Seasons greetings.
A STRONG POINT FROM BABUs, PM / RM and other ministries is that of "OTHER's MAY ALSO ASK OROP".
Yes a Very Valid Point.
WHY NOT? LET ALL CENTRAL GOVT EMPLOYEES GET OROP, PROVIDED THE GOVT MAKES RULES/REGUATION AS FOLLOWS:
1. Let the Govt. keep the govt. Depts Young by making all above 35-38 employees compulsorily retired(of course with a proportionate pension w.r.t.20 years)this way the employees will be young and energetic and the employment problem also may be reduced. they can look for some greener posts outside)
2. They should be posted every 3-4 years and within the country anywhere ; and at least 2-3 tenures in non-family areas.
3. THEY SHOULD BE UNDER SIMILAR LAWS LIKE ARMY/NAVY AIR FORCE.ie, they can not refuse any transfer on some flimsy grounds.
4. They should undergo a strict medical exam every year and those found unfit, should be told to quit. This way the govt.can keep all employees healthy at all times. they can introduce some sort of medical boards to ascertain suitability or otherwise.
5. OF COURSE;STRICT LAWS FOR "NO STRIKES, BANDHS, WORKTOAND USEFUL WORK FORCE IN ALL MINISTRIES OF GOVT.OF INDIA. RULES(???), AND "NO UNIONS ACTIVITIES etc.
6. Tenure at one place must be "not ore than 2-3 years.
7. If not court martials some sort of courts to try even silly(??) offences like bribes, corruption etc. etc.
And of course, the Govt. can take a leaf out of the army conditions and enforce like services.
THEN NO OBJECTION TO GIVE OROP TO ALL CENTRAL GOVT EMPLOYEES AND IF SOME STATES ALSO WANT OROPs TO THEIR STATE EMPLOYEES, THE SAME PROCEDURE CAN BE ADOPTED.
This will ensure a "MORE DISCIPLINED,DEDICATED,SMART,
HAPPINESS EVERY WHERE AND HAPPY EVERY ONE. "MERA BHARAT MAHAN"
