If The Modi Sarkar Really Cares About Armed Forces, Why Did It Take These Decisions? by Pushparaj Deshpande

Over the past few weeks, the BJP’s propaganda machine has been working overtime to lionise Prime Minister Modi as the ‘saviour’ who has restored India’s national pride by sanctioning surgical strikes post-Uri. The bitter reality is that the BJP is shamelessly (mis)using the armed forces as cannon fodder for their perverse political agenda.

First, consider how the Modi sarkar conducted itself in the One Rank, One Pension (OROP) matter. After bitterly resisting OROP from May 2014 to almost the end of 2015 (partly because it was the UPA government that originally conceived, and started the process to implement it), the NDA grudgingly granted it after repeated protests by ex-servicemen.

Even then, the final shape of OROP that was finally approved was so far removed from what was originally envisaged that nearly all sections of the armed forces are dissatisfied about it. To add injury to insult, on the August 14, 2015, the Modi government ordered the Delhi Police, the New Delhi Municipal Council and the paramilitary to disperse ex-servicemen who were pleading for OROP at Jantar Mantar with batons.

Never before has any government stooped so low as to unleash security personnel onto the very people who safeguard India’s security.

NDA’s unwarranted attack on India’s soldiers is not an isolated incident. When coast guard personnel wrote to PM Modi requesting that sailors be considered for better pay and parity with Navy personnel, NDA reciprocated by detaining Uttam Navik Maneesh G. (the letter’s author) for a month and withholding his salary for three months, says this Catch News report.

Ignoring Maneesh’s hearing impairment (that was incidentally a result of an on-duty mishap), he was denied medical attention and was in a jail that shared a wall with a firing range. Consequently, Maneesh has suffered permanent hearing loss in his left ear.

When 49 other sailors wrote to express solidarity with Maneesh, the NDA further detained three other sailors and slapped the rest with harsh salary cuts. Even if one overlooks the fact that the sailors are being penalised for rightfully requesting (not demanding) their dues, is this how a government should conduct itself with those who protect India’s maritime borders?

And it does not stop here. A day after the surgical strikes, the NDA conducted a surgical strike of its own, as per a Business Standard report. It ruthlessly slashed the pensions of soldiers disabled in both operational and non-operational situations. In stark contrast to the earlier “percentage system” that the UPA government had institutionalised, NDA’s myopic policy simply does not compensate soldiers for the numerous risks they take in the service of the nation.

Thanks to the NDA’s apathy, while civilian personnel from all India services can draw 30 per cent of their salary as ‘hardship allowance’ when posted anywhere outside what they regard as a comfort zone, a soldier is grudgingly granted a pittance for risking his life in a harsh environment.

For example, an IAS official posted in Guwahati can draw Rs.70,000/- per month as ‘hardship allowance’, while a military officer posted in Siachen (which is widely recognized as one of the most hostile battlegrounds in the world) is entitled to only Rs. 31, 500/- per month. From what angle does the NDA consider this just?

PM Modi recently urged Indians to pay tribute to, and boost the morale’s of India’s soldiers by writing to them on Diwali. In stark contrast to the #SandeshForSoldiers exercise, Defence Minister Manohar Parrikar has decided to give them a different sandesh altogether.

Days before PM Modi’s seemingly heartwarming gesture, the NDA cynically approved the downgrading the ranks of military officers, in comparison to their civilian counterparts, reports Hindustan Times.

This not only invalidated protocols established by a GoM headed by the then Finance Minister Pranab Mukherjee, but also goes against various court rulings. Because of the massive outcry from the armed forces, the NDA was inevitably forced to backtrack on this particular “stab-in-the-back policy”.

However, in attempting this, it seemed as if it was deliberately trying to undermine the prestige of military officers. For a government that seeks to cash in on the glory of the armed forces (and secure their support as well), this was a clear self-goal.

Contrary to their public display of ‘admiration’ (PDA), the Modi sarkar has treated India’s soldiers as merely a means to an end.The Modi sarkar has been utterly disrespectful towards India’s armed forces. But then what else can one expect from a Prime Minister who feels that “traders take more risk than soldiers”?

The Indian Army is answerable to the Govt otherwise there would be martial law: SC

The Supreme Court on 28 October asserted that the Indian armed forces are accountable and answerable to the Union Cabinet and the government. The court added that if this is not the case, it will lead to martial law in the country.


The apex court made the remark in response to a petition seeking to prevent the government from looking for political gains from the operations initiated by the Indian army. The petitioner asserted that the army should be only answerable to the President of the country and that the government should not influence its decisions in any way, the Times of India reported.


Prime Minister Narendra Modi-led BJP drew criticism from several quarters for allegedly taking credit for the surgical strikes conducted by Indian army across the Line of Control last month for political gains.


Last week, Defence Minister Manohar Parrikar also credited the RSS' teachings for the Indian Army's successful operation.


The Army had conducted surgical strikes on seven terror launch pads across the Line of Control on the intervening night of 28 and 29 September, 10 days after the Uri terror attack which claimed the lives of 20 Indian soldiers.

Vice Admiral Pabby takes charge as Navy’s Chief of Materiel

New Delhi: Vice Admiral G S Pabby today assumed charge as the Chief of Materiel of the Indian Navy, a key position that looks after aspects related to selection, induction and maintenance of all types of equipment and weapon systems for ships and submarines.

Creation of major marine and technical infrastructure and all logistics management functions of the Indian Navy would also fall within the purview of the Admiral.

He relieved Vice Admiral A V Subhedar who relinquished active service on completion of an illustrious naval career spanning over close to four decades.

During his career spanning over three-and-a-half decades, Admiral Pabby has served onboard a wide range of frontline ships, including Russian Petya class of ships, Russian Kashin class destroyers and indigenously designed and built Delhi Class destroyers.

On promotion to the rank of Rear Admiral in December 2009, he was appointed as the Chief Staff Officer (Technical) at Headquarters, Western Naval Command and later moved to Naval Dockyard Visakhapatnam.

As Admiral Superintendent of Naval Dockyard Visakhapatnam, the Admiral was responsible for the major refits of all ships and submarines on the East Coast and a number of mid-life upgrades of ships and Russian submarines were carried out under his stewardship.

