after militants as part of operation "hunt down" and on the basis of a "hit list" of militants.
Meanwhile, a civilian injured in an explosion in Dalgate area of Srinagar on Saturday night succumbed on Sunday at SK Institute of Medical Sciences (SKIMS) hospital.

वुई केअर फिल्म फेस्ट व ब्रदरहूड दिल्ली, चेतना अपंगमती विकास संस्था कोल्हापूर, कर्न्सन्ड ×क्‍शन दिल्ली, स्वयंम ग्लोबल सेंटर दिल्ली, आरुशी भोपाल, सामाजिक न्याय मंत्रालय मध्यप्रदेश, एपीजी सत्या युनिव्हर्सिटी गुडगाव यांची निर्मिती असलेल्या विकलांग मुलांसमवेत मा. अमिताभ बच्चन यांचे सांकेतिक परिभाषेत (साईन लॅंग्वेजमध्ये) राष्ट्रगीत, चित्रफीत प्रकाशन समारंभ दिल्ली आणि मध्यप्रदेश याठिकाणी झाला असून महाराष्ट्रात हा समारंभ कोल्हापूर येथे पालकमंत्री चंद्रकांत पाटील यांच्याहस्ते केशवराव भोसले नाट्यगृहात झाला. यावेळी खासदार धनंजय महाडिक, महापौर हसिना फरास, चेतना संस्थेचे प्राचार्य पवन खेबुडकर, अध्यक्ष नरेश बगरे, उपाध्यक्ष डॉ. सुनिल पाटील यांची प्रमुख उपस्थिती होती.

सांकेतिक परिभाषेतील राष्ट्रगीत सादर होत असताना संपूर्ण सभागृह भारावून गेले होते. राष्ट्रगीतानंतर बोलण्यासाठी उभारलेले पालकमंत्री निशब्द झाले होते. सांकेतिक परिभाषेतील राष्ट्रगीत आणि विकलांग मुला मुलींनी सादर केलेले गीत-नृत्य पाहून आपल्या भावना व्यक्त करताना गहिवरलेल्या पालकमंत्री चंद्रकांत पाटील यांना पाहताना संपूर्ण नाट्यगृह ही स्तब्ध झाले होते. यावेळी पालकमंत्री यांनी दोन्ही खासदारांसह सर्व लोकप्रतिनिधींनी या जिल्ह्यात कोणतेही दुख: राहू नये यासाठी एकत्र येवून काम करुया असे आवाहन केले. चेतना अपंगमती विकास संस्था कोल्हापूर या संस्थेला लवकरच भेट देवून सर्व अडचणी समजून घेवून सोडविल्या जातील अशी ग्वाही त्यांनी दिली.

खासदार धनंजय महाडिक यांनी विकलांग मुलांची विविध क्षेत्रातील भरारी अभिमानास्पद आहे. त्यांच्या सक्षमीकरणाबाबत समाजाने संवेदनशिल असणे आवश्‍यक असल्याचे सांगून चेतना संस्थेला त्यांच्या अडचणी सोडविण्यासाठील सर्वतोपरी मदत करु. विकलांगांना सहजपणे वावरता येईल अशा सुविधा असल्या पाहिजेत त्यासाठी प्रयत्न केले जातील असे सांगून, अवयवदानाबद्दलही समाजात मोठ्या प्रमाणावर जनजागृतीचा उपक्रम हाती घेण्यात येईल, असे सांगितले.

महापौर हसिना फरास यांनी विकलांग मुलेही सामान्य क्षमतेच्या मुलांपेक्षा अधिक जिद्दी व कष्टाळू असतात. त्यांच्यासाठी गेली 32 वर्षे करत असलेले चेतना संस्थेचे कार्य कौतुकास्पद असून या कार्याला मदत करण्यासाठी सर्व कोल्हापूरकरांनी पुढे यावे. अवयवदान, नेत्रदान याबाबतही समाजात सजगता निर्माण व्हावी, असे सांगितले.

संस्थेचे प्राचार्य पवन खेबुडकर यांनी सांकेतिक परिभाषेत राष्ट्रगीत या चित्रफीतीत अमिताभ बच्चन यांच्यासह चेतना संस्थेतील आठ मुलांचा सहभाग आहे ही बाब संपूर्ण कोल्हापूर वासियांनसाठी अभिमानास्पद असून या मुलांच्या जीवनात अधिकाधिक आनंद फुलवावा यासाठी सर्वांनी मिळून प्रयत्न करण्याची गरत व्यक्त केली.