Admiral Pabby was later appointed as Director General Naval Projects at Mumbai, where he oversaw the construction of the new dry dock, which would be the largest naval dry dock.

The Flag Officer has been the Controller Warship Production and Acquisition prior to taking over his current appointment.

As a Principal Staff Officer and the senior most Technical Officer in the Indian Navy, the Admiral would be in charge of all aspects related to selection, induction and maintenance of all types of equipment and weapon systems for ships and submarines.

Modi government offers to buy 200 foreign combat jets…if they’re Made-in-India - Indian Express

The Indian Air Force is desperately trying to speed up other acquisitions and arrest a fall in operational strength, now a third less than required to face both China and Pakistan.

India is offering to buy hundreds of fighter planes from foreign manufacturers – as long as the jets are made in India and with a local partner, air force officials say. A deal for 200 single-engine planes produced in India – which the air force says could rise to 300 as it fully phases out ageing Soviet-era aircraft – could be worth anything from $13-$15 billion, experts say, potentially one of the country’s biggest military aircraft deals. After a deal to buy high-end Rafale planes from France’s Dassault was scaled back to just 36 jets last month, the Indian Air Force is desperately trying to speed up other acquisitions and arrest a fall in operational strength, now a third less than required to face both China and Pakistan.

But Prime Minister Narendra Modi’s administration wants any further military planes to be built in India with an Indian partner to kickstart a domestic aircraft industry, and end an expensive addiction to imports. Lockheed Martin said it is interested in setting up a production line for its F-16 plane in India for not just the Indian military, but also for export.

And Sweden’s Saab has offered a rival production line for its Gripen aircraft, setting up an early contest for one of the biggest military plane deals in play.

“The immediate shortfall is 200. That would be the minimum we would be looking at,” said an air officer briefed on the Make-in-India plans under which a foreign manufacturer will partner local firms to build the aircraft with technology transfer.

India’s defence ministry has written to several companies asking if they would be willing to set up an assembly line for single-engine fighter planes in India and the amount of technology transfer that would happen, another government source said.

“We are testing the waters, testing the foreign firms’ willingness to move production here and to find out their expectations,” the person said.

OPERATIONAL GAPS

India’s air force originally planned for 126 Rafale twin-engine fighters from Dassault, but the two sides could not agree on the terms of local production with a state-run Indian firm and settled for 36 planes in a fly-away condition.

Adding to the military’s problems is India’s three-decade effort to build a single-engine fighter of its own which was meant to be the backbone of the air force. Only two of those Light Combat Aircraft, called Tejas, have been delivered to the air force which has ordered 140 of them.

The Indian Air Force is down to 32 operational squadrons compared with the 45 it has said are necessary, and in March the vice chief Air Marshal B.S. Dhanoa told parliament’s defence committee that it didn’t have the operational strength to fight a two front war against China and Pakistan.

JET MAKERS RESPOND

Saab said it was ready to not only produce its frontline Gripen fighter in India, but help build a local aviation industry base.

“We are very experienced in transfer of technology – our way of working involves extensive cooperation with our partners to establish a complete ecosystem, not just an assembly line,” said Jan Widerström, Chairman and Managing Director, Saab India Technologies.

He confirmed Saab had received the letter from the Indian government seeking a fourth generation fighter. A source close to the company said that while there was no minimum order set in stone for it to lay down a production line, they would expect to build at least 100 planes at the facility.

Lockheed Martin said it had responded to the defence ministry’s letter with an offer to transfer the entire production of its F-16 fighter to India.

“Exclusive F-16 production in India would make India home to the world’s only F-16 production facility, a leading exporter of advanced fighter aircraft, and offer Indian industry the opportunity to become an integral part of the world’s largest fighter aircraft supply chain,” Abhay Paranjape, National Executive for Lockheed Martin Aeronautics Business Development in India said in an email.

U.S. TOP SUPPLIER
Lockheed’s offer comes on the back of expanding U.S.-India military ties in which Washington has emerged as India’s top arms supplier in recent years, ousting old ally Russia.

Earlier this year Boeing also offered India its twin-engine F/A-18 Hornets, but the level of technology transfer was not clear. India has never previously attempted to build a modern aircraft production line, whether military or civilian. State-run Hindustan Aeronautics (HAL) has assembled Russian combat jets including the Su-30, but these are under licensed production.

“We have never had control over technology. This represents the most serious attempt to build a domestic base. A full or a near-full tech transfer lays the ground for further development,” said retired Indian air marshal M. Matheswaran, a former adviser at HAL.

He said the Indian government would be looking at producing at least 200 fighters, and then probably some more, to make up for the decades of delay in modernising the air force.

UN lights up for Diwali for the first time

United Nations: Diwali was commemorated for the first time at the United Nations, with the world body’s imposing headquarters in New York lit up especially on the occasion of the Indian festival of lights.

“Happy Diwali! @UN celebrates Diwali for 1st time. Thank you @UN_PGA for this initiative,” Mr. Akbaruddin said in another tweet, thanking General Assembly president Peter Thomson for the initiative.

He also tweeted a picture of passersby clicking photographs of the building as well as being themselves clicked against the illuminated UN headquarters in the background.

Thomson also tweeted a picture of the UN building lit up in bright blue for Diwali and said “Light over darkness, hope over despair, knowledge over ignorance, good over evil — the UN lights up. Happy Diwali!”

The UN Secretariat building will be lit up for Diwali for three days from October 29, 2016.

It is for the first time that the Indian festival of lights is celebrated at the world body after the UN General Assembly adopted a resolution in December, 2014 that acknowledged the “significance of Diwali”.

Noting that the festival is observed in many UN member states, the resolution had called on U.N. bodies to avoid holding meetings on Diwali, declaring it a no-meeting day.

From 2016 onwards, Diwali was made an optional holiday for the UN, India’s Permanent Mission to the world body said in a special video message.

Earlier in June, the UN building was lit up on the occasion of the International Yoga Day, with images of Yoga postures projected on the imposing headquarters.

Rs 5,500 cr paid as first OROP instalment: PM

Kinnaur: The first installment of nearly Rs 5,500 crore has been paid for implementing the OROP scheme, Prime Minister Narendra Modi today said while asserting that he has "fulfilled the promise" he made to ex-servicemen on the issue that has been hanging fire for the last 40 years.