यावेळी रवींद्रनाथ टागोर यांच्या प्रतिमा पुजानाने कार्यक्रमाची सुरुवात करण्यात आली. प्राचार्य पवन खेबुडकर यांनी लिहिलेल्या गीतावर चेतनाच्या विद्यार्थ्यांनी सादरीकरण केले. मुकबधीर विद्यार्थ्यांनी या चला शरदेला वंदुया ही प्रार्थना गायली. ज्ञान प्रबोधन भवन संचालित अंध शाळेच्या विद्यार्थ्यांनी स्वागत गीत गायीले. हेल्पर्स ऑफ द हॅंडीकॅप संस्थेच्या विद्यार्थ्यांनी व्हील चअर्स वरील नृत्य सादर केले. याप्रसंगी सांकेतिक परिभाषेत राष्ट्रगीत या चित्रफीतीत सहभागी असणारे सुशांत कुंदे, पद्मश्री करकरे, निखिल ढाकणे, अमिता सुतार, विशाल मोरे, आंम्रपाली कांबळे, विनम्र खटावकर, प्रतिक्षा कराळे यांच्यासह आदींचा सत्कार करण्यात आला. कार्यक्रमाचे प्रास्ताविक प्राचार्य पवन खेबुडकर यांनी तर आभार डॉ. सुनिल पाटील यांनी मानले तर सुत्रसंचालन सोनाली नवांगुळ यांनी केले.

मथुरा- डोकलाम मुद्द्यावरून भारत व चीनमध्ये सध्या तणावाचे वातावरण आहे. याचा परिणाम म्हणजे चिनी उत्पादनांना मागणी घटत आहे. फ्रेंडशिप डे, राखी पौर्णिमेनिमित्त भारतीय बाजारपेठांमध्ये चिनी मालाला फारसा उठाव नसल्याचे दिसून आले. आता जन्माष्टमीच्या सणानिमित्त होणाऱ्या सजावटीत चिनी उत्पादने वापरण्यावर बहिष्कार टाकण्याचा निर्णय वृंदावन येथील श्रीकृष्ण जन्माष्टमी सेवा संस्थानने घेतला आहे.

जन्माष्टमीला संपूर्ण मंदिराची आकर्षक सजावट केली जाते. मात्र यंदा विद्युत रोषणाईसाठी चिनी बनावटीच्या विजेच्या दिव्यांच्या माळा व अन्य सजावटीसाठीचे साहित्य वापरणार नसल्याचे सांगण्यात आले. डोकलाम मुद्यावरून भारत व चीनमध्ये सध्या सुरू असलेल्या वादाच्या पार्श्‍वभूमीवर हा निर्णय घेतला असल्याचे येथील पुजारी व संस्थानच्या अधिकाऱ्यांनी नुकतेच सांगितले.

"जन्माष्टमीला चिनी बनावटीची उत्पादने वापण्यास संत महंताप्रमाणेत सामान्य माणसांचाही विरोध आहे,'' असे संस्थानचे चिटणीस कपिल शर्मा यांनी सांगितले. सरकारनेही चिनी उत्पादनावर बंदी घालावी, असे आवाहन त्यांनी केले. वृंदावनमध्ये सोमवारी (ता.14) कृष्णजन्माचा सोहळा होणार आहे.

Terrorists in Kashmir now on the run: Jaitley

Terrorists in the Kashmir Valley are now on the run and they cannot continue to terrorise the people for decades, Defence Minister Arun Jaitley said today, maintaining that the government's priority was to clean up the Kashmir Valley of armed militants.
He said the terrorists in Kashmir were "now under great pressure" and the financial crunch caused by demonetisation and the action taken by National Investigation Agency (NIA) on illegal foreign fundings have checked illegal activities in Jammu and Kashmir in large scale.
Jaitley, who was participating in a television programme, however refrained from making any comment on the standoff between India and China in the Dokalam area near the Bhutan trijunction, just saying "let us have full faith on our security forces".
"Today no big militant can dream of committing terror acts and continue to terrorise the Valley for decades, but today their life shelf has dwindled to a few months. I will specifically praise the Jammu & Kashmir police for working hard (towards eliminating terrorists)," he said.
Jaitley said the country faced two serious threats -- one with respect to Jammu and Kashmir with maximum incidents happening from across the border, and second being the problem of Left-Wing Extremism in central parts of the country.
"Since independence, Pakistan has never agreed that Kashmir is an integral part of India. That has been their unfinished agenda. They tried conventional war. But India's capability was way ahead in the conventional war. The wars of 1965, 1971 and Kargil clearly proved this," he said.
Jaitley said in the 1990s, they started changing their strategies and resorted to encouraging terrorism inside the country.
"There is domination of our forces on the Line of Control (LoC) and the international border and it is difficult for terrorists to cross them," he said at the India TV Conclave 'Vande Mataram'.
To a question about beheading and mutilation of Indian security force personnel by Pakistan, Jaitley said "what happened after that, has been seen by everyone". He was apparently referring to the surgical strike inside the parts of Pakistan Occupied Kashmir after the incident.
Jaitley said the forces were dominating the border with the help of technological tools. "After surgical strikes in September last year, our forces are liquidating militants," he said.
The defence minister said that there was a move by the security forces to clean up the Valley of armed terrorists.
He said the money received by terrorists and other such groups has been squeezed post-demonetisation and there has been the effect of the actions taken by the NIA against foreign funding allegedly used for subversive activities.
"Whenever there was an encounter (earlier), hundreds and thousands would come out to throw stones. Many a times, terrorists would escape under the protection of stone throwers. This is now becoming a history.
"Those who were coming in hundred and thousands, today their number is limited to 20, 30 and 50. For the first time in the history, we have been they have started looting banks," he said.
Jaitley said the terrorists are under tremendous pressure. "They are on the run. Their number is also declining. Security forces are dominating them ," he said.
He said India has been by and large free from the threat of the ISIS. "There may be some isolated or exceptional incidents but there has been no influence in India."
The defence minister expressed concern over some instances of glorifying the acts of terrorists or Maoists.

Referring to shouting of 'anti-India slogans by some in Jawaharlal Nehru University last year, he expressed concern over the association of mainstream political parties with those raising such slogans.
Jaitley said a disturbing trend is coming up where efforts are being made to show the Indian state as helpless.
To questions on India's defence production, Jaitley said his ministry was working out ways to boost domestic production for the defence sector.
"We want India to become a global power in defence manufacturing sector, and towards that end, we are encouraging private players to come forward. We will, of course, also continue to strengthen our ordnance factories and defence PSUs," the minister said.

काश्‍मीर: दहशतवाद्यांबरोबरील चकमकीत दोन जवान हुतात्मा

श्रीनगर - दक्षिण काश्‍मीरमधील शोपियां जिल्ह्यामध्ये दहशतवाद्यांबरोबर झालेल्या चकमकीत भारतीय लष्कराचे दोन जवान हुतात्मा झाले आहेत. या कारवाईत एका दहशतवाद्यासही कंठस्नान घालण्यात आले आहे. त्याचबरोबर एका कॅप्टन दर्जाच्या अधिकाऱ्यासह एकूण तीन जण जखमी झाले आहेत. या ठिकाणी दहशतवाद्यांबरोबरील संघर्ष अद्यापी सुरु आहे.

शोपियां जिल्ह्यामधील झैनपुरा भागामधील अवनीरा या गावामध्ये दहशतवादी लपल्याची माहिती मिळाल्यानंतर लष्कराकडून या भागात मोठी शोधमोहिम हाती घेण्यात आली होती. ही शोधमोहिम सुरु असतानाच दहशतवाद्यांकडून अचानक हल्ला चढविण्यात आला. सुरक्षा दलांकडूनही या हल्ल्यास त्वरित तीव्र प्रत्युत्तर देण्यात आले. दहशतवाद्यांच्या हल्ल्यात जखमी झालेल्या जवानांना लष्करी तळावरील रुग्णालयात उपचारार्थ दाखल करण्यात आले आहे.

काश्मीर: चकमकीत महाराष्ट्रातील जवान सुमेध गवई हुतात्मा

श्रीनगर : जम्मू काश्मीरमधील शोपियाँ जिल्ह्यात आज (रविवार) सकाळी दहशतवाद्यांबरोबर झालेल्या चकमकीत हुतात्मा झालेल्या दोन भारतीय जवानांमध्ये महाराष्ट्रातील अकोला जिल्ह्यातील सुमेध गवई या जवानाचाही समावेश आहे.