PM Modi today dedicated Diwali to the armed forces.

"The OROP money will reach ex-servicemen in four installments. Nearly, Rs 5,500 crore has been paid as the first installment," PM Modi said.

The Prime Minister, while celebrating Diwali with army and ITBP personnel in Sumdo here, over 270 km from state capital Shimla, also lauded the role of the security force personnel guarding and protecting the country.

"Spent time with our courageous @ITBP_official & Army Jawans at Sumdo, Kinnaur district, Himachal Pradesh. Jai Jawan! Jai Hind!," he tweeted.

Earlier in his 'Mann ki Baat' programme on All India Radio, he saluted the valour of the armed forces and lauded their sacrifice while dedicating the festival of Diwali to them.

"The OROP was not about just Rs 200 or Rs 500 crore, but Rs 10,000 crore... After I became the PM, and decided that I had to do (implement) it, the entire government lost sleep over it... It was not possible for the government to pay in one go, so I requested the ex-servicemen to accept it in four instalments.

"The money will reach them in four installments. Nearly, Rs 5,500 crore has been paid as the first installment," Modi said.

He said the issue had been pending for "40 years" as certain people in the previous governments "did not know" about OROP (scheme), and therefore "only Rs 500 crore was allocated" for the purpose.

Modi also said that many people thought that if the scheme was not implemented, a section of "ex-servicemen would turn against the government".

The Prime Minister, on his way to Sumdo, met civilians at Himachal's Chango village, close to the Sino-Indian border.

"Made unscheduled stop at Chango village, close to Somdu, to wish people on Diwali. Was deeply touched by the impromptu reception & their joy," Modi tweeted.

"The Prime Minister spent time with ITBP jawans and personnel of Dogra Scouts of army at Sumdo on border of Kinnaur and Spiti, and distributed sweets to them," an official said.

Modi also met personnel of the General Reserve Engineering Force (GREF), a branch of Border Roads Organisation (BRO), entrusted with construction and maintenance of border roads and also executing the Rohtang Tunnel project, the official said.

After coming in power in 2014, the Prime Minister had celebrated his first Diwali with soldiers posted in Siachen, and in 2015, he celebrated it at the India-Pakistan border in Punjab.

नितीन कोळी अमर रहे'ने वारणाकाठ दुमदुमला

सांगली - जम्मू-काश्‍मीरमधील कुपवाडा जिल्ह्यात पाकिस्तानी सैन्याबरोबर झालेल्या चकमकीत हुतात्मा झालेले दूधगावचे (ता. मिरज) सुपुत्र नितीन सुभाष कोळी (वय 28) यांच्या पार्थिवावर आज (सोमवार) सकाळी शासकीय इतमामात अंत्यसंस्कार करण्यात आले. यावेळी ‘नितीन कोळी अमर रहे‘च्या घोषणांनी वारणाकाठ दुमदुमला.

 

गावात शोकसभा होऊन वारणा नदीच्या काठावर शासकीय इतमामात नितीनच्या पार्थिवावर अंत्यसंस्कार करण्यात आले. नितीन यांचा मुलाने त्यांना मुखाग्नी दिला. या वेळी गावातून नदीकाठापर्यंत मानवी साखळीचे आयोजन गावकऱ्यांनी केले होते. दूधगावात लोटला जनसागर होता. नितीन कोळी यांना श्रद्धांजली वाहण्यासाठी प्रचंड गर्दी झाली होती. त्यांच्या अंत्ययात्रेत सुमारे चार किमीपर्यंत रांगा होत्या. नितीन कोळी यांच्या पार्थिवावर पुष्पवृष्टी करण्यात आली. नितीन कोळी अमर रहे, भारत माता की जय च्या घोषणांनी दुधगावचा वारणा काठ दुमदुमला.

अंत्यसंस्कार मार्गावर फुलांच्या पायघड्या घातल्या होत्या. पुरुषांबरोबर महिलाही अंत्ययात्रेत सहभागी झाल्या होत्या. अंत्यसंस्कारावेळी मंत्री चंद्रकांत पाटील, मंत्री सदाभाऊ खोत, खासदार राजू शेट्टी आमदार सुधीर गाडगीळ, सहकार मंत्री सुभाष देशमुख माजी आमदार पृथ्वीराज देशमुख आदींची उपस्थिती होती.

Sub: Implementation of Government’s decision on the recommendations of the Seventh Central Pay Commission- Revision of Pension of Pre-2016 Defence Forces Pensioner/Family Pensioners.

The undersigned is directed to state that in pursuance of Government’s decision on the recommendations of 7th Central Pay Commission, notified vide Government of India, Ministry of Defence Resolution No.17(1)/2014/D(Pen/Policy) dated 30th September 2016 based on Ministry of Personnel, Public Grievances and Pension, Department of Pension & Pensioners Welfare Office Resolution No. 38/37/2016-P&PW(A) dated 4th August, 2016 and Office Memorandum F.No.38/37/20l6-P&PW(A)(ii) dated 4th August,2016, sanction of the President is hereby accorded to regulate the Pension/Family Pension of all Pre-1.1.2016 pensioners/family pensioners of the Defence Forces with effect from 1.1.2016 in the manner indicated in succeeding paragraphs. Separate Orders will be issued by this Ministry in respect of Defence Force Personnel who retired/died on or after 1.1.2016 and for revision of disability element in respect of Pre-2016 Defence Pensioners.

2. Applicability : These orders shall apply to all Defence Forces pensioners/family pensioners who were drawing pension/family pension as on 1.1.2016 under the Pension Regulations of the three Services/ State Forces and various Government orders issued from time to time.

3. Non-Applicability : The provisions of this letter do not apply to the following categories:
(i) Gallantry awardees drawing only monetary allowance attached to the award, such as Param Vir Chakra, Ashok Chakra etc.
(ii) United Kingdom/Hong Kong & Singapore Royal Army( UK/HKSRA) Pensioners.
(iii) Persons in receipt of Compassionate Allowance, Guzara, Reservist Allowance or any other Allowance on which dearness relief is not admissible.
(iv) Reservists in receipt of Ex-gratia payment at Rs 750/- per month covered under Govt. of India, Ministry of Defence letter No. 1(06)/2010-D(Pen/Policy) dated 22”d Nov 2013.
(v) Families of the deceased Reservists in receipt of Ex-gratia family pension at Rs 645/- per month covered by Govt. of India Ministry of Defence letter No.1 (06)/2010-D (Pen/Policy) dated 22nd Nov 2013.

4. Definitions : (a) ‘Existing Pensioner’ or ‘Existing Family Pensioner’ means a pensioner who was entitled to/drawing pension/family pension on 31.12.2015. This will also include a pensioner/family pensioner who became entitled to pension/family pension with effect from 1.1.2016 consequent upon retirement/discharge/death of Defence Forces Personnel on 31.12.2015. For the purpose of family pension, it also covers members of family to those who retired/discharged prior to 1.1.2016 and in whose case family pension had not commenced as the pensioner was alive on 31 .12.2015.
(b) ‘Existing Pension’ means the basic pension inclusive of commuted portion of pension, if any, due on 31.12.2015 and covers all kinds of pension viz. Retiring/Service/ Special/Reservist/Invalid Pension/ Service element of Disability/ Liberalized Disability Pension/ War Injury Pension. This will also include Pension/Family Pension which became due with effect from 1.1.2016 consequent on retirement/discharge! death of Defence Force Personnel on 31.12.2015.
(c) ‘Existing Family Pension’ means the basic family pension drawn on 31.12.2015 under the Pension Regulations of the three Services/ State Forces and other orders issued on the subject from time to time. It also covers Special Family Pension/ Dependent Pension/2nd Life award of Special Family pension and Liberalized Family pension sanctioned in battle and non-battle casualty cases.
(d) ‘Pension Disbursing Agency’ (PDA) means Treasury, Post Office, Pay and Accounts Office. Defence Pension Disbursement Office (DPDO), Indian Embassy, Nepal and authorized Public Sector/Private Sector Banks.
(a) ‘Pension Sanctioning Authority’ (PSA) means PCDA (Pensions) Allahabad, PCDA (Navy) Mumbai, and CDA (AF) Delhi, as the case may be.

5. Revision of Pension : 5.1 For existing pensioners, who have retired/died before 01.01.2016, the revised pension/family pension with effect from 01.01.2016 shall be determined by multiplying the Basic Pension (before commutation)/Basic Family Pension (exclusive of Dearness Relief) as had been drawn as on 31.12.2015 by 2.57 to arrive at revised pension under 7th CPC. The amount of revised pension/family pension so arrived at shall be rounded off to next higher rupee. The Disability Element will be regulated as per Para 9. Illustrations for revision of pension are annexed in Annexure-A attached to this letter…

5.2 For this purpose, the existing Pension/Family Pension will be the Basic Pension(before commutation)/ Basic Family Pension only without the element of Additional Pension (referred to at Para 12) available to the old pensioners! family pensioners of the age of 80 years and above. The Additional Pension!Family Pension payable to the old pensioners/family pensioners will be worked out in accordance with Para 12 of this order.

5.3 Since the revised pension will be inclusive of commuted portion of pension, if any, the commuted portion will be deducted from the said amount while making monthly disbursements.

5.4 Minimum and Maximum Pension:The minimum basic pension with effect from 01.01.2016 will be Rs. 9000/- per month (excluding the element of additional pension admissible to old pensioners). The upper ceiling of pension/ family pension will be 50% and 30% respectively of the highest pay in the Government (The highest pay in the Government is Rs. 2,50,000/- with effect from 01.01.2016).

5.5 The revised Pension/Family Pension arrived at as per paragraph 5.1 includes dearness relief sanctioned from time to time by the Government.

6. Where the revised Pension!Family Pension in terms of paragraph 5.1 above works out to an amount less than Rs. 9000!-, the same shall be stepped up to Rs. 9000!-. This will be regarded as Pension/Family Pension with effect from 11.2016.

7. The existing instructions regarding regulation of Dearness Relief to employed/ re-employed pensioners/family pensioners, as contained in Department of Pension 6 Pensioner’s Welfare OM. No. 45/73/97-P&PW(G) dated 02.07.1999 and as amended from time to time, shall continue to apply.

8. Applicability to Permanent absorbees in PSUs/ Autonomous Bodies: Pension of a Defence Forces Personnel who has been permanently absorbed in Public Sector Undertaking/Autonomous Body will be regulated as under:

8.1 Pension: Where the Defence Force Personnel on permanent absorption in Public Sector Undertaking/ Autonomous Body continues to draw pension separately from the Government, the pension of such absorbees will be revised in terms of these orders. in cases, where the Defence Forces Personnel has drawn one time lump-sum terminal benefits equal to 100% commutation of the pension and has become entitled to the restoration of 43% / 45% commuted portion of pension as per the orders issued by this Ministry from time to time, such cases will not be covered by these orders. Orders for regulating pension of such pensioners will be issued separately.

8.2 Family Pension: In cases, where on permanent absorption in Public Sector Undertakings/Autonomous Bodies, the family pension is being drawn by the family of the PSU absorbee under the orders applicable to the Defence Forces, the same will be revised in accordance with these orders.

9. Disability Element:The implementation of 7th CPC recommendations relating to methodology for calculation of disability element has been referred to the Anomalies Committee. The disability element which was being paid to ore-2016 Defence Pensioners as on 31.12.2015 will continue to be paid till decision on the recommendations of Anomalies Committee is taken by the Government.

10. Following elements will continue to be paid as separate elements in addition to the Pension/Family Pension revised under these orders. These payments will not be taken into account for the purpose of revision as well as for applicability with regard to the minimum limit of Pension/Family Pension is. Rs. 9000/- per month.
(i) Monetary Allowance attached to Gallantry Awards such as Param Vir Chakra, Ashok Chakra etc.
(ii) Constant Attendant Allowance (CAA), matter to be examined by Committee comprising Finance Secretary and Secretary(Expenditure) as Chairman and Secretaries of Home Affairs, Defence, Posts, Health & Family welfare, Personnel & Training and Chairman Railway Board as members. Till a final decision is taken on the recommendation of the Committee, Constant Attendant Allowance shall be paid at the existing rates.