लष्कर जवान आणि दहशतवाद्यांमध्ये शनिवारी रात्रीपासून शोपियाँत चकमक सुरु होती. अखेर तीन दहशतवाद्यांचा खात्मा करण्यात आला आहे. या चकमकीत दोन जवान हुतात्मा झाले असून, तीन जवान जखमी झाले आहेत. हुतात्मा झालेल्या जवानांमध्ये महाराष्ट्रातील अकोला जिल्ह्यातील लोणाग्रा गावचे सुपुत्र सुमेध वामन गवई यांचा समावेश आहे. याबरोबरच शिपाई पी. ईलियाराजा हेही हुतात्मा झाले आहेत.

Air warrior? No right to higher education from civil institutions

NEW DELHI: The Indian Air Force (IAF)—instead of doing a course correction after a recent Delhi High Court rap for its discriminatory study leave policy—has come out with much more rigid rules for its air warriors. In March, the high court had slammed the force, calling its study leave norms a violation of fundamental rights. As per the Air Headquarters’ latest order, air warriors are not allowed to pursue higher education from civil institutions.

It all started in February 2017, when an air warrior sought leave to study MTech in IIT-Dhanbad after topping the entrance exams. But IAF authorities—citing British-era rules—denied him permission.

They said there was no provision for sending jawans on study leave, and only officers are entitled to the ‘privilege’.  

Taking strong note of it, the high court gave its verdict in favour of the airman and reprimanded the IAF authorities by saying, “The discrimination between airmen and officers for grant of study leave is totally discriminatory and violative of Article 14 of the Constitution of India.”

But ironically, IAF authorities released another order with more stringent rules for acquiring higher education for its over one lakh air warriors.

Assistant Chief of Air Staff, Air Vice Marshal O P Tiwari in its July 16 order said for seeking permission to pursue higher civil qualification, air warriors should have exceptional grade in their trades.

“Analysis of qualification of the air warriors reveals that there is an increasing trend amongst the young airmen towards pursuing higher qualifications which are not directly in line with their professional trade. As a result, their efforts and focus towards primary profession get diluted,” Air Vice Marshal Tiwari’s order stated.

It further said, “IAF has to strike a balance between individuals’ aspirations and of the organisational interests.

”But in contrast, IAF grants leave of maximum 28 months to its officers who have completed 15 years of service for pursuing higher studies.When contacted for a response, an IAF official said the matter is sub-judice.

“For entry level of airmen, 12th standard is the minimum educational qualification and these airmen are permitted to purse graduation from in-house mechanism through Project Akashdeep,” said an IAF officer, explaining their position.The latest order from higher authorities is further going to deepen the divide between the officers and jawans, especially when the armed forces are facing issues of strained relations between them.

सुरक्षा दलांकडे कोणतेही आव्हान पेलण्याची क्षमता: जेटली

नवी दिल्ली: डोकलाममधील तणावाच्या पार्श्वभूमीवर भारतीय सुरक्षा दले आगामी काळात उद्भवणाऱ्या कोणत्याही परिस्थितीचा सामना करण्यास सज्ज असल्याची माहिती संरक्षणमंत्री अरुण जेटली यांनी आज लोकसभेत दिली.

नवी दिल्ली: डोकलाममधील तणावाच्या पार्श्वभूमीवर भारतीय सुरक्षा दले आगामी काळात उद्भवणाऱ्या कोणत्याही परिस्थितीचा सामना करण्यास सज्ज असल्याची माहिती संरक्षणमंत्री अरुण जेटली यांनी आज लोकसभेत दिली.

चीनच्या तिबेटमधील हालचालीविषयीचा एक अहवाल तसेच, भारतापेक्षा पाकिस्तानमधील संरक्षण उद्योगाची स्थिती उत्तम, असा एका वरिष्ठ लष्करी अधिकाऱ्याने केलेला दावा, यांवरून उपस्थित केलेल्या प्रश्नास उत्तर देताना जेटली बोलत होते. जेटली म्हणाले, ""भविष्यात उद्भवणाऱ्या कोणत्याही आव्हानाला तोंड देण्याची क्षमता संरक्षण दलांमध्ये असून, त्यासाठी आवश्‍यक सामग्रीही उपलब्ध आहे. यापूर्वीही मी ही बाब स्पष्ट केली असून, याविषयी कोणीही शंका उपस्थित करू नये.''
आवश्‍यक शस्त्रास्त्रे बाहेरून खरेदी करून सुरक्षा दलांच्या गरजा पूर्ण होणार नाहीत; तर त्यांची स्वदेशात निर्मिती होणेही तितकेच महत्त्वाचे आहे. त्यामुळे दारूगोळा व शस्त्रनिर्मिती करणारे कारखाने सुरूच राहतील, त्यातील कर्मचाऱ्यांमध्ये कोणतीही कपात होणार नाही, असेही जेटली यांनी स्पष्ट केले.