11. Where a pensioner is in receipt of Disabilityl Liberalized Disabilityl War Injury Pension, the minimum limit of Rs. 9000/- will be applicable to Service Pension/Service Element. Disability/ War Injury Element will be payable in addition to Service Pension/Service Element.

12. Additional Pension for Pensioners of age 80 years and above: The quantum of Additional Pension/Family Pension available to the old pensioners/family pensioners shall be as follows:-
The amount of additional pension will be shown distinctly. For example, in case where a pensioner more than 80 years of age and hislher revised pension in terms Para 5.1 above is Rs.1000/-pm, the pension will be shown as (i) Basic pension: Rs 10000 and (ii) Additional Pension Rs 2000 p m (20% of revised basic pension Rs 10000). The pension on his/her attaining the age of 85 yrs will be shown as (i) Basic Pension = Rs 10000 and (ii) additional pension = Rs 3000 pm. Dearness relief will also be admissible on the additional pension available to old pensioners.

(Note: – The additional Pension will not be admissible on Disability Element Liberalized Disability Element / War Injury Element of Disability/Liberalized Disability/ War Injury Pension.)

13. Ex-gratia awards to Cadets in cases of disablement
The following ex-gratia award shall be payable subject to the same conditions as hitherto in force in the event of invalidment of a Cadet (Direct) on medical grounds due to causes attributable to or aggravated by military training:-
(i) Payment of monthly ex-gratia award of Rs. 9000/- per month;
(ii) Payment of ex-gratia disability award @ Rs. 16200/- per month for 100% disability during the period of disablement. The amount will be reduced proportionately from the ex-gratia disability award in case the degree of disablement is less than 100%;

14. Dearness Relief: The revised Pension/Family Pension as worked out in accordance with provisions of Para 5.1 read with Para 6 and additional pension wherever payable under Para 12 above shall be treated as “Basic Pension” with effect from 1.1.2016 for the purpose of calculation of dearness Relief sanctioned thereafter by the Government.

15. Revision of Pension for employedlre-employed pensioners: The revision of pension in respect of employed/re-employed Commissioned Officer and Personnel Below Officer Rank pensioners will also be carried out as per methodology provided in Para 5.1 ie. their Basic Pension as on 31.12.2015 will be multiplied by 2.57 to arrive at revised Pension as on 01.01.2016. The revised pension so arrived at will be the Basic Pension with effect from 1.12016. However, Dearness Relief beyond 1.1.2016 will not be admissible to employed/re-employed Commissioned Officer pensioners and Personnel Below Officers Rank pensioners, whose pay on re-employment has been fixed above the minimum of scale of pay of the re~employed post during the period of employment/ re-employment.

16. Methodology for Implementation and Reporting

16.1. All Pension Disbursing Agencies handling disbursement of pension to the Defence Pensioners are hereby authorized to pay pension/family pension to existing pensioners/family pensioners at the revised rates in terms of Para 5.1 above without any further authorization from the concerned Pension Sanctioning Authorities.

16.2 It is considered desirable that the benefit of these orders should reach the pensioners as expeditiously as possible. To achieve this objective, it is directed that all Pension Disbursing Agencies should ensure that the revised pension and the arrears due to the pensioners in terms of Para 5.1 above is paid to the pensioners or credited to their account in one installment within two months from the date of issue of the letter.

16.3 A suitable entry regarding revised pension with effect from 1.1.2016 fixed in terms of Para 5.1 above, as the case may be, will be recorded by the Pension Disbursing Agencies in the Pension records of the pensioners viz. Pension Payment Order, Check Register/Pension Payment Scroll Register. An intimation regarding disbursement of revised pension may be sent by the Pension Disbursing Agencies to the Office of PCDA (P), Allahabad in prescribed Annexure to these orders so that records can be updated. A hard copy of the said Annexure-B may invariably be provided by the PDAs to the pensioners concerned for their information. An acknowledgement shall be obtained by the Pension Disbursing Agencies from Office of PCDA (Pensions), Allahabad in token of receipt of the requisite Annexure.

Miscellaneous Instructions

17. If a pensioner/family pensioner to whom benefit accrues under the provisions of this order, has already died before receiving the payment of arrears, the LTA will be disbursed in the following manner:
(i) If the claimant is already in receipt of Family Pension or happens to be the person in whose favour Family Pension already stands notified and the awardees has not become ineligible for any reason, the LTA under the provisions of this letter should be paid to such a claimant by the PDAs on their own.
(ii) If the claimant has already received LTA in the past in respect of the deceased to whom the benefit would have accrued, the LTA under the provisions of this letter should also be paid to such a claimant by the PDAs on their own.
(iii) If the claimant is a person other than the one mentioned at (i) & (ii). above, LTA will be paid to the legal heir/heirs as per extant Government orders.

18. No commutation will be admissible for the revised pension accruing as a result of this revision. The existing amount of pension commuted, if any, would continue to be deducted from the revised pension while making monthly disbursements.

19. Revision of Pension/Family Pension under these orders will not affect the amount of Retirement Gratuity/ Death Gratuity already determined and paid to the pensioners/ family pensioners with reference to rules in force at the time of discharge/death.

20. Any overpayment of pension coming to the notice or under process of recovery shall be adjusted in full by the Pension Disbursing Agencies against arrears becoming due on revision of pension on the basis of these orders.

21. The revision of pension/ family pension of Defence pensioners arrived in the above manner shall be subject to the findings and recommendation of the committee set up with the approval of the Cabinet to examine the feasibility of increment based formulation recommendation of 7th CPC for revision of pension and decision of the Government thereon if any.

22. These orders issue with the concurrence of the Finance Division of this Ministry vide their ID No. 10(6A)/2016/FIN/PEN dated 29.10.2016

Rs 5,500 cr paid as first OROP installment: PM

Kinnaur: The first installment of nearly Rs 5,500 crore has been paid for implementing the OROP scheme, Prime Minister Narendra Modi today said while asserting that he has "fulfilled the promise" he made to ex-servicemen on the issue that has been hanging fire for the last 40 years.

PM Modi today dedicated Diwali to the armed forces.

"The OROP money will reach ex-servicemen in four installments. Nearly, Rs 5,500 crore has been paid as the first installment," PM Modi said.

The Prime Minister, while celebrating Diwali with army and ITBP personnel in Sumdo here, over 270 km from state capital Shimla, also lauded the role of the security force personnel guarding and protecting the country.

"Spent time with our courageous @ITBP_official & Army Jawans at Sumdo, Kinnaur district, Himachal Pradesh. Jai Jawan! Jai Hind!," he tweeted.

Earlier in his 'Mann ki Baat' programme on All India Radio, he saluted the valour of the armed forces and lauded their sacrifice while dedicating the festival of Diwali to them.

"The OROP was not about just Rs 200 or Rs 500 crore, but Rs 10,000 crore... After I became the PM, and decided that I had to do (implement) it, the entire government lost sleep over it... It was not possible for the government to pay in one go, so I requested the ex-servicemen to accept it in four instalments.

"The money will reach them in four installments. Nearly, Rs 5,500 crore has been paid as the first installment," Modi said.

He said the issue had been pending for "40 years" as certain people in the previous governments "did not know" about OROP (scheme), and therefore "only Rs 500 crore was allocated" for the purpose.

Modi also said that many people thought that if the scheme was not implemented, a section of "ex-servicemen would turn against the government".

The Prime Minister, on his way to Sumdo, met civilians at Himachal's Chango village, close to the Sino-Indian border.

"Made unscheduled stop at Chango village, close to Somdu, to wish people on Diwali. Was deeply touched by the impromptu reception & their joy," Modi tweeted.

"The Prime Minister spent time with ITBP jawans and personnel of Dogra Scouts of army at Sumdo on border of Kinnaur and Spiti, and distributed sweets to them," an official said.

Modi also met personnel of the General Reserve Engineering Force (GREF), a branch of Border Roads Organisation (BRO), entrusted with construction and maintenance of border roads and also executing the Rohtang Tunnel project, the official said.

After coming in power in 2014, the Prime Minister had celebrated his first Diwali with soldiers posted in Siachen, and in 2015, he celebrated it at the India-Pakistan border in Punjab.

- प्रधानमंत्री नरेंद्र मोदी ने हरियाणा को केरोसिन मुक्त करने के लिए मनोहर लाल खट्टर के प्रयासों की सराहना की। प्रधानमंत्री ने राष्ट्र निर्माण में महात्मा गांधी की परिकल्पनाओं पर आगे बढ़ने की बात कही। उन्होंने कहा कि 21वीं सदी में गांव अंधेरे में नहीं रह सकते। हर गरीब की जरूरत के हिसाब से योजनाएं बननी चाहिए।

- प्रधानमंत्री ने कहा कि सिक्किम के बाद हिमाचल भी खुले में शौच से मुक्त हो गया हैं। आईटीबीपी का हमारा एक जवान विकास ठाकुर, जो हिमाचल के बधाना गांव से हैं। इनकी देशभक्ति देखिए कि उन्होंने सिर्फ दुश्मनों पर गोलियां नहीं चलाई बल्कि शौचालय बनाने के लिए भी पैसा दिया। अपनी जेब से 57 हजार रुपया दिया। ये बताता है कि हिमाचल को खुले शौच से मुक्ति कैसे मिली। इन नौजवानों का उत्साह ही प्रमुख है।

- लोगों ने अपनी कला के जरिए सेना के प्रति अपने प्यार को जताया है। मेरे नरेंद्र मोदी ऐप में भावनाओं का सागर उमड़ पड़ा है। मेरे देश के जवानों के लिए यह गर्व का पल है। मेरे पास संदेश के रूप में इतनी चीजें आई है कि मैं क्या-क्या बताऊं। प्रधानमंत्री नरेंद्र मोदी ने अश्विनी कुमार चौहान की कविता पढ़कर सेना के प्रति देशवासियों को जाहिर किया है।

- इस बार दिवाली सेना के जवानों के नाम मनाएं। देश भर में सेना के जवानों के लिए दिया जले। हर दिल में सेना के लिए प्यार है।

- प्रधानमंत्री ने कहा कि भारतीय जनजीवन में उत्सव का दूसरा नाम है दीपावली का पर्व, ये पर्व विश्व समुदाय को भी अंधेरे से उजाले की ओर ले जा रहा है।

IMPLEMENTATION OF ACTUAL OROP

Dear Raksha Mantri,

You are aware that the OROP which has been implemented has four anomalies which had been brought to your notice on numerous occasions. It is learnt that Justice Reddy Committee has also submitted its recommendations to the Govt.

May we request you to kindly issue instructions for the removal of these anomalies at your earliest please? If these anomalies are not removed, the OROP which the Govt had very kindly sanctioned will remain in a Diluted form. It will not be OROP but a onetime increase in pensions.

Non removal of Anomalies will further cause serious disadvantage to the Defence Personnel when the pensions as on 31 Dec 2015 are to be multiplied by a factor of 2.57 to implement the award of 7th CPC. The OROP pensions are average of Calendar Year 2013. If the Anomalies are removed then these pensions will be updated to 31 Dec 2015 and then multiplies by factor 2.57 or any other enhanced factor as decided by the Govt after removal of anomalies of 7th CPC award as pointed out by the three Chiefs.

An early action is requested please.

'Life Certificate'

November Month is here!

November month, every year is the season for the 'Life Certificate'. Each pensioner has to submit a certificate to the PDA that he/she is alive and entitled for receiving the pensionary dues till the next November.

Life certificate can be submitted at any of the Branches of your pension disbursing bank and there is no requirement for the pensioner to send any copy to the parent Branch. The local Branch Manager is required to communicate to the CPPC/ parent Branch that he has seen the Pensioner personally.

Life certificate can also be submitted electronically through the 'Jeevan Pramaan' route. You have to have an Aadhar number, a scanner, and enough computer operating capabilities. Alternatively, one may visit the nearest facilitation center and ask them to submit on your behalf.

The 'Suvidha Kendras' established by the Army at all the ECHS polyclinics also help the pensioners submit their Life certificate through the 'Jeevan Pramaan' route.

People living abroad can submit their Life Certificates through the Branch of their Bank, if available in their town or through the Local Indian Consulate. Post it at the Embassy and send it to your Bank through the diplomatic bag.