विरोधकांबरोबर सत्ताधाऱ्यांनाही बोलण्याची संधी हवी ः रविशंकर प्रसाद
नवी दिल्ली ः संसदेत विरोधकांना बोलण्याचा हक्क आहे, मात्र त्यांबरोबर सत्ताधारी पक्षातील नेत्यांनाही बोलण्याची संधी मिळावी. तरच संसदेचे कामकाज सुरळीतपणे चालू शकते, असे मत केंद्रीय कायदामंत्री रविशंकर प्रसाद यांनी आज व्यक्त केले. राज्यसभेचे नवनियुक्त अध्यक्ष वेंकय्या नायडू यांचे स्वागत करतानाच सभागृहाचे कामकाज सुरळीतपणे चालण्यासाठी त्यांच्या प्रदीर्घ अनुभवाचा उपयोग होईल, अशी अपेक्षा प्रसाद यांनी व्यक्त केली. नायडू यांच्या नेतृत्वाखाली अनेक तरुण नेते म्हणून उदयास आले, त्यापैकी आपण एक असून, त्याचा आपल्याला अभिमान असल्याचेही प्रसाद यांनी नमूद केले.

Restructure MoD in national interest

The writing has been on the wall for a long time, yet the government hesitates to act. Management of defence at the national level,desperately needs restructuring. The Ministry of Defence (MoD), in its present form is unsuitable for meeting the challenges of the twenty first century. It is the only MoD, amongst all international military powers, which is more suited as a stumbling block, rather than as a supporting, guiding and decision-making organization.

In every government organ, it is the controlling ministry which is responsible to project a correct picture and support its subordinate establishments, which have no direct link with different ministries. The Home Ministry always ensures that the Central Armed Police Forces (CAPF) get their requirements, dues and equipment, essential for fulfilment of tasks. The MoD, on the other hand, is geared for just the opposite.

The seventh pay commission asked for details about the military, wrong inputs were sent by the MoD, without consulting the service HQs, resulting in a skewed release of the pay commission, compelling service chiefs to reject the final award, the first time in Indian history. The PMO had to step in to rectify the anomaly. It delayed the military’s pay commission by over a year.

The Government scrapped rations to officers, the MoD remained silent. It should have protested on behalf of the military stating that these were not ‘free rations’ but ‘entitled rations’ and part of service conditions. Further there is nothing like a ‘peace station’, as all units, irrespective of location, are always prepared to move on six hours’ notice and most spend months out on training and exercises. It led to some service officers, approaching the courts,as the decision involved tampering with conditions of service, which can never be implemented as a one-sided decision.

The army has approached the ministry multiple times to act against those who erred from ordnance factories, resulting in over twenty casualties in the Pulgaon mine blast, thereby preventing similar accidents in the future, but there was no response.The incident occurred over a year ago. A frustrated Vice Chief had to publicly raise the issue of poor quality of products from ordnance factories and the same was also commented upon by the defence minister in parliament.

The latest Government orders, now in the pipeline, on curtailing canteen facilities would result in mass protests from veterans, if implemented, as serving personnel are bound by silence. This again is an authorised entitlement for serving and veterans and cannot be curtailed without justification. The MoD just passes orders from the government for implementation as if it is a post office. It has never stood by the military and requested the Government to reconsider.

CAG reports have repeatedly humiliated the MoD for its poor record in procurements of stores and questioned it over shortfalls of even essentials like bullet proof jackets, boots and helmets. There has only been limited forward movement. Recently, it blamed them for not maintaining requisite ammunition in case of hostilities, an issue which echoed in parliament. But nothing is likely to make the elephant in the MoD move. It desperately needs to be restructured and pushed hard, if it must function and be the organization it was designed to be.

The basic problem of the MoD remains in its structure and composition. It comprises solely of civilians, with very limited knowledge of matters military, who are posted for short tenures. Handling military issues requires an understanding on military matters, which most lack, as the military is specific and has no lateral intake. Hence their knowledge remains limited, resulting in questioning military demands and becoming a stumbling block, rather than a supporting one. It is not their fault but a structural flaw which has never been rectified due to government apathy. Briefly put, the MoD has ‘full control without accountability or responsibility’.