But the best option is to get up, get dressed and reach the Bank. You will meet so many old friends, whom you will definitely not recognise because over the years our looks have changed . WHY DO THE POLITICIANS AND THE BUREAUCRATS DESPISE THE INDIAN ARMED FORCES SO MUCH?? - Dilip Hiray

Dear People Of India,

1. We are Indian Army Soldiers. Countries like the US and UK and most other advanced democracies, with Armies that are facing conflict, venerate the men and women who serve in the Armed Forces. The UK parliament has even passed a law called Armed Forces Covenant . An Armed Forces Covenant is the expression of the moral obligation that the government and the nation owe to the armed forces community. The covenant acknowledges that members of the armed forces sacrifice some freedoms and often face dangerous situations. It recognises that families play a vital role in supporting the operational effectiveness of the armed forces. It is only in India where our men and women have to go through the humiliation of a comparison with a discredited bureaucracy.
In the United States, 15 presidents have served in the Army/Army Reserve , 9 in the State Militias, 6 in the Navy/Naval Reserve, with 2 presidents having serving in the Continental Army. In addition, eight presidents served during World War II, while seven served in the military during the American Civil War. That was the kind of military service they did before becoming the President and Commander in Chief of the US of America. No wonder they respect their Armed Forces and their Veterans.


2  Your Armed Forces  cannot be compared with the IAS,  IPS, BSF, CRPF, ITBP,  CISF , NSG,  Railway Protection Force, Rapid Deployment Force or the State Armed Police Forces. A Nation can have only one Military. The *renowned sociologist Morris Janowitz had famously said: “The intimate social solidarity of the military profession is both envied and resented by civilians.” A bureaucrat is in no way comparable to a man or woman who serves in the Armed Forces. Nowhere is this comparison even attempted, not in the United States, the United Kingdom or even China. It’s laughable and making that comparison is ludicrous. Neither can the Armed Forces be compared or equated to other police forces of a Country.


3  WE ARE ACCOUNTABLE TO YOU AND TO NO ONE ELSE  BECAUSE :

(a)  WE  HAVE PLEDGED TO PROTECT YOU, AND WE LIKE TO KEEP OUR WORD !!!
(b) WE  ARE SURE THAT YOU LOVE US AND WE KNOW THAT YOU BELIEVE THAT THE INDIAN MILITARY IS THE LAST BASTION OF HOPE WHEN THE GOVT MACHINERY, IAS,  IPS, BSF, CRPF, ITBP,  CISF , NSG,  Railway Protection Force HAVE FAILED ----- AND WHEN FINALLY THE ARMED FORCES FAIL ; INDIA WILL BE LOST.     
PLEASE KNOW THESE FACTS.

 

4  THE GOVT, FINANCE MINISTRY AND THE IAS/IPS LOBBY IS DENYING YOUR SOLDIERS OROP UNDER THE PLEA OF FINANCIAL SCARCITY . THE FOLLOWING WILL TELL YOU THEIR SCARCITY :

(a)  OROP ALREADY EXISTS FOR 100% OF THE BUREAUCRATS, JUDICIARY AND  ALL THE PARLIAMENTARIANS


(b)  OUR PENSION WAS BROUGHT DOWN  FROM 70% to 50 %WHILE THEIRS WAS RAISED  FROM 30% TO 50% IN THE 3rd CPC. Armed Forces have not objected their rise.


(c)  IN THE 6th CPC THEY DOLED OUT NFU - A SYSTEM BY WHICH ALL IAS, IPS OFFICERS & GROUP A SERVICES  (LESS ARMED FORCES)  WOULD RETIRE AT THE HIGHEST PAY SCALE -THEREBY GIVING THEM HIGHEST PENSION PLUS OROP . THEY LEFT FORCES OUT OF IT.


(d)  THE IAS, IPS  and the CENTRAL SERVICES  also gave themselves ACP -  ASSURED CAREER PROGRESSION - BUT AGAIN LEFT FORCES OUT OF IT. BY DOING THIS, THEY BROUGHT US DOWN SEVERELY AND HAVE MADE THE FORCES LEAST LUCRATIVE AND LEAST HONOURABLE JOB.

Without doubt the aim was to downgrade the Armed Forces of India. OUR ENEMIES ARE HAPPY AND WATCHING THIS GREAT DRAMA WITH GLEE !!! Do you know that till date  a DIG was equivalent between a Lt Col and a Col . Now a Col has been equated with Non-Functional Selection Grade (NFSG). The rank of a DIG  is now officially equal to a Brigadier. Both are now on a Grade Pay of Rs 8900. Because of the machinations of the Govt and the Central Services to run down the Military.

(e)   THEY CAN "DONATE"  $1 BILLION TO MONGOLIA, DONATE 1.25 LAC CRORE TO A STATE VOTE BANK, LET SCAMS OF LACS OF CRORE IN GOVT, IPL AND BCCI, give bailouts of hundreds of LAKHS to AIR INDIA *but feel poor when it comes to Rs. 8,300 crores for the Armed Forces personnel who are "FORCED  TO RETIRE YOUNG SO THAT THE NATION CAN SLEEP EASY".        

5  It is not just Modi's promise but a four decade old promise, AN APPROVED PARLIAMENTARY COMMITTEE (KOSHIARY) REPORT, A FAVOURABLE SC JUDGMENT (Maj Gen Vains ) and a promise by all Govts.


6  YOU CANNOT REMAIN INSULATED  AND SEE VETERANS AND WIDOWS IGNORED AND THE STATUS AND PARITY OF THE INDIAN ARMED FORCES vis-a- vis  OTHER GOVT SERVANTS DISTORTED. AND THIS HAS BEEN HAPPENING SINCE 1947 !!! CAN YOU IMAGINE THAT DISABLED SOLDIERS WILL BE DENIED OLD AGE PENSION.


7  GOD FORBID IF ONE OF YOUR OWN SON or DAUGHTER or RELATIVE IS IN THE FORCES ~~ WOULD YOU STILL FEEL THE SAME ??? WILL YOU SEND YOUR NEXT GENERATION TO THE ARMED FORCES NOW ???