The defence secretary, as per the national war book is responsible for defence of the nation, a line copied from the British. However, our great leaders failed to note, that in the UK, the defence secretary is a politician, whereas in India his counterpart is the defence minister. The Indian defence secretary is a bureaucrat and invariably one who has never earlier served in the ministry, hence lacks knowledge on military organizations, tactics and strategy.

Ideally, the MoD, should have a mix of military and civilians working together in a cohesive manner, to meet demands of national security. In many countries, retired officers have also been absorbed in the MoD, solely to enable the minister and his staff understand matters military at appropriate levels.

The Integrated Defence Staff (IDS), was created to offset this shortcoming, however, has never been accepted as such. The basic cause in India has been the demand for bureaucratic control, rather than political controlas it was meant to be, accompanied by fear of coups. Irrational logic, but true. Most defence minister’s, equally lost on military matters, prefer dealing with civilian bureaucrats, rather than uniformed and stern looking military personnel, speaking a language beyond their comprehension.

Recent times have thrown up a collection of challenges on national security, Doklam, growing Pak interference in Kashmir, rising militancy and a belligerent Chinawhich is increasing its forays into the Indian Ocean. Thus, the MoD and military must work hand in glove, especially as the government still fears appointing a Chief of Defence Staff (CDS). Thus, what India requires now is a cohesive organization at the helm which can work seamlessly with service HQs in management of defence.

Even the Government knows that its present structures are ill-prepared for the future, since it recently sanctioned funds to Vice Chiefs to enhance procurements. However, this sanction comes with many riders, including obtaining clearance from financial advisors, under the MoD. Therefore, stumbling blocks would continue to remain.

I wonder if this Government will act and bring about radical and desperately needed changes in management of defence at the apex level or like the countless prior to it, ignore and let time pass, after all, the military can handle any crisis by itself, as it has never let the nation down. If structural changes do not occur before the next elections, then this would be another ‘run of the mill’ government, surviving on the oratory powers of its leaders, who have failed to secure the nation from future threats and prepared the military for the twenty-first century.

कसे ठेवावे एकच पीएफ खाते ?

नवी दिल्ली : नोकरी बदलली की अनेक पीएफ खाती बंद होतात. मात्र, आता तसे होणार नाही. प्रत्येक कर्मचा-याला आता नोंदणीसाठी आधार कार्ड सक्तीचे केले आहे. त्यामुळे आता जुनं पीएफ खातं बंद होणार नाही. म्हणजेच तुम्ही जर नोकरी सोडली आणि दुस-या कंपनीत गेलात तर तुमचे पीएफ खातंही ट्रान्सफर होईल. महत्वाचे म्हणजे, अर्जाशिवायच त्याचे पीएफ खात्यातले पैसे तीन दिवसांत ट्रान्सफर होतील.

Doklam standoff: We will soon call your actions 'invasion,' China tells India

We will soon call it invasion, the Chinese have told India amidst the Doklam standoff. So far we have been using trespass and incursion and that is China's goodwill, an analyst of the People's Liberation Army has said.

A senior PLA analyst Senior Colonel Zhao Xiaozhou was quoted by PTI as saying: 'China so far has not used the world 'invasion'. We have only used words like 'trespass' or 'incursion' and that is the goodwill of China.' Director at the Centre on China-American Defence Relations of the Academy of Military Science, Xiaozhou said: 'We hope for the best but we the Chinese government and the military do not have any room to make any compromise on the matter. So for the well-being of the two peoples and the amity of the two countries, India must withdraw unconditionally.'

China on the other hand has increased its troops at the tri-junction. China increased its troop presence at a distance of around one kilometre from Doklam plateau, north of Doka La post. This is where the Chinese have pitched around 80 tents for the People's Liberation Army (PLA) soldiers. The number of Chinese troops in the vicinity is estimated to be less than 800. 300 soldiers are also deployed at the standoff site, facing at least 350 Indian soldiers who have pitched tents in the area.

On the other hand India has advanced its schedule for Operational Alert for units of 33 Corps looking after Sikkim's border with China. An Op Alert is a two-week long yearly training event in which all Army units move to familiarise themselves with their likely area of operation.