8  WE ARE BARRED FROM STRIKES , PROTESTS, UNIONS ETC -FOR REASONS OF DISCIPLINE , BUT REST OF THE COUNTRY CAN GET WHAT THEY WANT ANY TIME BY RESORTING TO RIOTING, RAIL-ROKO etc !

9 HAVE WE EVER FAILED YOU IN PEACE,  WAR OR TERRORISM, RIOTS, FLOODS, EARTHQUAKE ??? EVEN THE SMALL SCALE  RIOTS COULD NOT BE CONTROLLED BY THE POLICE OR THE PARA MIL FORCES AND THE ARMY WAS CALLED-IN TO DO THE JOB !!!

10. TAKING ONUS OF SURGICAL STRIKES BY RULING PARTY IS NOT OUR SPOON, BUT SAME TEAM WHO ARE BOASTING MUST ENSURE THAT OUR WEAPONS ARE THE LATEST, WHERE WE DO NOT CROSS FINGERS FOR SAFE RETURNS. PRESIDENT US, HAS WARNED PAKISTAN TO STOP TERRORISM OTHERWISE THEY'LL PENETRATE FOR DESTRUCTION. SUCH CONFIDENCE OOZES OUT, WHEN YOU HAVE LATEST CONFIDENT WEAPONS AND ARTILLERY.

11. WHO HAS GIVEN POWERS TO politicians deposit funds in ARMY WELFARES THROUGH DADAGIRI...


CAN THIS  NATION SURVIVE WITHOUT ITS ARMED FORCES ???
REMEMBER SALARY MAKES US DO OUR JOB WITH EQUITABLE BUT ITS  HONOUR AND RECOGNITION THAT IMPELS US TO EMBRACE DEATH WILLINGLY  WHILE EXECUTING OUR JOB.

Defence Minister Manohar Parrikar will set up a three-member committee to advise the ministry and resolve the rank parity issue that has led to raised tempers in the armed forces.

On Thursday night, Parrikar was informed by an aide that the rank parity issue had not been addressed totally as some facts had not been brought out. Parrikar, not completely satisfied with the turn of events in the past one week, has now decided to set up the committee that will take 10 days to study all documents, including the decision of the Group of Ministers in 2009 ratified by the union Cabinet, sources said on Friday afternoon.

Sources said the Ministry of Defence (MoD) is keen to go totally by the Warrant of Precedence (WoP)–a guiding document of the government that laid down which rank in civil and military had to be given what protocol, status etc.

Under the WoP, a major general is equal to a joint secretary in the government. As per an MoD letter issued on October 18, a major general was equated to a principal director. On Thursday afternoon, the MoD issued a clarification saying it had only reiterated previous instructions, including the last one in 2005, and not lowered the rank parity.

The fact that the 2009 GoM decision and ratification by the cabinet had corrected this anomaly probably was missed in the decision-making of the MoD in the past one week.

Since October 18, the forces have informed Parrikar that this anomaly had been added and the rank parity letter issued on October 18 had actually lowered the status of the forces.

The MoD on Thursday said, “The present reiteration of rank equivalence is only for matters of assigning duties and functional responsibilities.”

The forces opine that there cannot be multiple parameters on rank-parity--one for ‘functionality’ and another on the Warrant of Precedence..

The government faces growing criticism for slashing the military’s pay, status and disability pensions even as the Bharatiya Janata Party (BJP) reaps political benefits in on-going election campaign from the “surgical strikes” the army launched on Lashkar-e-Toiba launch pads in September.

On Monday, The Telegraph reported that the ministry of defence (MoD) had summarily downgraded the status of military officers by a notch, relative to their civilian colleagues. Facing sharp public criticism, Defence Minister Manohar Parrikar promised he would not allow the status of the armed forces to be eroded.

On Thursday, the MoD flatly denied any reduction in the military’s status, stating: “there has been no down-gradation or any change in the existing equivalence of the Service ranks whatsoever.

The existing functional equivalence as clarified in 1991 and further reiterated in 1992, 2000, 2004 and 2005 has only been re-affirmed.”

Essentially, the MoD cited multiple letters to argue that the “functional equivalence” between military officers and Armed Forces Headquarters Civil Service (AFHQCS) officials has always been: a joint director of AFHQCS is equated with a colonel, a director with a brigadier, and a principal director with a major general.

However, Business Standard learns that all the letters the MoD cites were superseded in 2009 by a Group of Ministers (GoM) report, prepared under the current president, Pranab Mukherjee.

The GoM, which examining the military’s strong protests at the 6th Central Pay Commission recommendations, formally equated army colonels with AFHQCS directors. A new pay band was created for lieutenant colonels, placing them above deputy secretaries but slightly below directors.

The Prime Minister’s Office (PMO) and the union cabinet accepted these GoM recommendations, and the MoD passed instructions for implementing these in January 2009.

All the letters the MoD cited today were superseded by this authority.

It is unclear whether Parrikar is even aware of the selective interpretation of facts in his ministry’s press release, or whether --- as his apologists argue --- he is a well-intentioned defence minister being undermined by his bureaucrats, who stand to gain from the new parities.

There are other recent issues, where the government has backtracked after initial denials.

After this newspaper reported that the government had slashed disability pensions the day after announcing the army’s successful strikes on Lashkar-e-Toiba terrorist camps (October 10, “While ‘surgical strikes’ were under way, govt cut Army’s disability pensions”), the government first indicated it had actually increased pensions. Later, after checking the facts, the PMO referred the matter to a committee.

The question of inter-se parity with civilian officials has agitated the military for decades. A letter with Business Standard, written in 1992 by the army chief General SF Rodrigues, rails against the MoD’s attempts to change the status quo.

Rodrigues complained: “MoD, without consultations with Service HQ, had resorted to unauthorised and exaggerated designations of [civilians]… which has created aberrations and functional problems as [civilian] officers have refused to accept the authority of Service Officers under whom they had been working all these years.”

Nor is the military entirely blameless, since several service chiefs have acquiesced in granting higher “functional equivalence” to civilian officials, to promote smooth official functioning. However, Rodrigues writes:

“[MoD has] taken undue advantage of this and unilaterally sought to upgrade the status of AFHQ cadre officials, to the detriment of the authority and status of the [military].”

That was in 1992. More than three decades later, the MoD’s jockeying over status still continues.
